00:00The budget of the Department of Education for 2025 was discussed in the Chamber.

00:04Some officials of the DepEd also attended the budget hearing where the confidential budget of 2023 was raised.

00:11Let's go to the details.

00:16The Department of Education of DepEd admitted that they don't know how Vice President Sara Duterte spent her confidential fund in 2023

00:26while she was still sitting as the Secretary of the Government.

00:30This came out after some DepEd officials attended its budget hearing in the House of Representatives.

00:38According to DepEd Undersecretary for Finance, Annalyn Sevilla, only the cover letter of the liquidation report was given to her.

00:47So what I can share is from the finance, we have released three quarters, that's P112.5 million.

00:54It has been recorded as liquidated because we were given a copy of the cover letter only of the liquidation.

01:00They were also not included in the utilization and liquidation of the alleged fund.

01:06But they were able to release the P150 million confidential fund of Vice President Sara in 2023 because of this law.

01:16This is the General Appropriation Act of 2023 where it is included in the list of expenses.

01:27It was identified that the three-month requirement should be released on a quarterly basis

01:36and that the next liquidation should be upon the liquidation of the head of the agency

01:43to the chairman of the Commission on Appropriation.

01:47DepEd also included in the budget hearing its new colleague, Secretary Sani Angara.

01:54She insisted that they will not ask for a confidential fund for the 2025 budget of the agency.

02:01Given that it is engendered, it has become controversial.

02:05It would be better if I avoid it, Your Honor, and ask for it in the line item if the department needs it.

02:14First, Representative Franz Castro of the ACT-Party List said that the incorrect use of the fund is an impeachable offense or a basis for impeachment.

02:25For 2025, the proposed budget of DepEd is almost P800 billion

02:32with more than P2.2 billion for the attached agencies of the agency.
