00:00Months after the snap parliamentary elections, French President Emmanuel Macron still hasn't
00:06named the country's future prime minister.
00:11Authorities in Rome begin repair work to secure the Constantine Arch after it was damaged
00:17by a lightning strike.
00:24At least seven people were killed in a Russian missile strike on Lviv on Wednesday.
00:30Three children and a medical worker were among those killed, and 35 others were injured,
00:35according to the western Ukrainian city's mayor, Andriy Sadovyi.
00:40He said multiple houses, two medical institutions and two schools were damaged.
00:47Russia has also attacked several other Ukrainian cities this week, including Kyiv, Kharkiv,
00:52Dnipro and Zaporizhia.
00:58Wednesday's attack comes a day after Russia launched ballistic missiles at a military
01:02academy and nearby hospital in Poltava, killing over 50.
01:08The strike was the deadliest single attack this year.
01:12Ukrainian President Volodymyr Zelensky has ordered an investigation and reiterated Kyiv's
01:17demands for help from its allies.
01:26Urtula von der Leyen has voiced exasperation after EU governments undermined her efforts
01:32to strike a gender balance in her team of European commissioners.
01:36In a letter to EU governments, the Commission President had asked for two candidates, one
01:41male and one female, for each of the influential roles.
01:44Only one member state, Bulgaria, heeded that request.
01:48The other countries predominantly nominated men.
01:51I have throughout my whole political life been fighting for women having access to decision
01:58making position and leading position.
02:02And my experience is that if you don't ask for it, you don't get it.

02:23Estonia's Kaia Kalas was nominated to be the EU's High Representative for Foreign Affairs
02:27by EU leaders back in June.
02:30Of the remaining 25 places up for grabs in von der Leyen's team of commissioners, just
02:35eight women are currently in the running.
02:38Von der Leyen says that without her efforts in pressuring member states to put forth women,
02:43the roster of candidates would have been even more dominated by men.
02:49If I would not have sent this letter, what would have been the fact or the case?
02:55The initial proposals, if you look at the names you all know, besides the High Representative
03:03and me the President, for the 25 member states that then nominate, would have been four women
03:10and 21 men.
03:13So without that letter and without that discussion, this would be the next college.
03:18And therefore, it is absolutely worth it.
03:22Von der Leyen is currently interviewing candidates and is expected to hand out policy portfolios
03:27by mid-September.
03:29The candidates must then undergo questioning by members of the European Parliament and
03:33survive a confirmation vote before they can take up their positions.
03:37Unless the Commission Chief can further rectify the gender imbalance, she could be leading
03:42one of the EU executive's most male-dominated team of commissioners in a decade.
03:53Two months after the second round of the snap parliamentary elections, French President
03:57Emmanuel Macron still hasn't named the country's future Prime Minister.
04:02Currently the Parliament is divided into three blocks, the left-wing coalition, the NFP,
04:07Macron's centrist group, and the far-right National Rally.
04:10And they've made one thing clear, none of them want to form any sort of alliance with
04:15the other parties.
04:16He's in a dilemma and can't find someone that can rally enough votes to carry the assembly,
04:23unifying basically the center.
04:26He can't find someone who can do that.
04:28So I think this is why he's gone through a number of different candidates.
04:32The future Prime Minister will have to survive a no-confidence vote in Parliament.
04:37Multiple names have been circulating, including Bernard Cazeneuve, the former socialist Prime
04:41Minister under President François Hollande, or the conservative right-wing politician
04:46Xavier Bertrand.
04:47Another option, Thierry Baudet, a little-known civil servant and president of the French
04:52Economic, Social and Environmental Council.
04:55Emmanuel Macron has made it his obligation, since he said he would take care of it himself,
05:00to find a Prime Minister who would immediately escape a motion of censure, because if the
05:04one he designated was overthrown, it would be a failure that would be directly impeachable.
05:10And so far, the names that have been mentioned, the names that have been proposed, do not
05:15present this guarantee, not even to gather a majority for, but to not gather a majority
05:21against.
05:22And the equation is very complicated.
