00:00The Philippine Ports Authority violated the Department of Agriculture's congested agreement
00:05so the export of imported rice is slow.

00:22The slow decrease in the price of rice

00:54888 containers in the ports
00:58that contain almost half a million bags of rice.
01:02That's equivalent to 24 million kilos of imported rice.
01:08Most of the people who come here
01:10have already paid their taxes and fees.
01:12But some consignees intend to come here
01:15and force them not to go out.
01:18You can call this hoarding.
01:20The location is just different.
01:22We have containers here
01:24that have been stored here for more than a month
01:28and they don't come out.
01:31And there's another one here
01:35that has been here for 275 days
01:38and they don't come out.
01:40Most of the consignees here
01:43are just waiting for the price of rice to rise
01:46in the market before they come out.
01:49The first five days of the PPA containers are free.
01:52The price is P700 if they come out.
01:55The fine is P5,000 if they stay here for more than 10 days.
02:00The consignees here are more patient
02:02inside the port than outside.
02:04Because it's still cheaper
02:06even if there's a fixed storage fee.

02:12than to bring it to their private warehouse.
02:15To force the shipment to come out,
