00:00Before we recess, the Camera approved the National Budget for next year.
00:07Let's find out what happened in the session last night on Seto na Balita with Mela Las Moras Live.
00:16House Speaker Martin Romualdez is confident that the 2025 General Appropriations Bill will help the Philippine economy.
00:26Yesterday, even though there were a few dramas and issues, they were able to pass what is considered the most important legislation in the country.
00:37Session is adjourned until November 4, 2024, Monday at 3 o'clock in the afternoon.
00:46The session was formally adjourned last night.
00:49Before this, they were able to pass House Bill No. 10800, or the so-called 6.352 trillion Pesos National Fund for next year.
01:02Together with the approved General Appropriations Bill by the Camera, the 733 million Pesos budget for the Office of the Vice President.
01:11They also tried to reduce it by a few or make it zero.
01:15But it was House Speaker Martin Romualdez himself who said that the importance of this is in the name of the OVP and for the proper service of the agency.
01:27In his response, Speaker Romualdez thanked the congressmen for their efforts and the low-level officials for fulfilling their aspirations before the recess.
01:39We adjourn the session in high spirits. We have demonstrated once again our legislative efficiency with a succession of significant loss.
01:51The House of the people, composed of dedicated public servants, has demonstrated their tireless efforts to strengthen the Philippine economy,
02:03broaden the range of public service, and reinforce the nation's trust in our governance.
02:11We have once again proven that this is an institution of action and change.
02:19Romualdez also acknowledged the importance of the minority bloc, especially in the budget process.
02:25Romualdez said that even though some people have different views, what is important is that they have one goal and that is to make the nation prosper.
02:55For allowing the minority the opportunity to scrutinize the budget and recommend proposals to address pressing national concerns.
03:11And Mr. Speaker, having no more members of the minority...
03:17Mr. Speaker, we join the minority in their motion to terminate the period of debate.
03:23So move, Mr. Speaker!
03:25Is there a motion to terminate the interpolations of the proposed budget of the Department of Health?
03:29Is there any objection?
03:31Let me question the forum.
03:33Interpolations of the proposed budget of the Department of Health is hereby terminated.
03:37Let me question the forum, Mr. Speaker!
03:39Suspended.
03:41Mr. Speaker!
03:43In the last budget, a small committee was formed to accept and amend individual amendments.
03:49Among its important members are Appropriations Chair Elizalde Co, Senior Vice Chair Stella Quimbo, Majority Leader Manix Dalipe, and Minority Leader Marcelino Libanan.
04:00Despite the recess of the Congress, Speaker Romualdez's gatekeepers continue to listen and monitor the important issues now, especially when it comes to our economy.
04:11The leadership of the House of Representatives is confident that their 2025 gap will help the country move forward.
04:41...China at 4.7 percent.
04:45Angelique, just a while ago, the House Deputy Majority Leader Erwin Rulfo held a press conference here in the House of Representatives.
04:52Aside from his continuous listening, he is also confident that even during the election season, the services of the House of Representatives will continue and they will still reach their targets of passing some important legislative amendments.
05:05Angelique?
05:06Yes, Mela. What happened earlier in the video that you showed when Congressman Paul Daza spoke and the microphone was stolen from him?
05:16Angelique, last night, one of the budget proposed by the Department of Health and Congressman Wilbert Lee,
05:27this is one of the things that he is focusing on and he wants to expand the benefits of PhilHealth for our countrymen who are affected by the DOH.
05:36So the DOH's budget will be terminated and he's saying that there's no currency.
05:43It means that there's a lack of legislation in the plenary.
05:46But what the majority is saying is that the bill is fine and the budget process is continuous.
05:51And Angelique, in fact, it's fine.
05:53In the end, Congressman Wilbert Lee voted yes or affirmative on the 2025 general appropriation.
06:02So everything went well in the end and the congressmen voted in favor because after several weeks of discussion on how to fund it,
06:14they were able to pass it successfully in the third and final reading last night.
06:18Angelique?
06:19Thank you very much, Mela Lesmora.
