00:00President Ferdinand R. Marcos Jr. is in favor of implementing a fast and just action against those who are violating and harming the agriculture sector.
00:11The President said this in response to the Anti-Agricultural Economic Sabotage Act.

00:22President Ferdinand R. Marcos Jr. has already legislated the Anti-Agricultural Economic Sabotage Act.
00:29This is a far-fetched way to punish those who are violating,
00:34protect the local farmers, fishermen, and consumers against the smuggling or illegal import of agricultural products,
00:43smuggling or illegal import of agricultural products,
00:53under this law, smuggling, hoarding, profiteering, and cartel operations involving agricultural and fishery products will now be classified as economic sabotage,
01:06a non-bailable offense punishable by life imprisonment and fines up to five times the value of the goods involved.
01:14In 2023, P3 billion was lost due to agricultural smuggling.
01:20P230 million was lost due to smuggled agricultural products in the past six months.
01:28There is no shortage of rice in smuggled products.
01:31That is why the government is not only losing from not collecting rice,
01:36but the local farmers and fishermen are also being threatened that they cannot compete with cheap but illegal products.
01:45There is also a risk to human health due to the absence of sanitary permits.
01:50Every sack of smuggled rice, every under-the-table onion deal, every substandard meat sneaking past the quarantine checks,
02:01these are not just numbers, they represent lives, families, and futures that are being compromised.
02:08These crimes threaten not only our economy, but our national security as well.
02:13It jeopardizes the livelihood of hard-working Filipino farmers and fisherfolk,
02:18and it threatens the food sustainability of our communities.
02:22But the new law will end this, not just the masterminds that are being chased.
02:28This law does not just target the masterminds.
02:31It holds all accomplices accountable, financiers, brokers, employees, even transporters.
02:38We are establishing the Anti-Agricultural Economic Sabotage Council, which I will chair.
02:44The Anti-Agricultural Economic Sabotage Enforcement Group will be formed to search and catch smugglers.
02:52Special teams of prosecutors will be assigned to investigate and quickly punish smugglers.
02:59The Department of Agriculture approved the new law.
03:03The DA will give visitation power to inspect warehouses and cold storage where illegal products may be imported.
03:11Agriculture Secretary Francisco T. Laurel Jr. will be in charge of this.
03:15We will work harder to catch these smugglers.
03:20We are afraid that illegal smuggling will be committed because this is non-bailable.
03:30If you are caught, they will be caught. We will catch all of you.
03:34Meanwhile, the two members of the Congress ratified the Bicameral Conference Committee Report of the Senate and House
03:41when it amended the Rice Tarification Law.
