05:04As far as 63A is concerned, there are three or four things in it.
05:09I believe that when 63A was introduced in the 18th amendment,
05:16it was stated that if you do not follow the party line in three situations,
05:23be it the Finance Act, the Constitutional Amendment and the Vote of Confidence,
05:27if you do not follow your party policy in these three situations,
05:31you will be punished in the form of being de-seated.
05:35In the case of the Punjab Assembly, unfortunately,
05:39the Supreme Court has changed the words of 63A.
05:47And they have decided that not only will he be punished,
05:53but his vote will not be counted.
05:56That is, they have inserted a clause into the Constitution,
06:00which I believe, according to Article 238,
06:04Now, it is not the right of any judge to amend the Constitution or change the words of the Constitution.
06:11This right, this obligation, is purely and exclusively of the parliament of Pakistan.
06:17And if they have done such a thing,
06:20the judges have two ways to correct it in their wisdom.
06:25Either you modify it in the Constitution with two-thirds majority,
06:29so that you can address that thing.
06:32Or you can address that matter through a second opinion.
06:36So, I believe, the government is considering both options.
06:40Perhaps, on 30th, the second opinion has also been fixed in the Supreme Court.
