00:00A massive recovery effort underway across several states in the U.S. Southeast. Hurricane
00:06Helen knocked out power to millions of homes and businesses after dumping record amounts
00:12of rainfall. Officials in the state of North Carolina are calling on residents to refrain
00:17from venturing into areas affected by the storm.
00:22I want to remind all North Carolinians that conditions on the ground remain extremely
00:27dangerous. We ask people not to venture into storm-affected areas, whether to check on
00:33property, loved ones, or just to sightsee. Besides endangering yourself, you could also
00:39be interfering with emergency responders or repair crews.
00:43Hurricane Helen made its way across several states from Friday and throughout the course
00:47of the weekend. U.S. President Joe Biden says he plans on visiting the worst-impacted areas
00:53this week, but only once rescue operations are completed. In remarks on Sunday, Biden
00:59reiterated that federal resources had already been mobilized.
01:03We've given them everything we have. We're on the ground ahead of time, so we're working
01:11hard. We have pre-planned a significant amount of it even though they didn't ask for it yet.
01:18Officials have warned that the process to rebuild in the aftermath of Helen will be
01:22difficult and lengthy. With widespread property and infrastructure destroyed, as well as downed
01:29power and communications lines, damage estimates range from between $15 to $100 billion.
