01:36to when the system is built, it can also take 5-6 years.
01:40And this is a big problem because, in the meantime, technology evolves
01:44and the project that has been thought of and, in the end, authorized,
01:47could already be surpassed and therefore no longer competitive on the market.

01:57the power to authorize the systems, to be put in the conditions,
02:02to do it in times and conditions that are rapid and compatible with technological development
02:06and therefore entrepreneurship.
