जम्मू-कश्मीर विधानसभा चुनाव से पहले कांग्रेस और नेशनल कॉन्फ्रेंस ने गठबंधन किया था। लेकिन, अब कांग्रेस सरकार में शामिल न होकर एनसी को बाहर से समर्थन देगी। इसे लेकर राजनीतिक विश्लेषक एडवोकेट आसिम हाशमी ने कहा, "कांग्रेस और एनसी ने चुनाव पूर्व गठबंधन बनाया था और वे इस गठबंधन में साझेदार हैं। गठबंधन में तौर-तरीकों को लेकर कुछ मुद्दे हो सकते हैं। मुझे नहीं लगता कांग्रेस कहीं जाने वाली है। कांग्रेस राजनीतिक रूप से थोड़ी कमजोर है और जम्मू में कोई खास प्रभाव नहीं डाल पाई है...।"
