00:00The Philippine National Police, or PNP's, probe on cops involved in the alleged reward system under the previous administration's war on drugs has begun.
00:10Taking a cue from the testimony of a resource speaker, government's investigation on the matter will focus on members of two particular classes of the PNP Academy
00:20who were allegedly summoned to become the implementers of a massive drug campaign on a national scale.
00:26Ryan Lasigas tells us more.
00:30We will not tolerate anyone, whether you are an official or a non-commissioned officer.
00:35With respect to any institution, we will investigate everything and that is our commitment to our country.
00:41The days are numbered for members of the Philippine National Police directly involved in the bloody war on illegal drugs during the previous administration.
00:49According to PNP spokesperson, Police Brigadier General Gene Fajardo, the Criminal Investigation and Detection Group has already started their investigation into the matter.
00:58The investigation will focus on members of PNP-A Classes 1996 and 1997 who were allegedly summoned by former President Rodrigo Duterte to implement the Davao Model Drug War nationwide.
01:10As stated in the affidavit of former Philippine Charity Sweepstakes Office General Manager Royina Garma at the House Squad Committee hearing,
01:18the ongoing CIDG investigation aims to identify all police officers and personnel involved.
01:24I think some of the names mentioned were already invited by the squad committee.
01:29They have already appeared there and mentioned the other names.
01:33But again, as to the other names, what the CIDG is doing now is to identify who were the so-called attendees during the said meeting that the former president did not attend.
01:46So that is included in the work of the CIDG as we speak.
01:52General Fajardo is a member of Class 1996. However, she quickly clarified she was not invited and therefore did not participate in the meeting.
02:01The PNP will not cover up for anyone even if they are high-ranking officials found to be involved in the alleged reward system and extrajudicial killings.
02:10With respect to the stand of the PNP leadership, our chief PNP has already spoken.
02:15We are investigating all of this.
02:17Whoever is found to be involved in the alleged scheme and no less than our CIDG yesterday mentioned no sacred cows.
02:27Malacanang supports the reopening of investigations into the cases of killing related to the previous administration's war on illegal drugs.
02:34According to Executive Secretary Lucas Bersamin, President Ferdinand R. Marquez, Jr. places greater emphasis on the fair dispensation of justice and adherence to the rule of law.
02:44Some of those killed during the war on illegal drugs include former Tanawan City Mayor Antonio Jalili, Alguera-Leyte Mayor Rolando Espinosa, and Ozami City Mayor Reinaldo Paruhinog.
02:56Based on Garma's statements, there are three levels of payments under the Davao Model War on Illegal Drugs.
03:02First, when a suspect is killed. Second, providing funds for operations. And third, refunding expenses incurred during the drug operations.
03:12Garma also revealed the matrix of how the reward system was implemented.
03:16She stated that rewards given to police officers who killed drug suspects range from P20,000 to P1,000,000 depending on the magnitude of the operation or if the target was a high-value individual.
