00:00In the third day of the ASEAN Ministerial Conference on Disaster Risk Reduction,
00:04one of the topics discussed was the so-called Sendai Framework for Disaster Risk Reduction.
00:10This is an agreement between the countries to mitigate the effects of calamity,
00:17to provide proper response, and to strengthen the ability of the affected by the disaster.
00:22The details are in the report of Benji Durango.
00:27In 2015, the Sendai Framework for Disaster Risk Reduction was adopted.
00:33This is a global agreement between the countries to mitigate the effects of calamity.
00:37The Sendai Framework has four key priorities that should be identified by the countries involved in this.
00:431. Identifying the calamities.
00:452. Proper governance.
00:463. Strengthening the ability and preparedness.
00:48In addition to the seven global targets for a country to be considered disaster resilient,
00:52the Sendai Framework will reduce the negative effects of calamities on people, infrastructure,
00:56awareness of calamities, international cooperation, implementation of disaster risk management,
01:01and the establishment of a community.
01:03The UNDRR convened three times this year.
01:07This was done here in the Philippines as the first regional platform
01:11to adopt the political declaration of the Sendai Framework Mid-Term Review.
01:15We have many different situations that come and impact the way
01:23that when a disaster happens, how we can build resilience or how we can recover.
01:31We as a sector need to have more conversations like this
01:35to create more spaces where diverse voices can be heard.
01:40As a part of the Asia-Pacific region that is often hit by disasters such as earthquakes,
01:44typhoons, and volcanic eruptions,
01:46the Philippines considers the Watchtower of Disaster Risk Reduction.
01:50The convention was held historically in the Philippines
01:52because this is where implementation, policy dialogue, knowledge sharing, advocacy, and mobilization are planned.
01:58This is the first regional convention.
02:01Twenty-one town hall discussions were held at the PICC.
02:04One of the discussions was on gender equality.
02:06Problems and solutions that women face every time there is a disaster were highlighted.
02:11Aside from ensuring their safety,
02:13they should also face their challenges before, during, and after the disaster.
02:18This is where the Sendai Gender Action Plan comes in.
02:20Proactive government is one of the solutions.
02:24Our country remains predominantly on reactive disaster response,
02:29embracing the dependence on relief goods and provisionary assistance.
02:34As a result, the economic, mobility, and sustainable development are sacrificed.
02:41For example, when there are evacuations,
02:43disaster risk reduction efforts should be gender responsive.
02:47It's a good idea, but it's still new for us.
02:50We don't necessarily know yet how to be gender responsive in terms of, to be really gender responsive.
02:58In the Asia-Pacific nations, Fiji has a clear gender inclusivity when it comes to disaster response.
03:04There are five ways in which disaster risk reduction in Fiji can be gender sensitive.
03:09It can be applied in the country.
03:11The Philippines has not yet adopted it, but it is unlikely to happen.
03:14We focus on ensuring that everyone, especially the most vulnerable,
03:20can experience equitable safety and dignity before, during, and even after disasters.
