00:00National Week for Overcoming Extreme Poverty.
00:03Our Alamin, along with Secretary Lopez Santos III,
00:07the lead convener of the National Anti-Poverty Commission.
00:10Secretary, good afternoon.
00:14Good afternoon, Usec.
00:17I'm here in San Joaquin, Iloilo.
00:21It's a good opportunity for me to be a part of your program, Bagoong Pilipinas.
00:29Thank you for inviting us.
00:32Sir, first of all, what is National Week for Overcoming Extreme Poverty
00:37and what is the theme of this year's celebration?
00:43National Week for Overcoming Extreme Poverty
00:46is a proclamation of our President Gloria Macapagal-Arroyo in 2004.
00:53This was initiated in 1987
00:58when they observed overcoming extreme poverty.
01:04This is the All Together for Dignity 4th World Foundation
01:10that built commemorative stones in Paris.
01:15This was adopted by the United Nations and declared in 1992
01:21as International Day for Eradicating Poverty.
01:24The following year, in 1993,
01:29our President Pedro Ramos declared
01:33that there will be a National Day for Overcoming Extreme Poverty.
01:38This was initiated and the NAPSEA was approved
01:43by the observance of this National Week for Overcoming Extreme Poverty.
01:49Here in the Philippines, we do this every year
01:53with our various government agencies and local government units
01:57and various sectors.
01:59What is the purpose and importance of this National Week for Overcoming Extreme Poverty
02:07and what is the role of NAPSEA in this celebration?
02:13It is important because this is the goal of our government
02:20to reduce the incidence of poverty in our country.
02:24As of now, it still stands at 15.5% poverty incidence
02:29and we want to reduce it to a single-digit poverty incidence.
02:34That is why our government's programs
02:39are expected to contribute to eradication of poverty.
02:44But this is the purpose of our 2040 ambition,
02:49poverty eradication by year 2040.
02:52For now, our target up to 2028
02:55is at least 9% poverty incidence rate in our country.
03:00So it is really important to do this
03:04because this is our commitment every year
03:08that we are doing something
03:10and we are targeting our poorest Filipino families
03:16to increase their livelihood.
03:20Sir, can you tell us about what happened yesterday
03:24during the International Day for the Eradication of Poverty?
03:28And you mentioned earlier the commemorative sites
03:33that are similar to what they did in other countries.
03:37What did you do here in the 7 commemoration sites in the country?
03:43Yesterday, we had a simultaneous observance and commemoration
03:49of the 7 sites here in our country.
03:52Of course, the main one is here in Risal Park, Luneta.
03:57The first one we built was a replica of a stone from Paris.
04:00This one is in Davao City, Esperanza, Agusan, Del Sur.
04:07There is one in Antique, Barotakbeo, Iloilo,
04:13Buenavista, and Quezon.
04:17So those are the commemorative sites
04:20that we built yesterday and simultaneously.
04:23We also have different agencies of our government here.
04:29There are many who attended us, including Ombudsman,
04:33PSA, NEDA, DSWD, DSUD, PCUP, DepEd,
04:43Department of Agriculture, DNR, and many other agencies of the government
04:47that helped us.
04:48And of course, all the local governments and basic sectors
04:52that are part of the National Anti-Poverty Commission.
04:56They provided information about their programs.
05:01Others provided various services to our residents
05:05in those various sites.
05:09So now, Secretary, what other steps and initiatives
05:14were implemented by NAPC to address poverty in the country?
05:18And what is the impact of this event on the lives of Filipinos?
05:24As we mentioned yesterday,
05:29this is what I mentioned in our last program,
05:33the immediate rollout of the National Poverty Reduction Plan
05:37into Local Poverty Reduction Action Plan
05:40with all local government units nationwide.
05:43This is our commitment and we are working with the DILG
05:49to immediately formulate and implement the LGU
05:55respective Local Poverty Reduction Action Plan.
05:57Again, we believe that through the local poverty efforts,
06:02this will harmonize and converge programs to priority communities
06:08which we identified, including the Mangisda.
06:13And now, we are here in San Joaquin, Iloilo
06:17for their celebration of Peacer Pork Day
06:21and of course, with the farmers.
06:24We are also targeting geographically isolated and disadvantaged areas,
06:29informal settlers, vulnerable communities
06:35in indigenous peoples' communities.
06:39These are the priorities we are targeting
06:42and this will continue until 2028.
06:48Sir, how can we say that our programs and initiatives
06:55in raising awareness about poverty in our country have been successful?
07:00What are the measures?
07:03First, of course, we are looking at the impact of this
07:08on the overall poverty reduction in our country.
07:11Our agencies have their own established monitoring tools
07:16in their program implementations.
07:19The ultimate goal of this is what the Philippine Statistics Authority is doing
07:23if the poverty in our country is decreasing.
07:28The PSA is part of the National Anti-Poverty Commission
07:35and we believe that they are doing a good job
07:39especially now that the PSA has a mandate in our government
07:43to end the community-based monitoring system
07:46and that will tell us where the poor are,
07:50who are the poor, what are their needs
07:54and what are the immediate and long-term solutions
07:57to the poverty alleviation program of our country.
08:00So these are the things that we are working on together.
08:05Okay. What is your reaction to the news that the hunger rate in our country has increased?
08:18Again, this is a self-rated survey that we are doing
08:24and we know that self-rated is the feeling of those people
08:31and this will serve as a challenge for us to improve our programs.
08:37As a monitor of the programs of our government,
08:43we discuss this in regular meetings of the government sector,
08:48regular meetings of the basic sector, NAPC.
08:52But if there are situations like this,
08:54this is a challenge to all of our governments
09:00and a challenge to our countrymen
09:03to improve our programs.
09:09Okay. For our countrymen,
09:11how can individuals help with the poverty eradication
09:17in their own communities?
09:21As President Ferdinand Bongbong Marcos said,
09:26the poverty reduction program is a whole of government,
09:29whole of nation, and whole of society approach.
09:32So for the national government agencies,
09:34our programs should be implemented properly.
09:38Local government units should continue to help down to barangay level.
09:44And for our basic sector and communities,
09:49they can also help in an individual capacity.
09:54They can help their neighbors,
09:56help their relatives who are in a situation of poverty and hunger,
10:02and they can help each other.
10:05The same goes for the private sector, the development partners.
10:08And I think this is all connected.
10:12There are mechanisms where these stakeholders talk to each other.
10:16The private sector talks to the LGUs,
10:19the LGUs talks to the communities,
10:22the national government agencies talks to the LGUs and communities.
10:26So these are the mechanisms that we are working on
10:29for the coordination and implementation of our government's programs.
10:36Lastly, Mr. Secretary,
10:38a message to our countrymen from NAPCI,
10:42not only about our commemoration this week,
10:46but also about our efforts to eradicate extreme poverty in the country.
10:53Again, thank you very much.
10:55We are happy that we had the opportunity to send a message to our countrymen.
11:01You should know that the National Anti-Poverty Commission
11:05and all the agencies of our government
11:08are working on our commitment to reduce poverty in our country.
11:13We are a non-profit organization that connects with all stakeholders,
11:17the private sector, and the international community
11:20so that we can focus our available resources to the communities in need.
11:27We expect the participation and expansion of all sectors in our society.
