00:00The European Council reaffirms the great value that the European Union attaches to its
00:29strategic partnership with Morocco and the need to preserve and strengthen it.
00:35The Secretary-General of the United Nations recommends to the Security Council to extend
00:44for a year the mandate of the Ministry of the Interior to make public its annual report
00:49on the Moroccan Sahara.
00:50We talk about it in a moment.
00:51And in this newspaper also, Joe Biden arrived Thursday evening in Berlin for his last official
01:03visit to Germany, centred on the consequences of the conflict in the Middle East after the
01:08death of Hamas leader Yahya Sinek.
01:14The European Council, which brings together the heads of state and government of the 27
01:20member states of the European Union, reaffirmed on Friday at a summit in Brussels the great
01:26value that the European Union attaches to its strategic partnership with Morocco.
01:30The European Council has also reiterated the need to preserve and continue to strengthen
01:35close relations with the Kingdom in all areas of partnership between Morocco and the EU.
01:41This is the third time since the decision of the Court of Justice of the European Union.
01:46Two weeks ago, the European Union reaffirmed its commitment to the highest level.
01:52Indeed, the President of the European Commission, Ursula von der Leyen, and the High Representative
01:58of the EU, Joseph Borrell, reaffirmed in a joint statement the commitment of the European
02:03Bloc in favour of further preservation and strengthening of close relations with Morocco
02:08in all areas.
02:09This commitment was reiterated this week by the head of diplomacy of the European Union,
02:14who presided over the Council of Foreign Affairs of the European Union.
02:22The Secretary-General of the United Nations, António Guterres, made public on Thursday
02:27his annual report on the Moroccan Sahara, a report in which he recommends to the Security Council
02:34to extend the mandate of the UNRWA for a year until October 31, 2025, as in previous years.
02:42This report also examines the question of human rights, highlighting the assistance
02:47to the people kidnapped in the camps of Tindouf, as well as the protection of human rights
02:53in the Moroccan Sahara.
02:59In Morocco, the American cities of Arlington and Columbus respectively signed a twin agreement
03:06with the municipalities of Laayoune and Dakhla, the mayors of these two American cities
03:11who, during their visit to the kingdom, fell under the charm of the provinces of the south of the island.
03:18The mayors of the United States salute the dynamic of development under His Majesty the King Mohammed VI.
03:24The President of the Conference of Mayors of the United States, Andrew Ginter, expressed his admiration
03:29for the vision and wisdom of His Majesty the King Mohammed VI in terms of urban development,
03:34in particular in the cities of the Moroccan Sahara.
03:37The delegation of American mayors visiting Morocco was marked by the signing of a twin agreement
03:42between the American cities of Arlington and Columbus, with Laayoune and Dakhla respectively.
03:47This visit is a privileged opportunity to observe on the ground the urban transformations
03:52and development projects that are taking place throughout the kingdom.
03:57I would like to express my joy to visit the city of Dakhla for the first time
04:01and to get to know the Moroccan people in person in order to forge very important relations.
04:05I would also like to salute the clear vision of His Majesty the King Mohammed VI
04:09in favor of the development of the provinces of the south of the kingdom.
04:12This agreement opens promising perspectives, beneficial for the population of Dakhla and Columbus
04:17through the sharing of good practices in several areas, including culture and sustainable development.
04:23The relationship is a very old-season relationship.
04:30We have always loved Morocco.
04:33I have been there several times and I have the impression that the Moroccan people
04:38also love the United States.
04:40We have so much to learn from our respective cultures
04:43and we can exchange knowledge, industries, technologies and cultural differences.
04:48All this makes us richer in life and not only in terms of money.
04:53Cultural differences, it all makes us richer, richer in life, not just richer in money.
05:02This is the second ratification of such an agreement between the kingdom and the United States.
05:14This partnership is very important for the city of Laayoune and our southern provinces.
05:18Also, these agreements are the extension of the American recognition of the Moroccan identity
05:23of our southern provinces and of our territorial integrity.
05:26This shows that the United States continues to consider the Moroccan plan of autonomy
05:30as the only serious, credible and realistic plan.
05:34Moroccan sovereignty and self-government is the only solution.
05:39The visit of the American delegation illustrates the vitality of the cooperation
05:45between Washington and Rabat, carried out by concrete development projects
05:49in the cities and by a common desire to strengthen economic and social ties.
05:53These acts of twinning also reflect the particular interest
05:56that cities give to cultural exchange, socio-economic development,
06:00the improvement of environmental governance, education
06:04and the strengthening of the capacities of rising generations.
06:09In international news, Joe Biden arrived in Berlin on Thursday night
06:14for his last official visit to Germany,
06:17focused on the consequences of the conflict in the Proshorion
06:20after the death of Hamas leader, announced by Israel.
06:24Yesterday evening, the death of Hamas leader Yahya Sinwar,
06:27killed during a military operation in the Gaza Strip,
06:30marks a turning point in the war between Israel and the Palestinian movement in Hamas.
06:34US Secretary of State Antony Blinken will soon return to Israel.
06:38He added that he hoped to stop the fire in Gaza.
06:42As soon as this war ends and the hostages of Hamas in Gaza are brought back to their homes,
06:47he said, the death of Yahya Sinwar represents an opportunity
06:50that we must seize together to bring a brighter day
06:54to the population of Gaza, Israel and the entire region,
06:57said the National Security Advisor of the White House, Jack Sullivan.
07:03In international news, the Lebanese Hezbollah movement
07:07announced Thursday night that it was moving at a higher speed
07:11in its war with Israel,
07:13saying that it had used precision-guided missiles
07:17to target soldiers.
07:19In a statement, the Hezbollah movement announced
07:22that it was moving at a higher speed in its confrontation with Israel,
07:26adding that precision-guided missiles
07:30were being used for the first time.
07:40Direction the United States, where the electoral campaign is in full swing.
07:55Donald Trump and Kamala Harris are moving their duel this Friday in Michigan,
07:59one of the most disputed states in a fierce race for the White House,
08:04marked by fierce debates around American support for Israel.
08:09A large number of American Arabs reside in this northern state
08:13of the Canadian border country.
08:15These voters traditionally tend to support the Democrat candidate
08:21in the presidential election,
08:23but are very critical this year of the Biden administration,
08:26in which the Democrat candidate is part of the war in Gaza and Lebanon.
08:32If she did not openly break with Joe Biden's line,
08:35which gave Israel almost unconditional support,
08:38Kamala Harris is well aware that this line could cost her votes
08:42in an ultra-tight election,
08:44where every bullet counts.
08:47The 59-year-old candidate estimated that the death of Hamas leader
08:51Syria Sinwar, announced yesterday by Israel,
08:54would end the war in Gaza without a rival.
08:58At the election on November 5,
09:00former President Donald Trump has not yet responded
09:04to the death of Hamas leader.
09:10As the election approaches,
09:12on November 5, Joe Biden's administration and Kamala Harris
09:15announced new student loan cancellations
09:20for officials.
09:22This allegation concerns some 60,000 teachers,
09:27nurses and nurses,
09:30social workers, military, emergency workers,
09:32or even firefighters,
09:34for a total amount of 4.5 billion dollars.
09:39The White House program allows
09:41to cancel the remaining student loan
09:44for officials who have paid 120 monthly payments,
09:48that is, 10 years of compensation.
10:05We go to Senegal,
10:06where the National Council for Regulation of Audiovisual
10:09has met.
10:10The political actors in the lists
10:12are validated for the anticipated legislations
10:15of November 17, 2024.
10:17The objective of this meeting
10:19was to set the tone of daily antennas
10:22on national television, RTS.
10:26This is a report by Abdulbari and Cherndaou.
10:31After the anticipated legislative elections
10:34of November 17,
10:36the National Council for Regulation of Audiovisual
10:39has organized a meeting
10:41with political parties and coalitions
10:44to determine the time of antennas
10:46reserved for each on the national RTS channel.
10:49During this meeting,
10:51Senegal also proceeded to draw lots
10:54to establish the order of passage
10:56to the election campaign-related issues.
11:00We held in relatively short delays
11:04all that was planned for the program,
11:07namely to examine the proposals
11:10that were made in relation
11:12to the coverage of the election campaign,
11:15for the propaganda of the engaged lists,
11:18of the 41 lists,
11:20and also in relation
11:22to the raised concerns
11:24about the technical constraints
11:27to which the RTS is confronted.
11:30The political parties of the presidential movement
11:33and the opposition
11:35as well as the independent entities
11:37have responded massively
11:39in greeting the organization of this meeting.
11:42We greet and congratulate
11:45the clarity and transparency
11:48of the National Council for Regulation of Audiovisual
11:51and the Senegalese RTS.
11:54They have shown us in detail
11:57all the provisions and modalities
12:00that have been taken
12:02in order to follow this election campaign
12:05and to give the right to information
12:08to all citizens, to all voters.
12:11The meeting went very well.
12:13A lot of consensus has been established
12:17and consolidated,
12:19especially in relation to the delay
12:21because previously we had set
12:23two minutes per coalition
12:25and we agreed on three minutes
12:27because there are 41 lists.
12:29So at this point
12:31it was really something to celebrate.
12:34Secondly,
12:36for the coverage,
12:38the RTS and the CNRA
12:40have agreed
12:42to give each candidate
12:45in terms of the 100-year list
12:48a technical team
12:50that will accompany them
12:52during the 21 days.
12:54As a reminder,
12:56the election campaign will open
12:58and close on Friday, November 15, 2024
13:01at midnight.
13:03We now turn to the guest
13:05of the major media newspaper,
13:07Morning.
13:09The violence against women and girls
13:11is one of the most widespread
13:13human rights violations in the world
13:15and raises public opinion
13:17on the effectiveness
13:19of women's fundamental rights.
13:21The head of state and the African government
13:23joins their efforts
13:25to eradicate any form of discrimination
13:27against women,
13:29particularly sexual violence
13:31during periods of conflict
13:33and humanitarian disasters.
13:35African leaders support
13:37positive masculinity
13:39which constitutes
13:41one of the essential levers
13:43to achieve the Sustainable Development Goals
13:45of the African Union's
13:47Agenda 2063.
13:49To talk about this,
13:51we are live with
13:53Madam Ilwad Elmi,
13:56Head of Women, Gender and Youth
13:58Division
14:00at the African Union Commission.
14:02Hello and thank you
14:04for accepting
14:06our invitation.
14:14Hello, thank you very much
14:16for having me.
14:18African leaders
14:20are committed to adopting
14:22an African Union Convention
14:24which will serve as a legal framework
14:26to end violence
14:28against women and girls
14:30in Africa.
14:32How did the idea
14:34of this project come about?
14:48Madam Ilwad,
14:50can you hear me?
14:52Yes, I can hear you.
14:54Your question arrived
14:56a little later,
14:58but I think I understood it very well.
15:00The idea of this initiative
15:02which will now result
15:04in the adoption of a convention
15:06to eliminate
15:08violence against women
15:10and girls in Africa,
15:12the first convention of this type,
15:14was born from a first call
15:16by African women
15:18leaders,
15:20who met
15:22in a network
15:24called
15:26African Women Leaders Network
15:28in Ouline,
15:30led by
15:32the former
15:34president of Liberia,
15:36Her Excellency Ellen Johnson Sirleaf.
15:38This call
15:40came about
15:42during the renaissance
15:44of violence against women
15:46and girls
15:48during the COVID-19 pandemic
15:50in 2019 and 2020.
15:52Very well.
15:54What does
15:56this convention project consist of?
16:00The idea
16:02of this initiative,
16:04as you mentioned,
16:06is to talk about
16:08positive masculinity.
16:10It's a totally new term
16:12in Africa.
16:14We would like
16:16to focus
16:18on violence
16:20against women and girls
16:22because most of the time
16:24violence results
16:26from
16:28men and boys.
16:30The idea is to support
16:32men and boys
16:34in their awareness
16:36of violence against women
16:38and girls.
16:40It's a project
16:42at the highest level.
16:44Yes, can you hear me?
16:46Yes, I can hear you.
16:48What are
16:50the challenges
16:52that can prevent the implementation
16:54of this convention?
17:02The first challenges,
17:04and this is an excellent question,
17:06what we noticed during the COVID-19 pandemic
17:08is that unfortunately
17:10the instruments that existed,
17:12such as the Maputo Protocol
17:14for the Rights of Women and Girls,
17:16as well as the Convention
17:18for the Elimination
17:20of Discrimination
17:22against Women and Girls
17:24in the United Nations,
17:26unfortunately failed
17:28to protect women.
17:30So the challenge
17:32that we have today
17:34and what we ask
17:36the African Union,
17:38the heads of state
17:40and governments,
17:42is to have a text
17:44that will allow
17:46a real implementation
17:48of the obligations
17:50that will be entrusted
17:52to the heads of state
17:54and governments
17:56once the ratification
17:58of the adopted convention
18:00is adopted.
18:02What are the actors
18:04that will have to ensure
18:06the implementation
18:08of this convention?
18:10We will need
18:12a lot of awareness
18:14so that the text
18:16of the convention
18:18is known.
18:20What prevents
18:22the implementation
18:24is that regional
18:26and international treaties
18:28are not known
18:30to African citizens.
18:32So today,
18:34we at the African Union
18:36will continue
18:38to work with civil society,
18:40with representatives
18:42of member states
18:44as well as the media
18:46to raise awareness
18:48about this issue
18:50and above all
18:52to raise awareness
18:54about the existence
18:56of these international
18:58and regional treaties
19:00that are unfortunately
19:02not known to the general public.
19:04The support
19:06of the concept
19:08of positive masculinity.
19:12It is an excellent question.
19:14What I said at the beginning
19:16is that this initiative
19:18is a high-level initiative
19:20at the presidential level.
19:22It is an initiative that calls
19:24heads of state
19:26and governments
19:28to take the issue
19:30into their own hands
19:32and put it on their agenda.
19:34At the level of the African Union
19:36we now have champions
19:38who will work
19:40on everything
19:42related to women's autonomy,
19:44gender equality
19:46and equality between men and women.
19:48We already have a first champion
19:50on gender,
19:52His Excellency,
19:54Mr Nana Akufo-Do
19:56from Ghana.
19:58Today we have a champion
20:00who is the current president
20:02of the Democratic Republic
20:04of Congo,
20:06His Excellency, Shiseke Di.
20:08Today, what we have and what we hope
20:10is that this issue of positive masculinity
20:12thanks to the fact that
20:14each year now,
20:16at the Assembly of Heads of State
20:18and Governments, at the African Union Commission
20:20which is held in February each year,
20:22we have a report
20:24on the implementation
20:26of this positive masculinity initiative
20:28to fight against
20:30violence against women and girls
20:32which is really a scourge in our continent.
20:34The success
20:36of this project requires
20:38support,
20:40essentially
20:42financial support.
20:44What do you think?
20:52Indeed, and that's what we're doing.
20:54I was telling you about the protocol
20:56of Maputo for Women's Rights.
20:58We support
21:00civil society,
21:02we support Member States
21:04towards implementation.
21:06What we do is
21:08missions
21:10of awareness
21:12for the implementation
21:14of the obligations that affect
21:16the State that has signed
21:18and ratified
21:20the regional instrument.
21:22And that's what we'll put in place
21:24so that the Convention
21:26for the Elimination
21:28of Violence against Women
21:30and Girls will be implemented.
21:32There will be financial
21:34and technical support measures.
21:38How can this Convention
21:40be given
21:42an obligatory character
21:44and become a binding
21:46Convention for all
21:48signatory States?
21:50Once signed,
21:52once ratified
21:54by a Member State,
21:56all provisions
21:58of the Convention
22:00will be binding.
22:02Insofar as,
22:04during the ratification
22:06of this Convention,
22:08the Member State will be forced
22:10to implement and domesticate.
22:12Domesticate means
22:14to make sure that the legislation
22:16that exists in the country,
22:18the action plans,
22:20everything that will be put in place
22:22by the Member State,
22:24is in accordance
22:26with the obligations
22:28and provisions of the Convention.
22:30There will be a second step,
22:32which is the implementation.
22:34This implementation will also
22:36be an obligation
22:38by the State
22:40that has ratified the Convention.
22:42There will be,
22:44what we will call
22:46the reports that will be written
22:48by each of the States
22:50to give us an overview
22:52of how the Convention
22:54will be implemented.
22:56The Convention will be
22:58completely binding
23:00and will have to be implemented
23:02by the Member State once ratified.
23:05Iload Elmi Mohamed,
23:07thank you
23:09for answering our questions.
23:11Thank you for this clarification.
23:13I remind you that you are
23:15invited to the Commission
23:17of the African Union.
23:29This concludes
23:31this edition.
23:33Thank you for following it.
23:35Have a good rest of the programme.
23:45www.ilo.org
