00:16Information is on-going on Mediain TV Africa.
00:19Thank you for joining us for this round of news.
00:22His Majesty, the King Mohammed VI, presided over the Royal Palace Rabat,
00:26a council of ministers devoted to the examination of the general guidelines of the finance bill for the year 2025.
00:33Details in a few moments.
00:38The 4th Commission of the UN General Assembly reiterates its support for the Odyssean political process on the Moroccan Sahara.
00:44The adopted document invites all parties to cooperate with the UN Secretary General.
00:49Yesterday, the 24th edition of the Tanger Film Festival was held under the patronage of His Majesty, the King Mohammed VI.
01:00This festival is scheduled until October 26.
01:03We meet again right away for the development.
01:09Welcome ladies and gentlemen.
01:11His Majesty, the King Mohammed VI, presided over the Royal Palace Rabat yesterday,
01:15a council of ministers devoted to the examination of the general guidelines of the finance bill for the year 2025.
01:23This council has also been dedicated to the approval of projects of relative decree in the military field,
01:29as well as several international agreements and a series of nominations,
01:34whose higher functions indicate a statement from the Speaker of the Royal Palace.
01:39The Sovereign also appointed to the central and territorial administration of the Wallis
01:43and Governor and a number of ambassadors of the Sovereign with several brother countries.
01:51His Majesty, the King Mohammed VI, also received at the Royal Palace Rabat Shaki Ben Moussa,
01:57which the Sovereign appointed to the commissioner of the plan.
02:00The Sovereign also received Ahmed Larlami Alami, former high commissioner of the plan,
02:06which His Majesty, the King Mohammed VI, decorated with the large cordon of the Hussam al-Arsh.
02:23The budget bill for the year 2024 is articulated around four priorities,
02:29each sitting like a lever to consolidate social cohesion,
02:34to immunize economic sovereignty and to reunite the necessary conditions for the prosperity of future generations.
02:41Let's listen to this speech of Abdelhatif Komat,
02:43dean of the Faculty of Legal, Economic and Social Sciences of Casablanca,
02:48which focuses on the general orientations of the financial law projects for the year 2025.
02:54In fact, this royal activity is an activity that is part of the traditions
03:01as they are consigned to the Constitution.
03:04It is, of course, the adoption of the financial law project at the level of the Council of Ministers,
03:09presided by His Majesty, before it is submitted for study at the level of the Parliament.
03:14So, of course, this Council of Ministers is essentially oriented to the study of the financial law project,
03:21which has a certain number of priorities,
03:24which are part of the continuity of projects such as those initiated by the government on the horizon of 2026.
03:31The priorities, of course, are the completion of the stages consigned to the implementation of the social state.
03:39So, you know that this is a scaled-up program and has gone until 2026.
03:46So, of course, there is also the whole economic dimension,
03:51which must know a more important momentum this year with a growth rate of 4.6%,
03:58but which is linked to a number of hypotheses,
04:02the main of which is that we are in a normal agricultural year,
04:07that is, with about 70 million cantos,
04:11knowing that in the last two years we had 55 million cantos and this year 31 million cantos.
04:18So, if in fact we manage to have this forecast of less than 70 million cantos,
04:23the agricultural value will increase by 11%,
04:26knowing that the other components of our economy, namely the secondary sector,
04:31the tertiary sector, know a dynamic between 3 and 4%,
04:36and so we will be able to reach the expected rate of 4.6%.
04:40So, of course, there is investment that must continue to increase,
04:45whether it is a national investment or a foreign direct investment,
04:50in particular thanks to the activation of the provisions of the investment chart.
04:55And then, of course, there is the objective of maintaining macroeconomic balances.
05:00Morocco today advances on this plan.
05:02It finds, I would say, these balances, in particular the inflation rate at 2%,
05:07the reduction of the difficulty of the commercial balance and the balance of payments.
05:12And so, overall, the economic indicators should be good indicators
05:17and would be the sign of an economic recovery in the perspective of reaching the growth rate between 4 and 6%,
05:25as is planned for the new development model.
05:29For the first time, the UN Secretary-General has highlighted in his annual report on the Moroccan Sahara
05:36the royal vision for the Atlantic coast to become a gateway for trade and economic integration
05:43with Africa and America, facilitating the access of countries in the Sahel region to the Atlantic.
05:49Referring to His Majesty's speech,
05:52Laura Mamet Dessis,
05:53on the occasion of the 48th anniversary of the Green March in November 2023,
05:58Antonio Guterres informed the members of the Security Council of the Morocco Initiative,
06:04aimed at strengthening the role of the Moroccan Sahara as a regional economic hub,
06:10facilitating exchanges between sub-Saharan Africa and the rest of the world.
06:18The 4th Commission of the UN General Assembly
06:21reiterates its support for the UN political process on the Moroccan Sahara.
06:27The resolution commission therefore calls on all parties to cooperate fully
06:31with the UN Secretary-General for a political solution to these different regional issues
06:38on the basis of the resolutions adopted by the Security Council since 2007.
06:43The document adopted, I say, bears the efforts deployed in this direction
06:48and invites all parties to cooperate fully with Antonio Guterres
06:52to achieve a mutually acceptable political solution.
06:56Diplomacy in Algeria suffers from schizophrenic pathologies.
07:05These are the words of Omar Hidal.
07:07During a session of the 4th Commission of the UN General Assembly,
07:12the Moroccan ambassador to the United Nations
07:15was subjected to the Algerian ambassador, Ammar Benjama,
07:18for his repeated fixation on the question of the Moroccan Sahara.
07:23The Moroccan ambassador denounced the double discourse of Algeria,
07:27which claims to be neutral but gives lessons and calls on our Commission
07:32without ever addressing the Security Council, said Omar Hidal.
07:41Reunited in Brussels, the European Council reaffirmed on Friday
07:46the great value that the European Union attaches to its strategic partnership with Morocco,
07:52the Council also reiterated the need to preserve and continue to strengthen
07:58close relations with the Kingdom in all areas of the Moroccan-EU partnership.
08:04This is the third time since the decision of the European Court of Justice two weeks ago
08:09that the EU reaffirms this attachment at the highest level,
08:12notably with the President of the European Commission, Ursula von der Leyen,
08:17and the High Representative of the EU, Josep Borrell,
08:20who reaffirmed in a joint statement the commitment of the European bloc
08:25to strengthen close relations with Morocco in all areas.
08:33Since the decision of the European Court of Justice on the fishing agreements two weeks ago,
08:38the EU has reaffirmed several times the attachment of cooperation with Morocco.
08:45How to analyse this commitment?
08:47Renew, reformulate at the highest level in favour of Morocco?
08:51Answer with Christophe Boutin, Professor of Public Law at the University of Caen.
08:56This proves that there is a tension, not to say a certain disagreement,
09:01between the appreciation that is made by the Commission and the Council on the one hand,
09:07and the appreciation that is made by the European judge on the other hand,
09:11of the way in which the agreements signed by the EU can concern the Moroccan Sahara.
09:19The Commission and the Council considered that the agreements they had signed
09:26had obtained the consent of the population concerned,
09:31and above all, in line with what had been previously judged by the English Court,
09:38with somewhat similar agreements, that these agreements benefited the populations concerned.
09:44On the point that there is a disagreement with the approach made by the European judge,
09:50the European judge considered that if there were indeed populations concerned,
09:57it did not mean that the people concerned had been clearly taken into account.
10:03In a decision, moreover, it must be said, quite ambiguous,
10:07since at the same time the European judge asks that the agreement, the consent of the people concerned, exists,
10:14while saying at the same time that this agreement may not be explicit, but implicit.
10:20We see the difficulties.
10:22Finally, the European judge chose to respond with caution,
10:27leaving the agreements subsisted for another year,
10:31which leaves time for the EU and Morocco to find other solutions.
10:36Solutions whose EU, you are right to say,
10:39has reaffirmed by the voice of the President of the Commission, Ursula von der Leyen,
10:45by the voice of her representative for foreign policy,
10:48and now even more strikingly, by the voice of the European Council,
10:53therefore heads of state and government.
10:57This cooperation with Morocco must not only be reaffirmed,
11:01but must even progress, if we judge by the texts that have been given.
11:06Christophe Boutin, professor of public law at the University of Caen,
11:10points out the pressure exerted by Algeria in the decision-making against Morocco's interests.
11:16According to him, the cooperation of the EU with Morocco is useful and essential.
11:22The fact that the European Council is here to insist on the idea
11:26that it was necessary not to continue the agreements, but to progress,
11:29can also be seen as a certain response to a somewhat curious pressure,
11:33that of Algeria, which has just brought some ambassadors
11:39before its Ministry of Foreign Affairs,
11:43who are in a way ambassadors of the European states,
11:46to ask them whether or not they intend to apply the decision of justice of the European Court.
11:52Of course, the answer is yes, the European states will apply the decision of the ECJ-UE.
12:00It is a bit surprising to see here this Algerian pressure,
12:03and I believe that there is perhaps also a confusion
12:06and a part of the response of heads of state and government,
12:11because I recall that it is they who sit in the European Council,
12:15heads of state and government,
12:17who recall that not only is cooperation with Morocco
12:21a useful cooperation in many areas,
12:24essential, and that they wish more than ever to see it progress today.
12:30The Secretary-General of the International Maritime Organization
12:33is visiting Morocco to work.
12:35Arsenio Dominguez met with the Moroccan Minister of Foreign Affairs.
12:40During this interview,
12:42Nasser Bourita presented the maritime vision of the Oriented Kingdom
12:46by the very high vision of His Majesty King Mohammed VI,
12:50who supports Morocco's efforts as a first-rate maritime nation
12:54in favor of a South-South cooperation,
12:56solidary, pragmatic and towards the future.
12:59Let's listen to Arsenio Dominguez,
13:01who wanted to salute the preponderant role of the Kingdom in the organization.
13:07It's an absolute pleasure to have the opportunity to visit Morocco.
13:11It's a great pleasure to visit the Kingdom of Morocco.
13:14I sincerely want to thank the Minister of Foreign Affairs
13:17for the very stimulating conversation we just had.
13:27A meeting that allowed us to highlight the Kingdom's avant-garde role
13:31in the International Maritime Organization.
13:34Not only as an active member in the search for excellence,
13:37the Kingdom also works to strengthen the capacity of the organization,
13:41especially in the context of South-South cooperation.
13:53I also want to salute here the enlightened vision of His Majesty
13:56to promote the maritime field in the Kingdom.
13:59I also want to mention the efforts made by His Majesty King Mohammed VI
14:03in the field of education at the national and continental level.
14:10We are eager to continue our partnership with Morocco
14:13to further strengthen our ties,
14:15and I am delighted to visit this beautiful country, Morocco.
14:21In the Middle East, Ramas said that the hostages held in the Gaza Strip
14:25would not be released until Israel put an end to its offensive.
14:31Ramas confirmed the death of his chief, Anwar Sidwar.
14:34The Palestinian movement said that it would strengthen the movement
14:38and that the hostages held in the Palestinian territory
14:42would not be released before the end of the Gaza Strip.
14:47The army said that the fight would continue until the liberation of Palestine.
14:53On an official visit to Germany,
14:55Joe Biden sees in the elimination of Ramas' leaders
14:58the opportunity for a path to peace in the Middle East
15:02and a better future in Gaza without Ramas.
15:05With this death, the prospect of a ceasefire in Gaza opens up
15:09and that of an agreement on the liberation of the hostages
15:12announced by German Chancellor Olaf Scholz.
15:15For his part, US Secretary of State Antony Blinken
15:19announced that he would soon go to Tel Aviv,
15:23adding that he hoped to achieve a ceasefire in Gaza.
15:30The civil defense of the Gaza Strip announced on Friday night
15:34the death of 33 people in an Israeli strike
15:38on the refugee camp of Jabalia
15:41in the north of the small Palestinian territory at war.
15:45The number of victims rose to 33
15:48and dozens of injured,
15:50said Mahmoud Bassal, spokesman for the Ramas-dependent organization,
15:55after a medical source at the Al-Aouda hospital
15:58indicated that its establishment had received 22 dead and 70 injured
16:03following the strike that hit the Tal Az-Zatar area
16:08of the Palestinian refugee camp.
16:12While the Ivory Coast is preparing for the presidential election in 2025,
16:18the electoral list becomes a central issue.
16:21Political parties, citizens and institutions
16:24are all focused on the registration of voters,
16:27a crucial step to guarantee a transparent and inclusive election.
16:31Explanations with Mel Berchel and Herman Doggo.
16:36In the absence of a presidential election in the Ivory Coast,
16:39it is time to mobilize within the political chapels.
16:42The mobilization of the militants to register on the electoral lists
16:46is currently dominated by the agenda of the political parties in the country.
16:50The institution in charge of organizing the elections, the CEI,
16:53fixes the revision of the electoral list from October 19 to November 10.
16:59The one who comes to present his product, which is the political party,
17:02which is his program, and then the one who comes to buy it,
17:05which is the people, who gives him his suffrage.
17:08There is no place for violence.
17:11So it is in the interest of the political parties
17:14to sensitize the population to this effect.
17:17So we meet the political parties to remind them of their role.
17:22The state institution has reaffirmed its commitment
17:25to respect legal provisions and to guarantee the credibility of the controls.
17:29But the fears of the opposition persist.
17:32Meanwhile, the party in power, the RHDP, continues to mobilize its troops.
17:37During the fourth session of the tribune appointed,
17:40the meeting of the RHDP dedicated to the revision of the electoral list,
17:44the main spokesman of the party reacted to the accusations of the opposition.
17:50We must first exhaust the 23 days that have been granted to us.
17:55And we are all on the ground.
17:58It is all the political parties that go on the ground.
18:02There is no party that is privileged.
18:05The 23 days, we did not say that we would do 10 days for the opposition
18:10and 23 days for the RHDP.
18:12It's 23 days for everyone.
18:14So we have to go and sensitize the people to make us roll.
18:19So the problem of time or timing or delay, it does not arise.
18:25Even if we say it must be done in 10 days,
18:28those who have not registered in 10 days, they will not take part in the vote.
18:33As the presidential election of 2025 is approaching,
18:36the battle for the revision of the electoral list is intensifying.
18:39Between the doubts of the opposition and the efforts of the CEI and the RHDP
18:43to reassure voters, the issue is to guarantee a balanced and transparent electoral process.

21:36avec bien évidemment une enveloppe de plus d'un million et demi de dirhams
21:42qui sera distribuée dans toutes les catégories.
