00:00Good Thursday afternoon, I'm Queen Zalphardelia to bring you PTV News Now and tops in our
00:10stories at the hour.
00:12Under the cover of darkness and half past midnight earlier today, severe tropical storm
00:17Christine finally touches down on terra firma in northeastern Luzon in the province of Isabela.
00:26Strangely, unfortunately enough, the winds she packed of 95 km per hour speed substantially
00:32weakened when she slammed into the high Sierras of the Sierra Madre mountain range.
00:37Likewise, the anticipated massive rainfall was much, much less, hence so little sightings
00:43of waves deep or evenly high flooding in the province and therefore way lower number of
00:49evacuations.
00:50Then again, Isabela's disaster response teams were so well prepared in advance for
00:55a much, much worse impact but gladly took what Christine gave them.
01:01PDRRMO Officer-Attorney Constante Ferrando Jr. in a TV interview at noon today cited
01:06the Sierra Madre mountain range in defending Christine's deadly winds and rainfall and
01:12bewailed the mass floodings in the province of Camarines Sur and Albay.
01:16Likewise, he hinted of the provincial government of Isabela mulling to help or send unutilized
01:22relief items or disaster response tools and equipment to the Camarines Sur and Albay
01:28to aid in mitigating Christine damage in the two provinces.
01:34The Paul Barriere call Malek is clear on both vying and vows to hold candidates or their
01:40supporters into account if they are caught.
01:43In the US, the Department of Justice just sent Elon Musk, the world's richest man and
01:49avid Donald Trump supporter, for the November 2024 presidential elections a letter warning
01:55him his latest gimmick on the stump for Donald Trump could likely be in violation of federal
02:01election laws.
02:03Over the weekend, Elon Musk could spend the last few weeks in Pennsylvania campaigning
02:08for Trump, kick off his super PACs gimmick to register more voters for November 5 polls
02:15With an offer they could not refuse, a chance at winning a million dollars.
02:20And true to his word, Musk handed out two $1 million checks to two lucky winners in
02:26Pennsylvania over the weekend.
02:29And Musk says he will hand out more checks equal to the remaining days before voting
02:34day on November 5.
02:36In South Africa and nearby countries in the region, getting much-needed anti-venom to
02:43treat lethal snakebites are a challenge.
02:46Hence a move by scientists to lower prices in producing, distributing, or buying anti-venom
02:52as VOA Kate Marlett reports from Johannesburg.
02:56It's summer in Southern Africa.
03:00That means snakebite season.
03:02Saka Von Veeck from the African Snakebite Institute conducts trainings like this one
03:07on how to handle venomous snakes like these cobras.
03:11They get more active.
03:12They start moving around.
03:13And we do see an increased number of bites as it starts warming up.
03:19In Southern Africa, it's hard to find trustworthy statistics on the number of bites and deaths
03:23annually due to a lack of reporting.
03:26One of the things about rural communities, particularly people who can't afford modern
03:30medical care, is that their first port of call is not the doctor's surgery, but the
03:36traditional healer.
03:38And so those cases never get collected by health statisticians anyway.
03:44Even if people don't die, snakebites can leave them with permanent disabilities because they
03:49cause tissue damage.
03:50Either they lose a lot of function in the limbs, for instance legs, they can't walk,
03:55they lose a lot of muscle tissue in their arms, they can't farm or they can't work,
04:00they can't provide for their families.
04:01But even when people do manage to get from the rural areas to a hospital in time, there
04:06are challenges.
04:08Snakebite venom can cost thousands of dollars.
04:11Sometimes there are shortages because of low levels of production.
04:15It's been made the same way for over a century.
04:18Horses are injected with small amounts of venom.
04:21Then their blood plasma, which has produced immunity, is made into an anti-venom product
04:26that is injected into snakebite victims.
04:29But there are dangers that come with it, including allergic reactions and possible anaphylactic
04:34shock.
04:35Everybody has to be standing by with accessory medicines like adrenaline or something to
04:39make sure that you survive the treatment.
04:43Kurt Wibmer is a South African scientist who is researching a new, more modern way of creating
04:48anti-venom.
04:49So what we do is we go to those same producers of anti-venom into the horses and look for
04:55the bits of DNA that can make these super antibodies, these super anti-venom products.
05:01And then we take those DNA and we clone them in the lab and we then improve them.
05:07Without the horses, the product is safer and more uniform.
05:10It will take many years to go from the lab to the clinic, but Wibmer expects the anti-venom
05:15would cost only a fraction of the price.
05:18Kate Bartlett, VOA News, Johannesburg, South Africa.
05:24And that's a wrap for this afternoon.
05:26Join us again later on the Evening Breaking Stories.
