00:00As aftershocks rocked an area 15 kilometers west of the capital,
00:06aid officials feared that if help could not be delivered to the three million
00:11survivors still fending for themselves,
00:13there would be a total collapse of law and order.
00:19US Marines on troop ships began disembarking in Haiti
00:23to assist the struggling relief effort. They brought much-needed heavy equipment
00:29as well as other urgent supplies.
00:34You need to have the right equipment for the particular kind of problem that
00:40you're dealing with, right? Whether it's robots that help you find
00:44people that are buried in an earthquake, or whether it's water purification
00:49systems, etc. And the right meds for the most
00:53likely types of scenarios that you're going to encounter
00:56in these events.
01:01Aid distribution was chaotic. US helicopters
01:05unloaded boxes of ready-to-eat meals. They contained powdered food, but to the
01:10Haitians, they just looked like packets of dust.
01:14Many people threw them away because no French or Creole language instructions
01:19explained that they needed to be prepared by mixing with water.
01:27Despite the fact that the airport was
01:32open, aid groups complained of long delays in
01:35getting vital supplies of food, water and medicine.
01:41Médecins Sans Frontières, Doctors Without Borders,
01:44reported that its cargo plane, with 12 tons of
01:48urgently required medical supplies, had been turned away from the congested
01:52airport three times. One doctor reported that they had
01:57been forced to buy a saw from a local market
02:00so that they could continue to perform amputations.
02:06With 16,000 boots on the ground, the US army reported that 400,000
02:12bottles of water and 300,000 food rations had been
02:16delivered since they first arrived on the scene
02:18the day after the earthquake.
