00:00Senate President Francis X. Escudero clearly stated that they cannot conduct an impeachment trial while the Congress is on break.

00:07That's what Daniel Manalas-Taas said.

00:11Can we say that there will be no impeachment trial during the break?

00:16No. Legally, it cannot be that.

00:19It is now clear that there will be no impeachment trial while the Senate session is on break.

00:24Senate President Francis X. Escudero said that a session is needed to convene the impeachment court.

00:29However, the Senate session was adjourned yesterday and will resume on June 2.

00:34For the impeachment court to convene, the Senate needs to have a session.

00:39For the impeachment of the judges, the Senate needs to have a session.

00:45Although the trial can proceed even if it is recessed,

00:50just like what happened to the former Chief Justice Corona,

00:55the judges should be able to convene and have a session.

01:02If there will be an action, it will take place on June 2 when the Senate will resume.

01:11We will not rush it, but we will not neglect it for no reason or reasonable reason.

01:19Escudero insisted that there can be a special session,

01:22but he said that it is for the important bills that need to be passed.

01:27But Escudero asked if it is still possible for the impeachment to proceed.

01:31It is possible, but that is a subject that will be decided upon by the President.

01:35Escudero insisted that he will not allow them to say that the impeachment has already taken place and that there will be a session.

01:42I don't think it will be right for them to sit here for a few months.

01:47Suddenly, the forces will force us and we will tell anyone from the camera to hurry up and take action.

01:55What are you? No, not like that and I will not allow that.

02:00Escudero insisted that it does not matter if it is in favor or against the impeachment,

02:04but he insisted that the Senate should be fair to the impeachment.

02:08We will perform our duty and function with a cold neutrality of an impartial judge.

02:16And without fear nor favor, we will rule over things as we see fit and based on what is right and what the law provides.

02:24It is a big question now if this will pass in the next Congress or in the 20th Congress.

02:29Because if it passes, the term of some senators in June will end and the impeachment process will start on June 2.

02:37That is what I believe. Why?

02:40This is an impeachment court, separate from the function of the legislature.

02:45What can we discuss here?

02:47The collegial courts. What are collegial courts?

02:51The Sandigan Bayan, Court of Appeals, Supreme Court.

02:56The Constitutional Commission is included as part of the civil service.

03:01Mr. Congressman, question.

03:03If we have filed a case against them and the magistrates of the Supreme Court,

03:13magistrates of the Court of Appeals of Sandigan Bayan,

03:16because these are courts of record, is the case dismissed or will it continue?

03:22Isn't the answer that it will continue?

03:26Vice President Sara Duterte, as a lawyer, can stand as a lawyer for herself.

03:32VP Sara also has the right to confront the witnesses against her in the impeachment trial.

03:38Or you can stand as a witness. Sit down as a witness.

03:42You can do that. It's up to you.

03:45But she cannot force a witness in the case because it will violate, on the other hand, the right against self-incrimination.

03:53In other words, she cannot call for a prosecution.

03:56And I expect you to stand there to ask if she doesn't want to.

03:59It is expected that the Senate's plenary will be a mess when the impeachment trial begins.

04:05And it is in the hands of the Senators to be the handle that is expected to be watched by the people.
