00:00to update on the affected and restored power connections due to Hurricane Christine.
00:06We are joined by Antonio Almeda, Administrator of the National Electrification Administration.
00:15Ginoong Almeda, good afternoon to you.
00:20Good afternoon, Nina, Quen, and to all who are watching us now.
00:26In your assessment, how many consumer connections were reported to be affected by Hurricane Christine?
00:35And what were the steps taken to restore the supply of these connections?
00:42Yes, Nina, based on our data, a total of 2.1 million connections were affected by Typhoon Christine.
00:55This is to cover the 12 regions affected, starting with Region 1, Region 2, Region 3, CAR, Region 4A, 4B, 5, 6, and the Negros region, including Region 8 and Dakaraga.
01:17Now, since the landfall, NEA, together with our electric cooperative members of the Philippine Rural Electric Cooperative Association, which is PhilRECA,
01:34we have already agreed that when there is a typhoon like this, the nearby electric cooperatives are already preparing to help augment restoration.
01:51So restoration is still ongoing on the areas of Pangasinan, under the franchise area of Panelco 1,
02:03Batelec 1 in the areas of Nasugbu and Calatagan Batangas, Aleko, Albay Electric Cooperative,
02:12Kasoreko 2 covering the areas of Naga, and Kasoreko 3 covering the area of Iriga in the Bicol Region, Camp Sur.
02:24So far, we are already almost fully energized on most of the areas, aside from these areas that I mentioned earlier.
02:41One thing that we made sure are the critical services, which means the hospitals and the evacuation centers are energized,
02:55the ports in Matnog and in Alen are energized, so transport of goods will be rendered accordingly.
03:04As we speak right now, in the areas of Pangasinan, 168 out of the 192 barangays were already energized.
03:18In Batangas, in Batelec 1, 76.2% of the connections were energized also.
03:28In Kasoreko 2, in the areas of Naga, 76% of the household connections were energized.
03:38Although 60% only in Naga are energized, 7 barangays are still flooded and only large vehicles are allowed to pass.
03:53In Kasoreko 3, in the areas of Iriga, in Camp Sur, energization rate is still low at 54% approximately,
04:06and manual shutdown is still being implemented in the flooded areas.
04:11In Albay, 62% of the household connections were already energized,
04:19and we expect that the task force kapatiran, meaning to say the augmentation implemented by the other co-ops,
04:29will help fast-track the full restoration.
04:33In Catanduanes, in the areas of Viselco, 92% are already energized.
04:42Target completion rate is on October 30.
04:46In Ilocos Norte, Inek, 100% energization was already achieved.
04:53And so far, that is our data that we can share with you.
04:58So sir, in your assessment, how much damage has been done to the electric cooperative power infrastructure?
05:05And how is your plan to fix this?
05:09As a KUENG, normally assessment will come in after full restoration.
05:18But we have initial data in these affected areas, it already runs more or less approximately at 50 million and counting.
05:29Because it will be difficult to assess those areas that are still flooded.
05:35But in any case, we will continue to help and augment the delivery of additional manpower,
05:46additional boom trucks to fully help the affected areas restore electricity.
05:54Alright. Maybe the question now, Administrator,
05:57how long will our countrymen wait for electricity to be restored?
06:05In areas of Albay, we expect that we have about 40 teams already sent to the areas of Albay to augment the restoration.
06:17Of course, safety will be an issue here.
06:21Safety will be an issue here, not unless and until the water is removed,
06:26to make sure that the restoration of electricity is safe.
06:31That will be our plan.
06:34But rest assured that all equipment, all distribution assets that will be used are already on standby.
06:48Alright. You mentioned 2.1 million connections were affected.
06:54How many households, Administrator?
06:59We're talking here of household connections, 2.1 million household connections.
07:05And we're only down to 500,000 household connections that are waiting for restoration.
07:14Alright. And you mentioned some of the places.
07:17And hopefully soon, as long as your safety measures are in place,
07:22the energy will be restored, their electricity.

07:30So what are the contingency measures that you are taking to prepare for the next typhoon,
07:41the possible effects of Typhoon Leon?
07:46Yes, Dina, we are all getting ready for the effects of Typhoon Leon,
07:53specifically in the island of Batanes.
07:56Actually, Dina, we haven't fully recovered from the effects of that Super Typhoon Julian,
08:04as in fact, there are 7 teams in Batanes who are supposed to be sent off,
08:13meaning to say that their work on the restoration of Typhoon Julian is done.
08:19But I gave a directive that these 7 teams still remain in the island of Batanes
08:26waiting for the landfall of Typhoon Leon.
08:30At least when Typhoon Leon arrives, the equipment that these 7 teams are bringing is already there.
