The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the low-pressure area (LPA) outside the Philippine area of responsibility (PAR) developed into a tropical depression at 2 p.m. on Sunday, Nov. 3.

As of 4 p.m., the center of the tropical depression was located 1,315 kilometers east of Eastern Visayas, with maximum sustained winds of 55 kilometers per hour (kph) and gusts reaching 70 kph. It is moving northwestward at 30 kph.

00:24It's blowing strong winds
00:26of 55 km per hour near the center and Bugso,
00:29reaching 70 km per hour.
00:32It's moving north-west at a speed of 30 km per hour.
00:37In this typhoon, we can see two scenarios in its movement.
00:43First, it's possible for it to approach
00:46and pass through the northern Luzon
00:48or the extreme northern Luzon area.
00:51Second, it's possible for it to approach our landmass
00:54and recurve.
00:57And because this typhoon is still far away,
01:00it's still possible for it to change
01:02so we're still waiting for updates
01:04that are expected.
01:06For rain, as early as Tuesday,
01:10it's possible for the typhoon itself to bring rain
01:14and in the succeeding days,
01:16heavy rainfalls are possible
01:18because of this typhoon.

01:24heavy rainfall warnings, rainfall advisory
01:27or thunderstorm advisory if necessary.
