The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Typhoon “Ofel” (international name: Usagi) has further weakened as it moved over the Babuyan Islands on Thursday evening, Nov. 14.
According to PAGASA’s 11 p.m. bulletin, Ofel now has maximum sustained winds of 130 kilometers per hour (kph) near its center and gusts reaching 200 kph. Previously, it had maximum sustained winds of 155 kph and gusts of 255 kph.

00:04This typhoon, and our latest location as of 10 p.m. today,
00:09is now here in Dagat Baybayin, or the coastal waters of Calayan, Cagayan.
00:13So, it's now here in the area of Baboyan Channel.
00:16There's a strong wind that's close to the middle,
00:18reaching 130 kilometers per hour,
00:21and when it opens, it reaches 200 kilometers per hour.
00:25This movement continues northwestward at a speed of 15 kilometers per hour.
00:30We can see here in our latest satellite images,
00:33the clouds associated with Bagyong Ophel
00:36continue to rain on a large part of northern Luzon.
00:42For most of Visayas and Mindanao, this brighter time will continue.
00:47We'll still be prepared for the chances of isolated rain showers or thunderstorms
00:51from tonight until tomorrow, early in the morning.
00:54And for more details on the two typhoons within our PIR,
00:58let's start with Bagyong Ophel.
01:02So, our latest track and intensity forecast for Typhoon Ophel,
01:07the typhoon will continue to move northwestward.
01:13As of 10 p.m., it's now here in the area of Baboyan Channel.
01:17So, it's possible later tonight or later in the morning,
01:21it will have a second landfall or close approach
01:24to any island here in the area of Baboyan Group of Islands.
01:29So, we'll still be prepared here, this large part of northern Luzon,
01:32we'll still be prepared for strong winds and strong rains
01:36brought by Typhoon Ophel.
01:38And throughout the remainder of the forecast period,
01:40starting tonight until over the weekend and early next week,
01:44we expect that because of the continuous interaction of Typhoon Ophel
01:49with the Philippines' land,
01:51we can see the continuous weakening trend of the typhoon.
01:57So, we'll see here in our track forecast,
02:00it's possible that this will come out of our Philippine Area of Responsibility
02:04on Friday morning and our PIR will enter again
02:09anytime within Saturday.
02:11So, Saturday afternoon or Saturday evening,
02:13it's possible that our Philippine Area of Responsibility will enter again
02:17prior to landfall over Taiwan area.
02:19And there it is, the continuous weakening of Typhoon Ophel.
02:24And for Typhoon Ophel,
02:26we still have a tropical cyclone, which is signal number 4.
02:29Still, because of the strong winds brought by the typhoon,
02:33we still have signal number 4 here in the areas shaded by red.
02:36So, here in the northern portion of Cagayan,
02:39and also here in Boboyan Islands, we still have signal number 4 there.
02:42These are the areas that are most affected by the strong winds brought by the typhoon.
02:47Signal number 3 here in the areas shaded by orange.
02:51So, here in the southern portion of Batanes,
02:54here in the central and southeastern portions of Milan, Cagayan,
02:58in the northern and central portions of Apayao,
03:01and in the northern portion of Ilocos Norte.
03:04So, we still have signal number 3 there.
03:06Signal number 2 in the areas shaded by yellow,
03:09in the southern portion of Batanes,
03:11in the southern portion of Cagayan,
03:14in the rest of Apayao,
03:16northern portion of Calinga,
03:18northern portion of Abra,
03:19and in the southern portion of Ilocos Norte.
03:22Signal number 1,
03:24so, we have a warning lead time of 36 hours.
03:26We still have strong winds expected in the areas under wind.
03:32Signal number 1 in the southern portion of Isabela,
03:35northeastern portion of Quirino,
03:37southern portion of Abra,
03:39rest of Calinga,
03:40here in the mountain province,
03:42northern portion of Ifugao,
03:45in the northern and central portions of Ilocos Sur,
03:48and in the northern portion of Aurora.
03:51In these areas,
03:53especially the areas under wind signal number 3 and number 4,
03:57we are still prepared for the strong winds brought by the typhoon.
04:03Typhoon Ophel will still bring strong winds to the northern part of Luzon.
04:07More in particular,
04:09the areas under wind signal number 3 and number 4
04:12in the extreme northern Luzon area,
04:15prior to landfall over any island here in the Bubuyan group of islands.
04:19And for the threat of storm surge,
04:24because of the effect of Typhoon Ophel,
04:26we still have a storm surge warning as of 8 p.m. today.
04:30So we are expecting more than 3 meters of storm surge
04:35here in the area of Cagayan,
04:36or in the seaboards or coastal lines of Cagayan and Ilocos Norte.
04:42Meanwhile, we are expecting 2.1 to 3 meters
04:45in the coastlines of Aurora,
04:49in Batanes, in Ilocos Sur,
04:51and also here in Isabela.
04:52So to our countrymen here,
04:55who are near the coastal areas,
04:57low-lying areas,
04:58coastal communities,
04:59we are still prepared because the threat of storm surge is still there.
05:03This is the rise of our waves near our coastal areas.
05:09And in terms of our sea situation,

05:19to the seaboards of Batanes,
