00:00And here we are with Disaster Response Efforts for the March Flood.
00:05We have with us Assistant Secretary Irene Dumlao, Disaster Response Management and OSEC Concerns,
00:12and the spokesperson of DSWD.
00:15Asek Dumlao, good afternoon.
00:18Good afternoon, Ma'am Nina, and to our colleagues in the Public Service, Commissioner, and Asek.
00:25And good afternoon to everyone who is watching this program.
00:28In the continued efforts of DSWD in relief operations for the floods of Christine and Leon,
00:35even this March Flood, how is the production of our Family Food Packs?
00:41And is there a target of food packs per day by DSWD?
00:47Yes, Ma'am Nina, the production continues here at the National Resource Operations Center
00:52and the Visayas Disaster Response Center of the Family Food Packs.
00:56Our target is 20,000 Family Food Packs a day.
01:00We also opened an additional production hub here in Central Luzon,
01:06particularly in San Simón, Pampanga. It's one of our warehouses
01:10where we are also targeting 20,000 to 25,000 Family Food Packs a day.
01:16This is to ensure that we can sustain the delivery of aid,
01:20especially here in Northern Luzon where the flood affected.
01:27So we are also in close coordination with our field offices
01:34to monitor our existing stockpiles in Regions 1, 2 and 3.
01:43We are confident that we can deliver aid to those affected.
01:48Sec. Irene, what are the challenges that DSWD is facing in your relief operations,
01:55especially with the calamity that hit Luzon and Visayas?
02:01Well, actually, we see this as an opportunity for us to strengthen our supply chain.
02:09That's why we added production hubs
02:15to increase the number of Food Packs that we provide to local government units
02:22as part of our augmentation support.
02:24More than challenges, we find this again as an opportunity to strengthen our collaboration
02:29with other agencies of the government, particularly with the logistics cluster
02:34under the MVC so that we can borrow air, water and land assets
02:41that can help in delivering food packs to affected areas.
02:49It's also an opportunity to foster and nurture partnerships with other organizations,
02:56not only from the government but also from the private sector
02:59that we can benefit from in delivering aid.
03:05Sec., what are the steps that DSWD is taking to speed up the distribution of aid
03:11to our affected countrymen?
03:14As mentioned, we are coordinating with the logistics cluster under the MVC
03:21so that we can borrow assets that we can use to speed up the distribution of aid.
03:29Also, under the guidance of DND and OCD, we can borrow assets from other governments
03:39and other countries.
03:41For example, we borrowed air assets from the Singapore government
03:46where we can use to deliver family food packs to Garcia Dorena and Marina Sur.
03:52Also, we borrowed assets from the Philippine Coast Guard
03:57where we can use to deliver family food packs to the province of Bataan.
04:04These are just some of the examples that show how different agencies of the government
04:12are working together to deliver aid to our affected countrymen.
04:19How are the social workers of DSWD, especially those in Central Visayas?
04:26We asked for data on the number of deployment of your social workers and volunteers
04:31in your operations.
04:34That's right.
04:35We have volunteers, especially in the National Resource Operations Center here in Pasay
04:42that help us with the repacking activities.
04:45At the moment, we have 149 volunteers
04:50from different barangays near Chapel Road, Pasay.
05:00There are also different groups that are heading to the area to help with our repacking activities.
05:08We also would like to add that we also have uniformed personnel,
05:13about 594 of them are helping with the repacking.
05:19Also, we would like to mention that in the Bicol Region, we have deployed personnel.
05:26We have staff from Region 1, Region 4, and Region 7
05:32that augmented in Region 5 for the camp coordination and camp management.
05:39It is important to emphasize that our internally displaced persons are protected
05:44and necessary interventions are being provided.
05:47So, our offices are helping each other
05:51so that our staff from the Bicol Region can also rest
06:01from the effects of the typhoon,
06:03but at the same time, we are conducting response operations.
06:07This is just a message to our fellow countrymen who are here with us today.
06:14Thank you very much for the opportunity to be part of the DSWD
06:17which is the government of our fellow countrymen,
06:20especially those who are here in the northern tip of our country,
06:25in Cagayan, in Apayao, in Ilocos Norte,
06:29and other parts of Region 1, Region 2 and CAR.
06:33The National Government and of course the DSWD
06:37under the leadership of Secretary Miguel Echallan
06:40are here to augment the resources of your local government units.
06:45We have prepositioned family food packs in different municipalities and places.
06:50There are also food packs in transit
06:56to add these family food packs to the preposition.
07:00More than 200,000 family food packs are prepositioned
07:04in those areas that I've mentioned,
07:06but we are sending additional.
07:09We have sent additional 40,000 plus to Region 1.
07:13There are also 10,000 family food packs from Benguet Province.
07:18They are prepositioned in our warehouse that is directed to Region 2.
07:22There are also food packs, around 3,000,
07:27that are prepositioned in Kalinga,
07:30but will be brought to Cagayan
07:33to add those prepositioned goods.
07:37We are sure that we will be able to provide assistance
07:42to our affected countrymen.
07:44Again, we would like to assure the public
07:46that the National Government through the DSWD
07:49is ready to meet the needs of our affected countrymen.
