00:06First of all, sir, congratulations to the entire BIR for the Seal of Excellence that you have received.
00:13What are these three Seal of Excellence and what is the importance of this recognition, Commissioner?
00:22Well, the three Seal of Excellence that our BIR employees worked hard for,
00:29the first one is ISO Certification.
00:32All of the regional offices, all of the district offices, all of our frontline services are ISO Certified.
00:41The second one is the Civil Service Prime HRM Maturity Level.
00:47And lastly, the third one is the NPC Seal of Registration.
00:51This is very important and this is what shows that the BIR is committed to improving the service
00:59and the agency should improve in the new Philippines.
01:03Commissioner Jun, let's just ask one by one.
01:06What is the importance of having 100% nationwide ISO Certification for the BIR services?
01:14First of all, for the BIR, the ISO Certification of our frontline services
01:21means that our service follows the international standards of quality and efficiency.
01:29This is what our taxpayers will feel because the BIR services become better, faster, efficient, and transparent.
01:40That is the beauty of ISO Certified.
01:43It is transparent and we follow all of it.
01:45We make sure that we follow the right process.
01:48According to international standards.
01:51That's right.
01:52And what are the privileges of BIR?
01:55Because of your commitment to CSC Prime HRM Maturity Level 2 Accreditation.
02:02What does this mean?
02:03What this means is that BIR is a professional organization.
02:08We know that an agency is measured and the service and professionalism of an institution
02:16is largely dependent on the employees of an agency.
02:20Through this, we make sure that the hiring process and our promotions are merit-based
02:27and we show that hiring and promoting are related.
02:33We show that hiring is faster and training is better for our employees.
02:41Through this accreditation, we show that our agency ensures that the people hired are qualified.
02:57In fact, there was a survey where BIR was one of the top 100 employers.

03:09Commissioner Jun, how does the recognition of the National Privacy Commission affect BIR?
03:15What is included in the Data Privacy Act?
03:19First of all, we know that BIR handles very sensitive information.
03:25In fact, it is in our tax code.
03:27It is very strict.
03:29Information that is not easily distributed, even to other government agencies,
03:34the information and data that is given to BIR is kept secret.
03:40So, this Data Privacy Seal Registration,
03:45it shows that BIR is in charge of taking care of the information that our countrymen receive and submit
03:53to BIR.
03:54Sometimes, we see that there are attacks from different government agencies, cyber attacks,
04:02and we ensure that we take care of that information based on the Data Privacy Act.
04:09The information that the taxpayers give us is protected and will only be used for legal and legitimate reasons.

04:20What are the next steps of BIR for Expansion 2 and Expansion 3 of the ISO Certification?
04:28There are many other services that can be ISO Certified to make the process more transparent.
04:33But the important thing is to continue the so-called recertification
04:38because it does not mean that you are already certified, ISO Certified,
04:42and this certification will continue forever.
04:45The ISO Certification will continue and there will be a recertification every year
04:49to make sure that all the processes that have been approved will continue
04:54and follow the international quality standards.
04:58So, that is what we will do.
04:59We will do the recertification every year for the ISO.
05:03So, it's not just one time?
05:05It's not just one time because it's a commitment.
05:07There should be a forever, right?
05:08Yes, that is what we will ensure.
05:10We will continue the recertification to make sure that we will not only do this now,
05:17but we will continue to follow the international quality standards.
05:21Standards are also regularly updated.
05:23In other talks, Commissioner Jun, about your nationwide crackdown on illegal vape products,
05:31what is the total number of illicit vape retailers or resellers that have been caught by BIR so far?
05:39In the past few weeks, we have been ordering nationwide crackdown on trade in vape stores
05:48because, again, we were the first to do it.
05:51We are also doing it at the same time with importers and warehouses.
05:54We are also raiding them.
05:56But it's not enough that we are only raiding the warehouse
06:00because these products have already been released in the market.
06:03That is why retailers need to be monitored because these retailers are the ones who are appealing to smugglers.
06:10So if these smugglers will not appeal to the retailers
06:14and they will only get it from small suppliers and those who pay taxes,
06:18these smugglers will be forced to register and pay the right fees.
06:23So now, when we started this, we have already visited and seen about 506 illicit vape stores
06:30in the whole country and we will continue to do this every week.
06:37Okay. So why are we focused on vape products?
06:41How much is the total tax liability for these products including the penalties?
06:48We are focused on this because this vape industry is continuously growing.
06:53This is a new industry so we need to educate them.
06:57Because when this vape products started, they did not know that they need to pay excise tax.
07:04That's why we are a bit aggressive here because we want to have an education.
07:09Because again, this industry is thriving and if we do not target and educate the businessmen here,
07:17the illegal activities will continue to spread and we will not be able to control it.
07:22And a lot is being lost here.
07:24In fact, a few billion was asked yesterday in the budget hearing and a billion is being lost here
07:31because our excise tax collection fell.
07:34This week, from what we read, we got 181 million here.
