00:00President Marcos Jr. strengthened the two important laws
00:05that will help us to have a better right to our territories
00:10and to protect our natural resources.
00:14Kenneth Paciente returns to Centro Balita.
00:19With the aim of strengthening the sovereignty of the Philippines
00:22and to make its territory clearer,
00:25President Ferdinand R. Marcos Jr. signed two laws.
00:29The Philippine Maritime Zones Law and the Philippine Archipelagic Sea Lanes Law.
00:33According to the President, the Philippine Maritime Zones Law
00:36will give clarity to the maritime entitlements of the country,
00:39as well as to the UN Convention on the Law of the Sea or UNCLOS.
00:45He will also establish it in the maritime jurisdiction of the Philippines
00:49that will ensure that the right of the country as an archipelagic state
00:52is clearly established
00:54to ensure that Filipinos can benefit from the riches of the Philippine waters.
00:59Our people, especially our fisherfolk,
01:02should be able to pursue their livelihood free from uncertainty and harassment.
01:07We must be able to harness mineral and energy resources in our seabed.
01:13Maintaining the primacy of the UNCLOS and the 2016 Arbitral Award
01:18as our beacons in the maritime domain,
01:21the Philippines reaffirms its sovereignty,
01:23sovereign rights, and jurisdiction in our waters.
01:27By defining and asserting our maritime zones,
01:31we project to the international community
01:33that we are staunchly committed to nurturing,
01:37cultivating, and protecting our maritime domain.
01:41While the Philippine Archipelagic Sea Lanes Law
01:44will strengthen the maritime and aerial policies of the Philippines
01:47by establishing routes for international vessels.
01:52Through this, arbitrary international passage
01:56of foreign vehicles into the Philippine waters
02:00will not be regulated.
02:02According to the President,
02:03this will still be implemented under the UNCLOS
02:06while maintaining the principles of equality and diversity in other countries.
02:11The designated archipelagic sea lanes and air routes
02:15aim to facilitate safe passage for foreign ships and aircraft
02:18without compromising our national security
02:22nor diminishing our capacity for good environmental stewardship.
02:27These sea lanes will offer continuous, expeditious,
02:31and unobstructed transit for vessels and air transport
02:35while obliging them to comply
02:37with navigational regulations and procedures
02:39as well as with the air rules of flight safety and protocols.
02:44In addition to the President,
02:45the two laws are important to show the country's importance
02:49in the International Rules-Based Order.
02:51It will also show the Philippines' commitment
02:54to safeguarding the maritime zones of the country
02:57as well as protecting its maritime domain.
02:59These laws will also support the international laws
03:04and show the Philippines' responsibility
03:07to the international community.
03:09The President hopes that through these two laws,
03:13the country will strengthen its protection
03:15of the maritime interests of the country.
03:17I therefore call on all concerned government agencies
03:20and the local governments to review rules and regulations
03:23against these new laws
03:25with a view of undertaking the necessary steps
03:28for their effective implementation.
03:32The National Maritime Council approved the two laws.
03:36It will show the country's willingness
03:38to protect the wide maritime resources of the Philippines.
03:42These important legislations underscore our commitment
03:46to adhere to international law,
03:49particularly the United Nations Convention
03:51on the Law of the Seas.
03:53They provide essential guidelines for navigation
03:56and the sustainable management of our waters,
03:59promoting maritime safety, security,
04:02and responsible stewardship
04:04of our precious marine ecosystems.
04:08Senator Francis Tolentino will also give
04:11the Philippine Maritime Zones Act
04:12and Philippine Archaeopelagic Sealings Act
04:14an implementation of the 2016 Arbitral Ruling
04:18in which the Philippines was banned.
04:20However, the Senator believes that even with this kind of law,
04:24it will not immediately be recognized by other countries.
04:26We don't expect an instant recognition
04:30on the part of China
04:31because they have been disregarding international law.
04:36So, this will help us because our fishermen,
04:41number two, Republic Act 12065,
04:44they already know where the big ships will go.
04:48This will not happen again in the Sambales,
04:51Santa Cruz area, Sambales,
04:52where our small boats will be hit by big ships.
04:56But according to the DOJ,
04:57it will still be difficult to implement in the Philippines
05:00because its implementation is not based
05:01on the recognition of other countries.
05:04Legislators and stakeholders also recognized
05:07the determination of the President
05:09after the successful implementation of the two amendments
05:12after 18 years.
