00:00Environmental groups have dismissed a proposal for a RM6 billion underground tunnel system
00:06to mitigate flood as merely a Band-Aid solution.
00:10Instead, Gabungan Darurat Iklim Malaysia said planning guidelines should be revised to adapt
00:15to climate change.
00:17The group said officials at Plan Malaysia should look into density, plot ratios, permeability
00:22and urban forest mitigation.
00:24Co-founder Kennedy Michael praised Selangor for emulating Japan's flood mitigation model,
00:29but wondered whether it would be well-maintained.
00:32He said this is because Malaysia does not have a good maintenance culture or Japanese
00:37integrity, ethics and commitment to excellence.
00:40Meanwhile, former Klang MP Charles Santiago urged the state government to make documents
00:45related to the proposal publicly available.
00:48State Executive Councillor Izam Hashim said the RM6 billion project was based on a mitigation
00:53model used in Kawasaki and Saitama, Japan.
