00:00This is Toraji, formerly known as Nika, who left the Philippine Area of Responsibility earlier this afternoon at 2 p.m.
00:08This is Severe Tropical Storm Ophel, which we are monitoring.
00:12Earlier this afternoon at 4 p.m., it was located 780 kilometers east of Virac, Catanduanes.
00:20It is blowing strong winds of 95 kilometers per hour near Centro and Bugso at 115 kilometers per hour.
00:28It is moving in the direction of west-northwest at a speed of 30 kilometers per hour.
00:34We will update Tropical Storm Toraji and Tropical Storm Manyi in our next slides.
00:42This is what we see as the track of Ophel.
00:45We expect it to become a typhoon category tomorrow evening or Thursday early morning.
00:54Its strongest intensity is possible if this Ophel lands.
01:01We see that it is possible to landfall in the northern or central Luzon this Thursday afternoon or evening.
01:09We see two scenarios in which this Ophel could landfall.
01:14One scenario is that its track could go lower and it could landfall in the northern Luzon area.
01:21Or the second scenario is that it will follow the forecast track and it will recurve and pass through Cagayan, Batanes, Babuyan area.
01:31So we will always keep an eye on the upcoming updates.
01:37We also hope that strong winds will pass through Catanduanes tomorrow.
01:43On Thursday, Batanes, Quezon, Polilio Islands, Camarines Norte, northern portion of Camarines Sur, and Catanduanes.
01:52And by Friday, strong winds will pass outside of our signals in Isabela and northern portion of Aurora.
02:01We can raise signal number 1 this late evening or tomorrow early morning.
02:07And during the passage of Ophel, the highest signal that we can raise is possible to reach signal number 4.
02:16So we can see again on the track that it is almost near the northern Luzon area.
02:22So even though we already mentioned that Nika is already outside of our Philippine Area of Responsibility,
02:28we still need to be careful because Ophel is near the northern Luzon area and it is still possible for strong winds and heavy rains to pass through.
02:39Here we are on heavy rains.
02:43This is caused by Ophel.
02:47So heavy to intense rains, 100 to 200 millimeters of rain possible in Isabela.
02:53So if it is 100 to 200 millimeters of rain, we are expecting what is possible to happen.
02:59So numerous flooding events likely, especially in urbanized, low-lying, or near river channels.
03:06And the landslide likely in moderate to highly susceptible areas.
03:11Moderate to heavy rains, 50 to 100 millimeters in Cagayan, Apayao, Abra, Calinga, Mountain Province, Ifugao, and Aurora.
03:20So what are we expecting if the rains are moderate to heavy?
03:24So localized flooding possible in urbanized, low-lying, or near rivers.
03:30And landslide possibly in susceptible areas.
03:35And we are also expecting Thursday afternoon until Friday afternoon,
03:40we are expecting intense to torrential rains caused by Ophel.
03:46So intense to torrential rains possible in Cagayan and also in Isabela.
03:51If intense to torrential rains widespread, the incident of severe flooding and landslide is what we are expecting.
03:59Meanwhile, heavy to intense in Batanes, Apayao, Abra, Calinga, Mountain Province, and Ifugao.
04:06And moderate to heavy rains possible in Ilocos Norte, Ilocos Sur, Benguet, Nueva Vizcaya, Quirino, and Aurora.
04:16So like we mentioned, our countrymen in Northern and Central Luzon
04:21cannot be complacent with the release of NICA because we will be approaching Ophel.
04:29And this is the storm surge warning that came out again.
04:33We have storm surge warning number one, this is for Ophel.
04:38So there is a minimal to moderate risk of storm surge in the next 48 hours
04:43in some parts of Aurora, in Isabela, and in some parts of Cagayan.
04:50For more detailed information, you can visit our website under Tropical Cyclone and there is a storm surge warning.
04:57So what are the recommended actions for storm surge warning?
05:01So stay away from coast or beach, cancel maritime activities, and always keep up to date.
05:09This is the update for NICA.
05:12This is Toraji when he was released from the Philippine Area of Responsibility.
05:18He is the former NICA.
05:20So his location as of 4 p.m. is at 365 kilometers west of Calayan, Cagayan.
05:26Strong winds are blowing at 85 kilometers per hour near Centro and Bugso up to 105 kilometers per hour.
05:34It is moving in the direction of northwest at a speed of 10 kilometers per hour.
05:39And this is Toraji outside our PAR.
05:43We are also monitoring Tropical Storm Mani.
05:47This is also outside our Philippine Area of Responsibility.
05:51This is Mani.
05:52Earlier at 3 p.m., it was at a distance of 2,495 kilometers east of southeastern Luzon.
06:00Strong winds are blowing at 75 kilometers per hour near Centro and Bugso up to 90 kilometers per hour.
06:06It is moving in the direction of Canluran at a speed of 30 kilometers per hour.
06:11We are not removing the possibility that Mani will enter our Philippine Area of Responsibility in the coming days.
06:22If he enters our PAR, we will give him a local name, Pepito.
06:29This is the track of Toraji Storm, formerly known as Sinica.
06:34We are expecting that at around Thursday evening or Friday early morning, Sinica and Depression are likely to weaken.
06:43And by Friday afternoon or evening, it will only be a low-pressure area.
06:50Although there is no longer strong wind or tropical cyclone wind signal under Toraji, formerly known as Sinica,
06:57there is a strong gust of wind today in Batanes and Babuyan Islands.
07:04We also no longer have a high-level gale warning for any country in our country.
07:09But with the approach of OFEL, it is possible that we will have a high-level gale warning again,
07:16possibly in the eastern part of northern or central Luzon or in the eastern part of Luzon.
07:23So we will continue to provide updates based on our expectations.
07:29Due to the release of our Philippine Area of Responsibility,
07:34we also issued a final storm surge warning for Toraji Storm, formerly known as Sinica.
