00:00We have a big surprise for our new graduate because he already has a big debt in PhilHealth even though he just applied for the membership of Tunghonyo.
00:13He asked for help from your beloved Action Man.
00:21In July this year, Andrea finished her college. As a preparation for her job hunting, she got the PhilHealth membership of Tunghonyo.
00:30But Andrea's big surprise is that she already has a huge debt in PhilHealth.
00:37I have a debt of P22K. Since 2019 up to now, it hasn't decreased.
00:44PhilHealth even broke the record that Andrea became a member in 2014.
00:49In that year, I was only 12 years old. I know that I don't have an existing account yet. That's why I volunteered this year.
00:58While she was still unemployed, Andrea clarified the issue in PhilHealth.
01:04So your beloved Action Man visited PhilHealth.
01:07Based on our audit trail and database, Andrea became a member in 2014.
01:25This was done through her enrollment as an indigent based on the list provided by the DSWD.
01:36The DSWD has a program regarding the enrollment of minors as indigent.
01:42The DSWD and PhilHealth are related to the enrollment of members.
01:49Andrea confirmed this to her grandmother, who was her guardian in 2014.
01:54So she asked how an indigent PhilHealth member got a loan.
01:58As an indigent, it means that they are financially incapable to pay a contribution to PhilHealth.
02:07So when the membership category shifted to self-earning, that's where the contribution payment will go.
02:17According to PhilHealth, the membership category of Andrea was updated this June.
02:22She is now a voluntary member since she became an indigent.
02:25Based on their re-assessment, Andrea's payment decreased from P22,000 to P2,000
02:32based on the change in her membership category since June this year.
02:38Thank you so much for letting me know about my problem in my PhilHealth account.
02:48Mission accomplished, Kapuso.
02:51For you, Subong, just send it to the Kapuso Action Man Facebook page.
02:55Because any complaints, abuse or doubt, we have the right action for you.
03:00Kapuso Action Man.
03:06We have received a 32-year-old girl, but she still doesn't have one of the most important documents, the birth certificate.
03:15She is having a hard time getting it now because her whole family couldn't register their child.
03:22The solution was found by your Kapuso Action Man.
03:29The 32-year-old girl is problematic.
03:33For more than three decades, she didn't have an important document of identification, her birth certificate.
03:41We couldn't register our children. I don't know the reason why.
03:48She tried to delay the birth registration in the local civil registry, but...
03:55The lack of supporting documents, like the birth certificate of my children,
04:01because they don't have a record.
04:04I don't wonder if we don't have a record because they don't have one either.
04:10The question is, will she be able to get a birth certificate now that her whole family doesn't have a birth certificate?
04:17I don't know where to get it.
04:21Your Kapuso Action Man contacted the Philippine Statistics Authority.
04:25According to the agency, the case of Yan's family is included in their Birth Registration Assistance Project or BRAP.
04:33They are also included in the 3.7 million Filipinos who don't have a birth certificate in the country based on the 2020 Census of Population and Housing.
04:44The process will go through a thorough investigation before the other requirements that are included in the Memorandum Circular 2024-17 and 17-A are waived.
04:56We recognize that we have fellow Filipinos. It's really hard to produce their supporting documents.
05:03Then, our PSA in Bicol, in our regional office or in our province,
05:11we can facilitate the out-of-town process of delayed registration.
05:17Yan is very thankful that the delayed birth registration of her family is now rolling.
05:26We will investigate this case.
05:28For your information, please send it to the Kapuso Action Man Facebook page.
05:32Because in order to complain about abuse or mistrust, your Kapuso Action Man has the right action.
