00:00This November, we celebrated National Children's Month, a month to promote the rights and welfare of children.
00:08This was established in 2015 through Republic Act No. 10661,
00:13which includes different activities and programs throughout the month
00:17to raise awareness about the rights of children.
00:22We will now interview Undersecretary Angelo Tapales,
00:28Executive Director of the Council for the Welfare of Children or CWC,
00:33to discuss their programs for our youth.

00:40Good morning to all of us.
00:42Thank you for joining the Council for the Welfare of Children.
00:47Okay, first of all, Usec, what is the importance of celebrating National Children's Month
00:53and how was it expanded by our programs for the youth since it was implemented?
01:00Yes, sir, it is very important that we celebrate National Children's Month.
01:05In fact, this was already legislated in 2015 through Republic Act No. 10661,
01:13the National Children's Month Act,
01:15which really orders us all, from government to private sector,
01:21to celebrate the month of November every year
01:24to commemorate the adoption of the Convention of the Rights of the Child,
01:28this is what is called UNCRC,
01:30which was established by the UN General Assembly on November 20, 1989.
01:35So we are celebrating National Children's Month
01:38to commemorate the UN Convention on the Rights of the Child,
01:43where the rights of the children are written and enumerated so we will not forget it.
01:52So here in our country, we are expanding this by celebrating and launching different programs for the youth in the month of November.
02:02So from the national government agencies,
02:05down to the local government units,
02:07and even the private sectors really participate in this month-long celebration.
02:12So USEC, National Children's Month, what are the main activities that the WUC is preparing for this month?
02:25Yes, ma'am, what happened is that the focus of National Children's Month is child protection and child participation
02:33because the problem of children is big when it comes to violence against children.
02:37So our celebration this month, for the first time, we launched it outside Metro Manila.
02:45So during the first week of November, we were in Cebu with the Vice Mayors League of the Philippines
02:51at their Children's Summit.
02:53So we did a week-long celebration there.
02:56We launched National Children's Month there with Governor Gwen Garcia and Mayor Alvin Garcia.
03:02We also had Vice Mayors of Cebu.
03:06After that, we held a celebration with the Committee on Human Rights on November 11.
03:12Then we had a kick-off again in Valenzuela with Mayor Wes Gachalian.
03:18We launched the Fourth National Plan of Action for Children there.
03:22That is our guidebook on how to protect our youth from 2024 to 2028.
03:29Then on November 18, the whole week of last week, we were in the House of Representatives
03:36celebrating the National Children's Month with our legislators.
03:40We are also with the DILG and other allies, the Child Rights Network.
03:46This week, our activities are very active.
03:51There is National Children's Month in Quezon City.
03:55Makati is coming.
03:57Of course, our culmination activity that will take place in SM North atrium on November 28.
04:04We will celebrate that.

04:12There are many activities. Very productive. All over the Philippines.
04:17Usec Angelo, how is the celebration of National Children's Month this year?
04:24What are the other highlights?
04:27Yes. We became very busy.
04:31This is what I mentioned. This is the celebration of the Council for the Welfare of Children head office.
04:37But of course, our regional offices have their own celebrations.
04:43Different provinces are celebrating at the same time.
04:45We were not able to give all the invitations because we lack manpower.
04:52But of course, our regional coordinators conducted celebrations.
04:57That is islandwide, all over the Philippines.
05:01We have many things to focus on because on December 30,
05:06the Council for the Welfare of Children will celebrate our 50th anniversary at PICC on December 6.
05:14We will celebrate that. Let's wait and see.
05:17Let's wait and see. Usec, what are the common issues or problems that children are currently facing
05:25that the CWC programs want to address?
05:31Yes. Very good question.
05:34Actually, what we are still facing now is violence against children.
05:40It is still very high.
05:41That is why the focus of National Children's Month is child protection.
05:45Based on the data of the PNP Women and Children Protection Center,
05:49in 2023, they received 18,756 reports of child rights violations.
05:57Of those 18,756, 17,304 are related to the violation of Republic Act 7610 or our child abuse,
06:08including rape and acts of lasciviousness to children.
06:12The top three crimes are those reported by the PNP Women and Children Protection Center.
06:19The so-called online sexual abuse or exploitation of children or OSAIC is still a great concern in our country.
06:28In 2022, the Department of Justice received the Office of Cybercrime from NECMEC,
06:35NECMEC means National Center for Missing and Exploited Children in America.
06:41In 2022, 2.5 million above cyber tip-line reports.
06:45In 2023, it increased to more than 2.7 million.
06:51In our labor, ma'am and sir, there are 828,000 as of 2022.
06:57That is what our government is focusing on.
07:00That is why our last president is a person who is focused on online sexual abuse or exploitation of children.
07:08All right. Last but not least, Yusef, one of the projects of CWC, this Makabata Helpline,
07:14can you share with us how this works and how it can help children who need support?
07:22Yes sir, that's right.
07:24Makabata Helpline 1383 is a flagship program of the Council for the Welfare of Children.
07:30We are positioning CWC Makabata Helpline 1383 as a focal or apex helpline of our government for all children with children's concerns.
07:41We started in November 2022.
07:45In 2023, we received more than 300 calls.
07:50But as of today, I'm looking at the live data monitoring,
07:54we have received 1,335 calls or complaints.
07:59Those are various types of complaints.
08:03So our idea is that all children's concerns can be called here.
08:08We are partners with everybody.
08:11If we can remedy the complaint within the CWC, we have lawyers and social workers there, our social being.
08:19But if it is out of our mandate, we are partners with the DOJ, the PNP, the NBI, the PIDEA, other law enforcement agencies and even the private sector.
08:29We refer to them for action and we monitor and evaluate to make sure that what we are referring to will be met.
