00:00Assalam-o-Alaikum, I am Maria Memon, RK Top Stories, Governor Raj Ka Shosha has left the
00:17government.
00:18Instead of moving forward and improving the situation, lowering the temperature, the government
00:25is taking a more aggressive approach.
00:27We will talk about this in the first part of the program.
00:32After this, the Champions Trophy will be a hybrid model, the venue will be changed, what
00:38are the options and what will Pakistan be able to negotiate for itself?
00:42We will talk about this in the second part of the program.
00:45In the end, the history of fraudulent cases has been in our country.
00:49Mateeullah Jaan's FIR that came out is so absurd.
00:52But has this happened for the first time in Pakistan?
00:54We have seen some interesting FIRs in the history of this country.
00:58We will show you how clever and creative minds we have.
01:03In Islamabad, the protest of PTI, how it was spread, the scene that happened, after that
01:11we thought that somewhere, now the point will definitely go here that how to handle these
01:17situations.
01:18The government, which is feeling stronger after this whole situation, had a thought
01:23that maybe now it will adopt such an approach, which will increase the hand of discussion
01:28on the part of the opposition and all other parties.
01:31But this is not happening.
01:33In fact, we see that the language is more blunt, more strict.
01:37The speech given by the Prime Minister today, he called it sedition.
01:41Tariq-e-Insaf calls, it tells you a lot that where all these matters are going.
01:45We spoke about Governor Raj in the cabinet.
01:48Now it seems or not, but in a way, a soft threat is being given that this is also an option.
01:54He will have legal obligations.
01:56Will the government be able to handle him?
01:58There are a lot of questions.
01:59On the other hand, the opposition leader has talked about making a fact-finding commission.
02:04Has made a demand.
02:06I don't think the government will be able to lift this demand.
02:10The kind of reaction we have seen.
02:12We are repeatedly talking about appointing Governor Raj in KP.
02:16People's Party has reacted to this.
02:18The government has floated this proposal.
02:21So what can Governor Raj look like in KP?
02:24And is it really possible?
02:26According to sources, last night, under the administration of Prime Minister Shahbaz Sharif,
02:29there was a ruckus in the cabinet,
02:31on which Khyber Pakhtunkhwa discussed the implementation of Governor Raj.
02:34According to sources, the majority of the cabinet members
02:36supported Governor Raj in Khyber Pakhtunkhwa.
02:40The government has created the opportunity for Governor Raj.
02:43In the first meeting of the cabinet,
02:45the Attorney General and the legal experts gave a briefing.
02:47In the briefing, it was said that the government used government resources in Islamabad march.
02:52And in the protest, the government used offices and employees.
02:57In KP, to implement Governor Raj,
02:59the people's party and other parties outside the cabinet
03:01have been decided to rely on Governor Raj.
03:05The initial period of Governor Raj will be 6 months.
03:07The final decision will be made in a day or two.
03:11But the government is in confusion about this.
03:14There is no clarity.
03:16They are giving different statements.
03:20Should Governor Raj be implemented or not?
03:22In my personal opinion, the situation of KP
03:25and the opposition to the constitution,
03:28it is a ripe case.
03:30It should be implemented if we want to implement the order in the country.
03:33The PTI is a victim of corruption.
03:36It is involved in corruption.
03:38Implementing Governor Raj or even arresting Shushra Begum
03:43will benefit them.
03:46We should not take any such step.
03:51We spoke about Governor Raj earlier.
03:53On 2nd November, Ali Meen Gaddapur gave a statement.
03:56Even then, he was saying that if we want to implement Governor Raj, let's do it.
03:59There is no fear.
04:00We have our own governments.
04:02There is no problem.
04:04If we had to be afraid of Governor Raj,
04:06we would not have broken our own governments.
04:08We should look at the history and then decide.
04:10Secondly, if I wanted to save the government or become a minister,
04:14I would not have taken such political steps.
04:17Governments, Governor Raj, jails, etc.
04:20cannot stop us.
04:22The problem is that it seems that the PMLN
04:25has more desire to oppose the other stakeholders,
04:29whether it is the PMLN or the opposition.
04:32For example, the ANP and Jamaat-e-Islami are diametrically opposite ideologically.
04:37But both these Jamaats are opposing the implementation of Governor Raj.
04:41Can Governor Raj be implemented in any province?
04:43Is it that easy?
04:44Let's talk about this.
04:46Article 32, 33 and 34 of the Constitution
04:49explain about Governor Raj.
04:51During Governor Raj, basic human rights are violated.
04:54The rights of the Provincial Assembly, National Assembly and Senate are censored.
04:58Governor Raj can be implemented in any province in case of emergency.
05:02But under Article 18,
05:04the implementation of Governor Raj is subject to the consent of the Provincial Assembly.
05:09After that, it is not easy for the government to implement Governor Raj
05:13to end the influence of the opposing Jamaat in any province.
05:17According to Article 232,
05:19if the security of the country is in danger due to war or any internal or external threat,
05:23and the Provincial Government cannot face it,
05:26Governor Raj can be implemented in case of emergency.
05:29But the condition is that
05:31the Provincial Assembly should give consent to Governor Raj through its simple majority.
05:35If the Provincial Assembly does not give consent,
05:38then within 10 days,
05:40it is necessary to get consent from the Provincial Assembly and the Senate.
05:45When was Governor Raj implemented in this country?
05:48It is a very interesting history.
05:50On 25th January 1949,
05:52Governor Raj was implemented in Punjab.
05:54We saw that Wazir Azam Liaquat Ali Khan Sahib implemented it.
05:57Governor Raj was implemented in Balochistan.
05:59On 13th February 1973,
06:01Wazir Azam Zulfiqar Ali Bhutto implemented it.
06:03Governor Balochistan appointed Akbar Bugti.
06:05But after a few days of negotiations, he resigned.
06:08Governor Raj is implemented in Sindh on 17th October 1998.
06:12Nawaz Sharif Sahib implements it.
06:13Muinuddin Haider was appointed Governor.
06:16Governor Raj was implemented in Punjab on 12th October 1999.
06:20Musharraf took over the government.
06:22Shibaz Sharif Sahib was dismissed.
06:24It was a limbo situation.
06:26Governor Raj was implemented.
06:28On 25th February 2009,
06:30Governor Raj was implemented.
06:32Very interestingly,
06:33after Prime Minister Punjab Shibaz Sharif's appointment as Member of Punjab Assembly,
06:36President of Pakistan, Asif Ali Zardari,
06:38implemented Governor Raj in Punjab through Governor Salman Taseer.
06:43After a few days, the tension increased.
06:46People's Party's opinion was that
06:48Governor Raj is very important as there is an uproar after Shibaz Sharif's appointment.
06:54Governor Raj was implemented in Balochistan on 23rd January 2013.
06:57More than 90 people of Hazara community were killed.
07:00There was a lot of sadness and anger at that time.
07:02To bring it down,
07:04it was obvious that the government had to implement Governor Raj.
07:08Salman Akram Raja Sahib is present in the first part of the program.
07:11There are a lot of issues.
07:13The way the government has talked about implementing Governor Raj,
07:17they have also talked about implementing Governor Shabaz Sharif.
07:19So, I don't see the temperature going down.
07:22Raja Sahib, Assalam-o-Alaikum.
07:24Yes, Assalam-o-Alaikum.
07:25Thank you very much for joining us.
07:26First, I would like to know about your status.
07:29You have resigned from the party.
07:32What is the status of the General Secretary?
07:35Has the matter reached Mr. Khan?
07:37Or is this a condition based on his decision?
07:41Yes, it has not been accepted yet.
07:45Because we are not getting access to Mr. Khan.
07:48Yesterday, there was a court hearing.
07:51There was a case hearing today as well.
07:54Both hearings were not held.
07:56Therefore, we have not been able to contact Mr. Khan yet.
08:00As far as the political committee and other committees are concerned,
08:07they have not made a decision yet.
08:11Or have refused to do so.
08:14But this matter will go to Mr. Khan.
08:16That's all for now.
08:18Raja Sahib, there are various stories and news about these reasons.
08:23Yesterday, Kashif Abbasi Sahib gave a detailed background.
08:28He said that in the meeting of the core committee,
08:31harsh language was used.
08:34People were scolded for not mobilizing.
08:39As a result, you have resigned.
08:42And this was done on the part of Bushra Bibi.
08:45Is this the right news?
08:47No matter what the party's internal committee says,
08:51no one is allowed to speak out.
08:55This is morally wrong.
08:57Therefore, I will not say anything.
08:59I will neither support nor deny.
09:02Whatever happened is our personal matter.
09:07And the rumors are wrong.
09:11I think a lot of things have been said for the sake of history.
09:16I can't say anything else.
09:19And your resignation is not due to harsh words?
09:26I will not say anything.
09:28I will not comment on this.
09:30The government is talking about appointing a governor.
09:33This is a serious matter.
09:35If the government had not held a meeting on this,
09:37we would not have been talking about it.
09:39Do you think this is a possibility?
09:41Because you are present in meetings.
09:45Is there any discussion of the KP that if the government does this,
09:48what reaction can we possibly give?
09:51Is it on the cards?
09:53This is foolishness on the political level.
09:56The answer on the legal level is wrong.
10:00This cannot be said.
10:02Even if it is true that some machinery has been used,
10:05because of the KP government,
10:07as a punishment, the governor should be appointed.
10:10You just read the constitution.
10:12As far as the governor is concerned,
10:15if we leave the financial emergency,
10:18there should be an external situation.
10:21There should be an internal situation.
10:24This should be outside the jurisdiction of the KP government.
10:27This is not being allowed.
10:29This is being allowed because the KP government has done something
10:33that is illegal in their jurisdiction.
10:36The governor cannot be upset about this.
10:39This is not a punishment for the KP government.
10:42This is being allowed, which is completely wrong.
10:46And if this is done on the basis of this permission,
10:49then of course the National Assembly will not standardize it.
10:52If this is sent to the National Assembly and the Senate,
10:55then this will be an attack on our parliamentary system.
11:00And whenever the governor has been appointed in the history of Pakistan,
11:04that has weakened loyalty.
11:06Loyalty has not improved.
11:08We should not do this at all.
11:10I think such a thing would be wrong legally.
11:13There is no justification for this.
11:16If you have a complaint regarding the use of powers,
11:21the resolution of that complaint will be given elsewhere.
11:25This is not possible.
11:27If you want to file a case, then file a case.
11:30Those individuals whom you consider to be the accused,
11:34because of whom an illegal act has been committed,
11:37you can go against them.
11:39But the entire government,
11:41which is the representative government of the people,
11:44which is the majority in the province,
11:46you cannot go against it.
11:48So today PTI, I was listening to your press conference,
11:51mentioned the fact-finding commission,
11:53Mr. Omar Ayub has mentioned the committee.
11:56So do you think the government will act on this demand of yours?
12:02Because today we have heard the speech of the Prime Minister.
12:05I feel that he will act more aggressively in this situation.
12:10And he feels that he has more power now,
12:14which he has also expressed.
12:16So I don't think the fact-finding committee will be formed today,
12:19after listening to the speech of the Prime Minister.
12:21Look, they may not form it,
12:23but if they believe that their power has increased,
12:26then it is futile.
12:27Look, the massacre that has been committed,
12:29the way the state has shed bullets,
12:31this is now in front of you.
12:33You cannot hide it.
12:34The way the hospital records have been tried to be tampered with,
12:37which has happened with Mateeullah Jaan,
12:39all this has completely violated the moral standards of the government.
12:45And this will not decrease in the next few days.
12:49The government did not kill the innocent people,
12:52the Pakistanis, but killed itself.
12:55Thank you very much.
12:56Salman Akram Raja Sahib was with us in the program.
12:59He was talking about Governor Raj.
13:02He was talking about the concerns of the people of Tariq-e-Insaf,
13:07about the death toll.
13:09He was talking about the fact-finding committee.
13:12If the government does not form it,
13:14then in the coming days,
13:15their political support will be even weaker in this regard.
13:18We will come back after the break.
13:20The Champions Trophy will be a hybrid model.
13:22The venue will be changed.
13:23What options does the government have?
13:25How strong is the PCB footing?
13:27Can they get it done or not?
13:28We will talk about this after the break.
13:33It is a matter of the Champions Trophy.
13:35For the past few weeks,
13:36India has been saying that they will not come to Pakistan.
13:40The fate of this trophy will be decided
13:43by which country,
13:44on which model.
13:46This has not happened yet.
13:49Earlier, it was thought that when the ICC meeting will be held,
13:52then someone or the other will decide as a result of the meeting.
13:55But now this decision has been further reversed.
13:58This decision will be made 24 to 72 hours later.
14:01Why is this decision not being made?
14:03What are the obstacles in this?
14:05How much space does Pakistan have?
14:07Can it negotiate?
14:08Is India satisfied with the ICC?
14:11Can we put our foot down?
14:15There are many such questions.
14:17But the PCB is ready to fight it out.
14:20Today, Mohsin Naqvi said that
14:22we should play in India,
14:24but India should not play here.
14:26This cannot happen.
14:27We have clearly told the ICC.
14:29Please listen.
14:30Whatever happens will be best for Pakistan.
14:32We are still clear in our stance.
14:34It is not possible that we go and play cricket in India
14:37and India does not play here.
14:39This is not possible.
14:40Whatever happens will be on an equal footing.
14:42And we have made it very clear to the ICC.
14:46Telling the ICC and then making your demands,
14:49there is a lot of distance between the two.
14:51There is a lot of way.
14:52There are international obligations.
14:54Let's see if the whole of Pakistan can do it or not.
14:57What are the options on the table?
14:59Let's discuss that.
15:00The first option is that Pakistan should host.
15:03But India's matches should be played at a neutral venue.
15:06At present, the stance of the PCB is that
15:09Pakistan is not in the mood to do this at all.
15:11If Pakistan does not come to play in India,
15:14then they will not let this happen.
15:16The second option is that
15:18since India's weight is very high in the ICC,
15:21they should use their influence
15:23and all matches should be played at a neutral venue.
15:26And all matches should be taken from Pakistan.
15:28But the rights of the host should remain with Pakistan.
15:32This is a possibility.
15:34The third option is a very bold option.
15:37This is a very gutsy option.
15:39It can also have political and legal repercussions.
15:43And that is that Pakistan should host this.
15:46And tell India to take a leave.
15:48If you are not coming to play, then we cannot play.
15:51There is no one in Pakistan for the hybrid model.
15:54None of the sporting fraternities I have heard
15:59have said that Pakistan should agree to the hybrid model.
16:03Listen to this.
16:05We will not agree.
16:06We stand with PCB.
16:07The whole nation is with them.
16:08We will not accept any hybrid model.
16:11All the teams in the world have come to play in Pakistan.
16:14England, Australia, New Zealand.
16:16All the teams have come to play.
16:18So what is India's problem?
16:19They should come.
16:20The stand should be valid.
16:22India should host Pakistan.
16:24India team should host Pakistan.
16:26These cricket tours should keep them away from politics.
16:29Politics is a thing of the past.
16:32But cricket and politics cannot be separate.
16:34This is not a matter of today.
16:35We have been seeing since the 80s that Pakistan and India's diplomatic relations
16:39have an impact on cricket.
16:42Since elections are held there,
16:45the Modi government uses it as a leverage
16:48to win a popularity contest.
16:50There is a strong voice in India.
16:54It is a politically motivated voice.
16:58It is against Modi.
17:00It says that the team should be allowed to play in Pakistan.
17:03Listen to this.
17:04The Prime Minister of Bihar is saying this.
17:07It is not good to play politics in a game.
17:11It is good to play anywhere.
17:13All the people of our country have come.
17:15This is what we want.
17:17It is not good to play politics in a game.
17:21It is good if the Prime Minister goes to eat biryani.
17:23It is not good to play Indian cricket.
17:27Shahid Hashmi is with us in the program.
17:29He is a special correspondent for CY News.
17:31Kamran Akhbal.
17:32He has been a test cricketer.
17:34Thank you both.
17:35Shahid, let's start with you.
17:36Why is there a delay in the meeting?
17:38Is there a special discussion?
17:40Is there a lot of deliberation?
17:43I thought there would be a decision today.
17:45There is a delay of 24 to 48 hours.
17:50There will not be a decision so soon.
17:52There was no decision in today's meeting.
17:54There was a discussion in today's meeting.
17:56What is the workable solution?
17:58When India said that it would not send its team on 6th November,
18:0223 days have passed.
18:04If the ICC had a workable solution,
18:06it would have given it in these 23 days.
18:08When the meeting started today,
18:10after the introduction,
18:12Mohsin Naqvi was asked
18:14if he could reconsider the hybrid model.
18:16He gave a clear answer.
18:18We are adamant on our stance.
18:20We will not go on the hybrid model.
18:22You find a workable solution.
18:24Afrat Afri was left in the ICC board meeting.
18:26He thought that Pakistan would reconsider.
18:28Then he said,
18:30BCCI, PCB and ICC
18:32together
18:34find a workable solution.
18:36On Saturday and Sunday,
18:38Mr. Gora takes a holiday and plays golf.
18:40I don't think a meeting will be held on Saturday and Sunday.
18:42This meeting will be held on Monday.
18:44Most of the board members
18:46will say the same to Pakistan.
18:48Because most of the people
18:50are leaning towards India
18:52that you should agree to the hybrid model.
18:54But Pakistan will have to bargain
18:56in such a way
18:58that when there is an event in India in the future,
19:00Pakistan should not go there.
19:02And Pakistan should also agree to the hybrid model.
19:04Women's World Cup is held in India next year.
19:06Asia Cup is held in India next year.
19:08After that,
19:10India will host the T20 World Cup in 2026.
19:12In all these events,
19:14adopt the hybrid model.
19:16At the same time,
19:18the Pakistan Cricket Board should also
19:20present a resolution
19:22that the governance of the ICC should be independent.
19:24In 2011,
19:26there was an independent review by Lord Bolt.
19:28It said that
19:30three big boys,
19:32Australia, England and India
19:34should not be there.
19:36Sponsorship should be revived.
19:38This should be the solution.
19:40Kamran,
19:42Pakistan is not agreeing
19:44to the hybrid model.
19:46You should reinforce your stance.
19:48But do you think
19:50this option
19:52will be exercised?
19:54Because the other two options
19:56are also very interesting.
19:58India will take out all the matches
20:00of the ICC.
20:02Do you think that
20:04if Pakistan does not adopt
20:06the hybrid model,
20:08we will have a strong footing?
20:10First of all,
20:12we have to think
20:14whether we can survive
20:16if the Champions Trophy
20:18is not held in Pakistan.
20:20We should take a decision.
20:22We have already made a mistake
20:24by accepting the hybrid model
20:26of the Asia Cup in 2023.
20:28It would be better
20:30if we do not repeat this mistake.
20:32Our chairman
20:34has been making
20:36mature statements
20:38about the Champions Trophy
20:40since this debate.
20:42He has not said anything
20:44negative
20:46about Pakistan's cricket
20:48or Champions Trophy.
20:50If the Pakistan Cricket Board
20:52wants to take this stance,
20:54we should back it.
20:56If they do not take it today,
20:58when will they take it?
21:00Otherwise, we will keep
21:02reading such issues
21:04on the media every day.
21:06People from India
21:08are sensible and educated.
21:10You know that
21:12they have a political agenda.
21:14When there is a match
21:16or India has to travel
21:18to Pakistan,
21:20all the political parties
21:22on one side
21:24and India on the other.
21:26These things are not right.
21:28We should stay away.
21:30India should come to Pakistan.
21:32We have also been to Pakistan.
21:34Shahid Bhai has spoken about
21:36the hybrid model.
21:38The ICC has said that
21:40India will host
21:42the hybrid model.
21:44Both the countries should not
21:46host the event until
21:48the bilateral series is held.
21:50This is not a decision overnight.
21:52You have to stay positive.
21:54Sometimes you have to take a decision.
21:56I think the current stance
21:58of the Pakistan Cricket Board
22:00is very strong.
22:02We should stay on it.
22:04They are on a big post.
22:06They have to take a decision.
22:08We should support them
22:10in whatever decision they take.
22:12Pakistan has written a letter
22:14to the ICC.
22:16You know that the ICC is
22:18supported by Jai Shah.
22:20We are talking about
22:22a united ICC.
22:24Do you expect
22:26relief from there?
22:28Do you expect to accommodate
22:30Pakistan?
22:32No, I don't think so.
22:34There were no political
22:36overtures.
22:38Jai Shankar was happy
22:40and tweeted.
22:42Many people were saying
22:44that after the Maharashtra election
22:46there was a slight change in stance.
22:48Maharashtra won the alliance.
22:50But nothing has changed.
22:52Even today, the external minister
22:54has told a few journalists
22:56that there is zero chance
22:58of sending the Indian team to Pakistan.
23:00This means that there is no change
23:02in their stance.
23:04But now the time has come.
23:06Pakistan should take this stance.
23:08The ICC and the board members
23:10should take this stance.
23:12Mohsin Naqvi has met the chairman
23:14of the England and Wales Cricket Board.
23:16He went to Dubai a day ago.
23:18He told the ICC
23:20that he wants to inform them
23:22before the meeting
23:24that if they have a workable solution
23:26they should give it to them.
23:28This is the time to implement
23:30your stance.
23:32Tell the ICC
23:34and the board members
23:36that if India
23:38flexes its muscles
23:40on its cricketing ability,
23:42then it is acceptable.
23:44It is acceptable
23:46if the ICC
23:48shows its strength
23:50on the basis
23:52of its ability
23:54in cricket,
23:56ODI,
23:58and T20.
24:00But the ICC
24:02should not accept
24:04the political
24:06and financial clout.
24:08Why not go out
24:10and search the market
24:12for sponsors?
24:14There is no problem
24:16for 4-5 years.
24:18The market knows
24:20that it will get the revenue.
24:22There are many sponsors.
24:24India's financial
24:26stability should be
24:28eliminated.
24:30The Saudis are also
24:32investing in IPL.
24:34The worst scenario
24:36is that India's team
24:38does not come to Pakistan.
24:40What will be the
24:42impact of
24:44the Champions Trophy
24:46on cricket?
24:48What will be the
24:50impact on the mood?
24:52Overall,
24:54there will be a big
24:56dent in cricket.
24:58Whether it is the
25:00Champions Trophy
25:02or not,
25:04if India does not
25:06come to Pakistan,
25:08our government
25:10and our institutions
25:12should ask
25:14the people
25:16who have good relations
25:18at home
25:20to talk to Modi
25:22and find a solution.
25:24These things should
25:26be away from politics
25:28and should be sports.
25:30You know that
25:32their relations are good.
25:34Maybe it is better
25:36for both countries
25:38to talk about it.
25:40The war on the media
25:42is not good
25:44for both countries.
25:46We should think
25:48about it.
25:50If it does not happen,
25:52we will definitely
25:54suffer a loss.
25:56We have been hosting
25:58for a long time.
26:00We should not let it go.
26:02We have to host
26:04Our chairman,
26:06Pakistan Cricket Board
26:08and our government
26:10have been very flexible.
26:12There is no positive decision
26:14from them.
26:16We should take a decision
26:18while keeping Pakistan's
26:20cricket in front of us.
26:223 options
26:241. India should play
26:26at a neutral venue
26:282. All matches should
26:30be shifted from Pakistan
26:323. India should not
26:34play Champions Trophy
26:36What is the outcome
26:38out of these three options?
26:40There is no third option.
26:42The media outlet
26:44has written it wrong.
26:46You cannot remove a kid's
26:48bat and ball from a cricket match.
26:50You cannot remove a kid's
26:52bat, ball and money
26:54from a Champions Trophy match.
26:56There is no such option.
26:58There is a hybrid model

27:02bat and ball from a
