00:06First in our stories for this afternoon, New Year brings new beginnings, new faces to fill in new roles.
00:14Leading government's renewal moves are the Philippine National Police which announced earlier today
00:20the elevation of seven ranking PNP officers into their new posts in the force.
00:25The biggest winner in the PNP's latest batch of promotion, Visayas Area Police Command Chief Major General Robert Rodriguez
00:34who assumes the post of Acting Deputy Chief for Operations,
00:38supplanting Lieutenant General Michael Dubria who reached the mandatory retirement age of 56 on December 20 of last year.
00:47The post of Deputy or Acting Deputy Chief of Operations is the third highest in the PNP leadership hierarchy.
00:55Three Brigadier Generals also got the nod for their new officer-in-charge post in the
01:01Directorate for Information and Communications Technology Management,
01:06Police Regional Office P.R.O. Karaga and Aviation Security Group.
01:11Also named to Acting Deputy Directorships are Roy Parena for Police Community Relations,
01:18Junisio Bartolome for Administration of P.R.O. Central Visayas
01:23and Colonel Mariano Rod for Deputy Director for Administration of P.R.O. Davao.
01:30In welcoming the newly promoted officers, PNP Chief Romel Marbil reminded all his officers to remain steadfast in their sworn duty,
01:39maintain fairness in their decisions and uphold the dignity of their positions as law enforcers tasked to serve and protect the citizenry.
01:50Meanwhile, POTUS Joe Biden, two weeks before he formally steps down from office,
01:55will visit New Orleans in the wake of the Bourbon Street road attack that left 14 innocent men and women dead.
02:03He will commiserate with the bereaved families of the victims and offer them comfort and hope in their grief.

02:14Closed circuit video captures the moment when 42-year-old U.S. Army veteran Shamsuddin Jabbar
02:21rammed his truck into crowds of people early New Year's Day in New Orleans.
02:25A black Islamic State banner was recovered from the truck, prompting the FBI to investigate this as an act of terror.
02:33U.S. President Joe Biden says federal agencies are investigating all possible links.
02:39Federal law enforcement and the intelligence community are actively investigating any foreign or domestic contacts
02:45and connections that could possibly be relevant to the attack.
02:48We're going to continue to relentlessly pursue ISIS and other terrorist organizations where they are,
02:53and they'll find no safe harbor here.
02:55Fourteen people died in the attack and dozens were injured.
02:59Jabbar suffered a fatal gunshot wound after opening fire on police.
03:04The FBI says Jabbar stashed improvised explosive devices, or IEDs, in drink coolers,
03:10one of which they say he placed at a busy intersection.
03:13The Department of Homeland Security says this is another case of what it calls homegrown violent extremism.
03:20It is a very difficult threat landscape, and it is why that we as a community,
03:28not just the federal government, but state and local officials and residents,
03:33need to be alert to it and take the precautions necessary to avoid violence from occurring.
03:39Later on New Year's Day and more than 2,000 kilometers away in Nevada,
03:43U.S. Army Green Beret Matthew Livelsberger drove a rented Tesla Cybertruck to the Trump International Las Vegas Hotel.
03:51The Clark County coroner confirmed the highly decorated Livelsberger,
03:55whom officials say suffered from PTSD, died from a self-inflicted gunshot before the truck exploded.
04:02Officials say no one else was seriously hurt.
04:05Law enforcement says there are so far no links between the attacks.
04:10People in New Orleans held a party-like vigil for the victims of the New Year's Day attack.
04:16President Biden and First Lady Jill Biden plan to visit the city on Monday.
