00:00Internet access is not a privilege with a price tag, but rather a universal right for all to enjoy.
00:07Hence, it should be free of charge and ubiquitous.
00:10Thus, government's free Wi-Fi for all program has been bankrolled by a 7.5 billion allocation

00:23available on one's fingertips as our Bien Manalo reports.
00:29Grade 12 students Jara, Rafael and Kar are currently undergoing on-the-job training
00:35at the Barangay Hall of Tandang Sora in Quezon City.
00:38Some of their tasks are encoding, organizing important documents and research.
00:43So the free Wi-Fi of the Barangay Hall is a big help to them because it makes their work easier.
00:48It's a big help to us because we have an O.G.T. here.
00:52Just like that, we are looking for research about O.G.T. in our work.
00:58It's a big help to us. For example, we are working on a computer or sometimes we don't know what we're doing.

01:08Aside from the Barangay Hall, they are also able to use the free Wi-Fi in some other public places and spots.
01:14I'd like to say thank you because it's really helpful during O.G.T. and other working hours.
01:21Thank you very much government for your free Wi-Fi. I hope we can use it for a long time.
01:26The government allocated more than 7.5 billion pesos for the Free Wi-Fi for All program under the 2025 National Budget.
01:34According to a legislator, its cost is thrice the amount of the previous funds allocated for the program.
01:39This will be used for the extension of password-free public internet hotspots throughout the country.
01:45Additional funds will also be allocated for the construction of over 50,000 public Wi-Fi hotspots,
01:51especially in those considered geographically isolated and disadvantaged areas or guidas.
01:57So to all my fellow public servants, my challenge to you is to spread these initiatives to all corners of the Philippines,
02:04especially to those who remain without access to the internet.
02:09Free Wi-Fi hotspots can also help to improve public access to online learning and distance education.
02:15It also aims to reach our countrymen who live in rural communities to have access to valuable online resources,
02:22such as government skills training and services, and help them find a job and opportunities.
02:27Let us remain steadfast in our belief that working side by side, pressing on, keeping our promises one by one,
02:34we will attain a Bagong Pilipinas that fosters a more secure, comfortable, and fulfilled life for everyone.
02:41Based on the December 2024 Global Speed Test Index report by OCLA,
02:46the average mobile internet speed in the Philippines appears to be 36.36 megabits per second.
02:52This is lower compared to some of our neighboring countries in Southeast Asia.
02:57Because of this, some legislators have called for the passing of the House Bill 10215,
03:03the measure that requires the private telecommunications companies to ramp up the delivery of mobile internet speeds in the country.
