00:00This is a production of the European Commission on Foreign Affairs.
00:04The European Commission is a non-profit organization
00:07that provides information and information-based services
00:10to the European Commission on Foreign Affairs.
00:15The program will continue on Mediain TV Afrique.
00:18Thank you for joining us for this round of non-faceted news.
00:21The members of the Polisario team were invited this Tuesday
00:24to an audition at Wiklo,
00:26of the Commission on Foreign Affairs of the European Parliament.
00:30An invitation that aroused a lively reaction
00:32from several European deputies
00:34who see it as an act aimed at compromising relations with Morocco.
00:38Details in a few moments.
00:42Donald Trump reiterated his desire
00:44to see the Palestinians of the Gaza Strip live without violence.
00:47The American president also said he wanted to send the Palestinians
00:51to Egypt and Jordan to obtain peace.
00:57The city of Goma is at the heart of violent fighting
01:01between Congolese forces and combatants of the M23.
01:0517 dead and 370 injured were recorded
01:08and several embassies attacked.
01:10We meet again right away for the development.
01:16Welcome ladies and gentlemen to the European Parliament.
01:19Members of the Polisario team were invited this Tuesday
01:23to an audition at Wiklo, of the Commission on Foreign Affairs.
01:27This session organized at the initiative of the European Left
01:30aroused a lively reaction from several European deputies
01:34who see it as an act aimed at compromising relations with Morocco.
01:38However, this approach was also criticized,
01:42notably by Thierry Mariani, a French MEP
01:45who firmly expressed his opposition
01:48to the audition of the Polisario team
01:51denouncing the invitation of a separatist militia
01:54supported by Algeria.
01:56For him, this initiative puts in peril
01:59the credibility of the European Parliament
02:01and risks harming the privileged relations
02:04that the European Union maintains with Morocco,
02:07a key partner in the fight against terrorism
02:10and the management of migratory flows.
02:15And just to talk about it and learn more,
02:18we meet live from Paris,
02:20Moustapha Tossa, editorialist and political analyst.
02:23Good evening to you.
02:25Good evening.
02:27So, the invitation of the Polisario team to the European Parliament
02:31has therefore taken place in a tense context
02:34where certain European political groups
02:37are multiplying attacks against Morocco.
02:40How do you explain this approach?
02:43So, in your introduction, you talked about Wiklo,
02:46which is by definition a great discretion.
02:49But what we know is that this Wiklo
02:52has been massively boycotted by many parliamentary groups.
02:55So, how do you explain this approach?
02:58It is that the extreme left,
03:01especially the French one,
03:04expresses a certain tropism
03:07towards the separatist adventure
03:10and openly supports the Algerian agenda.
03:13And it takes advantage of all the wheels of the European Parliament
03:16to advance this agenda.
03:19So, it could compromise the relations
03:22between the European Union and Morocco
03:25if these parliamentary groups
03:28manage to impose resolutions
03:31in which respect would be mandatory
03:34for the European states.
03:37But what we know is that this extreme left
03:40does not have an absolute majority
03:43to impose its views.
03:46And what it provokes today is much more media noise
03:49than real political projects.
03:52So, this is what explains
03:55that whatever we do, this extreme left
03:58will always express sympathy for this adventure
04:01of the separatist Polisario.
04:04But it will not put the precious relationship
04:07between the European Union and the Kingdom of Morocco.
04:10The exchanges with the Polisario
04:13could also compromise the relations
04:16of the European Union in the region.
04:19Can we therefore speak of divisions within the European Parliament?
04:22So, yes,
04:25in fact,
04:28the point on which we must insist
04:31in this matter is that the European Parliament
04:34has no sympathy for the separatist adventure.
04:37What it is doing
04:40is much more respecting
04:43or submitting to an Algerian agenda.
04:46The Algerian regime seems to have invested a lot of money
04:49to be able to convince its European parliamentarians
04:52to launch this operation.
04:55And to tell you how much
04:58it will have no major impact
05:01on the relationship between France and Morocco.
05:04Recently, there was a meeting of the European Parliament
05:07in which the European parliamentarians
05:10asked for the release of the French-Algerian writer
05:13Bouhamed Sansal.
05:16There was a huge majority that voted for this resolution.
05:19There was a small minority
05:22that abstained or voted against.
05:25And it is the same minority,
05:28by chance, that stood up
05:31against the release of Bouhamed Sansal,
05:34who expressed a form of sympathy for the police and the separatist adventure.
05:37So, to tell you how much,
05:40despite these attempts, despite these media attacks,
05:43there will not be much impact on the decisions of the European states
05:46as long as there is a general movement
05:49led by France, led by Spain, Germany and other countries
05:52that tend towards the recognition
05:55of the Moroccan identity of the Sahara
05:58and the support of the sovereignty of Morocco on the Sahara.
06:01Precisely, the polisario is responsible for violence
06:04against civilians, as evidenced by the projectile shots
06:07that killed Smara in October 2023
06:10and is also involved in humanitarian aid
06:13to the camps of the kidnapped Sahrawi
06:16in Tindouf.
06:19When will we see the polisario classified
06:22as a terrorist separatist and what will be the impact
06:25of such a decision?
06:28So, we are talking about this decision
06:31to classify the polisario in the list
06:34of terrorist organizations, especially
06:37in the American political circle.
06:40We are asking the administration of Donald Trump
06:43to want to adopt this position
06:46to put pressure on regional actors
06:49to find a political solution to this crisis.
06:52So, if tomorrow this is realized and the polisario
06:55is classified as a terrorist organization,
06:58it will have a major impact on the positioning
07:01of European countries that will have a hard time
07:04maintaining any relationship with an organization
07:07that is classified as a terrorist.
07:10It will have a major impact on African countries.
07:13This will accelerate, in one way or another,
07:16the exclusion of the famous Rast within the African Union.
07:19So, there will be many African countries
07:22that will review their positioning
07:25and their relationship with the polisario and the Rast.
07:28But the major impact is that it will automatically
07:31transform the Algerian regime
07:34into a sponsor of a terrorist organization,
07:37which will force it to review its vision,
07:40its strategy and its relations with its international environment.
07:44Thank you again, Moussa Fatossa.
07:47I remind you that you are editorialist and political analyst
07:50and you will come back, of course,
07:53following this invitation of the polisario at the European Parliament.
07:58The US Secretary of State has saluted
08:01the leadership of His Majesty King Mohammed VI
08:04in favor of the promotion of regional and international peace and security.
08:07Marco Rubio, who spoke on the phone
08:11with the Moroccan Minister of Foreign Affairs,
08:14Nasser Bourita, highlighted the importance
08:17of a strategic Moroccan-American partnership.
08:20The details are with Shaima Fikiri.
08:24Strengthen the strategic Moroccan-American partnership
08:27in favor of regional and international peace and security.
08:30This is what the US Secretary of State, Marco Rubio,
08:33said during his telephone interview
08:36with the Minister of Foreign Affairs, Nasser Bourita.
08:39Marco Rubio also saluted the leadership
08:42of His Majesty the King in this context.
08:45And in view of the solid strategic relations
08:48and the historical link between the United States and Morocco,
08:51the two heads of diplomacy have affirmed the importance
08:54of expanding even more their partnership in trade
08:57and investments that would benefit the two peoples.
09:00His Majesty the King Mohammed VI had also affirmed
09:03in his congratulatory message addressed to Donald Trump
09:06during his re-election as President of the United States
09:09that Rabaa and Washington were united
09:12by a historic alliance and a strategic partnership
09:15that resisted the test of time.
09:18Given the situation in the Middle East,
09:21Marco Rubio and Nasser Bourita also discussed
09:24the implementation of the ceasefire agreement in Gaza,
09:27the liberation of hostages and the leadership of Morocco
09:30in the contribution of humanitarian aid to Gaza.
09:33The US President and the Minister of Foreign Affairs
09:36have committed to cooperating intensively
09:39to advance common interests in the region
09:42and put an end to the conflict.
09:45The Beidman Al-Rhods Al-Sharif Agency,
09:48affiliated to the Al-Rhods Committee under the Presidency
09:51of His Majesty the King Mohammed VI,
09:54announced the Ramadan program with the goal
09:57of collecting one million US dollars to finance this program.
10:00This includes 2,000 food baskets
10:03with 22 types of basic products
10:06for the needs of Palestinian families
10:09as well as 30,000 hot meals in addition to 200 clothes
10:12for orphans supported by the Agency.
10:15On this occasion, Director Mohammed Salem Al-Sharkawi
10:18stated that the Moroccans, under the leadership
10:21of His Majesty the King Mohammed VI,
10:24continue to provide all kinds of support and aid
10:27to the people of Gaza and its inhabitants.
10:33It is a human tide that, since yesterday,
10:36has won the north of the Gaza Strip
10:39after a compromise between Israel and Hamas
10:42for the release of six hostages
10:45which allows the return of the displaced.
10:48According to Hamas, 300,000 displaced people
10:51returned on Monday to the north of the territory
10:54of the fragile ceasefire in place since January 19.
10:57The Israeli government has also announced
11:00that eight hostages, eight of the hostages
11:03held back in Gaza on the 26th,
11:06still to be released during the first phase
11:09of the Trev Accord, were dead.
11:19US President Donald Trump reiterated
11:22his desire to see the Palestinians
11:25of the Gaza Strip live without violence
11:28and said that he would soon speak to
11:31Israeli Prime Minister Benjamin Netanyahu in Washington.
11:34The head of the United States said
11:37that he wanted Egypt and Jordan to welcome
11:40Palestinians from Gaza, which he described
11:43as a site of demolition.
11:48Trump's plan for Gaza is a red line
11:51for the Arab world.
11:54Trump's recent statements suggesting
11:57the movement of Palestinians from the Gaza Strip
12:00to neighboring countries such as Egypt and Jordan
12:03have triggered a wave of condemnation
12:06in the Arab world and beyond.
12:09Qatar reiterated its support for the solution
12:12to two Palestinian and Israeli states
12:15after the words of the American president.
12:18The opposition has always been clear
12:21about the need for the Palestinian people
12:24to recover their rights and about the fact
12:27that the solution to two states is the only way
12:30to solve the Palestinian issue.
12:33We have always been on the side of our Palestinian brothers.
12:36We also fully collaborate with the Trump administration
12:39and with the Whitkoff envoy.
12:42I'm not going to comment on the discussions
12:45but I would say that it is very productive
12:48and we have worked in close collaboration
12:51with the Trump administration.
12:57This plan, perceived as an attempt to liquidate
13:00the Palestinian cause, has aroused firm reactions
13:03calling for a just and sustainable solution to the conflict.
13:06Jordan already welcomes about 2.3 million
13:09Palestinian refugees, just like Egypt,
13:12which is subject to a forced displacement of Palestinians.
13:18The solution to the Palestinian cause
13:21is to establish a Palestinian state
13:24with East Jerusalem as its capital.
13:27This would be done by emphasizing the need
13:30for a credible political process
13:33that establishes this state on the model of the 4th of June.
13:36This is our position
13:39and we will continue to do so
13:42with the United States and other countries.
13:47Beyond the Arab world,
13:50the international community has expressed its indignation.
13:53France has denounced an unacceptable project
13:56reminding that any forced displacement of populations
13:59constitutes a violation of international law.
14:02On the other hand, the UN has warned that the implementation
14:05of such a plan could lead to disastrous humanitarian consequences
14:08and a lack of peace.
14:11Islamic organizations have also taken a stand.
14:14The Organization of Islamic Cooperation has condemned this initiative
14:17recalling its indefatigable support for the rights of the Palestinian people
14:20including the right to return and self-determination.
14:23This time in Syria,
14:26two high-ranking Russian officials arrived this Tuesday
14:29in the Syrian capital.
14:32A first since the fall in December of Bashar al-Assad,
14:35and a second since the fall of the Kremlin.
14:38Moscow wishes to preserve its two important military bases in Syria.
14:41The Russian media RT Arabic claims that it must meet
14:44the new Syrian leader, Ahmad al-Shareh,
14:47and his foreign affairs minister, Assad al-Shibani.
14:50For the time being, the Syrian authorities have not commented on this visit.
14:58The French-Algerian writer Boalem Sansal,
15:01detained in Algeria,
15:04to return to prison,
15:07said today the French Foreign Minister,
15:10Jean-Noël Barrault, during an interview with Sud Radio.
15:13Asked about his proposal to go to Algeria
15:16to discuss with Algerian authorities,
15:19formulated a few days ago,
15:22Mr. Barrault replied that he was ready
15:25at the right time to take up all the subjects
15:28to reconcile the relationship between the two countries.
15:31Mr. Sansal has been incarcerated since mid-November in Algeria
15:34and is being prosecuted for terrorist or subversive acts
15:37aimed at the security of the state.
15:40While tensions are still alive
15:43in the Democratic Republic of Congo,
15:46Morocco reiterated this Tuesday,
15:49during a ministerial meeting of the Council of Peace and Security
15:52of the African Union on the examination of the situation
15:55in the east of the DRC,
15:58on the fundamental rights of states
16:01for their national and territorial unity,
16:04good neighbourliness and non-interference
16:07in the internal affairs of all African states,
16:10including the DRC,
16:13as stated by the Minister of Foreign Affairs, Nasser Bourita.
16:16In an interview read in his name
16:19by the permanent ambassador of Morocco
16:22to the IAEA and the UN,
16:25Moroccan diplomacy has also shown
16:28that Morocco reaffirms its constant position
16:31against any form of separatism
16:34and firmly condemns the destabilizing actions
16:37of armed groups that endanger the national unity of states.
16:40Let's go back to the DRC.
16:43Several embassies, including that of Rwanda,
16:46have been attacked in Kinshasa, the capital.
16:49The embassies of France, Belgium and the United States
16:52have also been targeted by these attacks
16:55carried out by demonstrators denouncing the conflict
16:58in the east of the DRC.
17:01The French Minister of Foreign Affairs, Jean-Noël Barrault,
17:04described this situation as unacceptable.
17:07Everything is put in place to ensure the safety of our agents
17:10and, in writing, the head of French diplomacy.
17:17Let's stay in the Democratic Republic of Congo
17:20where the fighting continues to wreak havoc in Goma,
17:23on the border of Rwanda,
17:26east of the Democratic Republic of Congo,
17:29between the Congolese forces and the fighters
17:32of the M23 group.
17:35The latest reports state 17 dead and 370 injured
17:38since the failure of an RDC-Rwanda mediation
17:41under the aegis of Angola.
17:44Fighters of the M23 and Rwandan soldiers
17:47entered the gates of Goma on Sunday.
17:50The UN estimates their number to several thousand.
17:53It is in this context that a meeting between the president
17:56of the RDC, Félix Tsekedi, and his Rwandan counterpart,
17:59Paul Kagame, is scheduled for tomorrow.
18:04Backpack on the back and mattress on the shoulder,
18:07the inhabitants of Goma fled the provincial capital
18:10of North Kivu where the Rwandan army and the M23
18:13penetrated on Sunday.
18:16After the assault of the armed groups on the city,
18:19the state of emergency is launched in Goma,
18:22a theater of violent clashes,
18:25all the way to the city center.
18:28First of all, we want to reassure the population
18:31that following the security meeting we had yesterday
18:34around the President of the Republic,
18:37who gave us instructions so that we can work
18:40as a government to avoid carnage and loss
18:43in the eyes of the manifest intentions of Rwanda.
18:46Yesterday, bombs were dropped on the camps of the displaced.
18:49This is why we want to recommend to all our populations
18:52in Goma, mainly, to stay safe,
18:55to stay at home.
19:00Following the humanitarian situation on site,
19:03the UN qualified Monday as extremely worrying
19:06the humanitarian situation in Goma.
19:09The UN organization now focuses its missions
19:12on the civilians who pay the highest price.
19:15The humanitarian situation in and around Goma
19:18is extremely, extremely worrying.
19:21The humanitarian situation in Goma is extremely worrying.
19:24While the areas of active combat have spread
19:27throughout the city, water and electricity are cut off.
19:30This morning, several shells hit the Charity Maternity Hospital
19:33in the center of Goma, killing and injuring civilians,
19:36including newborns and pregnant women.
19:39The artillery fire was directed at the city center.
19:42The rapid progress of the M23 adds to the diplomatic tensions
19:45between the Democratic Republic of Congo and Rwanda,
19:48which led to a meeting organized by Kenya
19:51with Presidents Felix Tshisekedi and Paul Kagame.
19:54An extraordinary summit of the Community of East African States
19:57dedicated to the situation in RDC
20:00will be held this Wednesday, said Nairobi.
20:03The Council of Peace and Security of the African Union
20:06will hold an emergency meeting on this crisis.
20:13Tomorrow, January 29, will be the official date
20:16of the exit of Mali from the CEDEAO.
20:1924 hours before this date, analysts and journalists
20:22give their opinion on a separation that has become inevitable
20:25and that will certainly have consequences.
20:28The development with our correspondent Mohamed Ayyoko.
20:31Mali is preparing to leave the CEDEAO.
20:34If Mali is part of the founding fathers of this institution,
20:37the recent events in Mali and in other countries
20:40of the Alliance of States of the Sahel have made the situation
20:43difficult and the cohabitation impossible
20:46between the CEDEAO and the IAS, as explained
20:49by the teacher-researcher in community law, Yuba Nimaga.
20:53When Mali, on January 9, 2020,
20:56was hit by CEDEAO sanctions,
21:00following the coup d'état in Burkina Faso,
21:03the Nigerian CEDEAO
21:06brought the community organization
21:09to inflict heavy sanctions.
21:12At the 24th hour of this exit, several questions
21:15have been raised about the possible consequences
21:18and future relations between the two entities.
21:21The consequences can be economic.
21:24First of all, the community organization
21:28has been built on the economic pillar.
21:31And then the political part has been graffitied.
21:34This means that we will have to turn our back
21:37on a large market like the CEDEAO.
21:40But also, the question we ask ourselves
21:43is whether an organization
21:46has to be re-established
21:49in favor of an organization
21:52to be built or to be experimented on.
21:56Faced with an irreversible situation,
21:59some believe that other paths could have been
22:02preferred instead of divorce.
22:05For me, as it is the other way around,
22:08if we could stay in the CEDEAO,
22:11even create the AES, it could be done.
22:14But as they have decided, we will see what happens next.
22:17Otherwise, people are divided between concern and opportunity.
22:20At the end of a meeting of foreign affairs ministers
22:23on January 26 in Ouagadougou, Burkina Faso,
22:26the Minister of Foreign Affairs of Mali,
22:29Abdoulaye Diop reassured the population
22:32about the CEDEAO.
22:35Cap on a united and prosperous Africa.
22:38The African Continental Free Trade Zone
22:41is a historic opportunity to transform the continent.
22:44It is also a colossal challenge
22:47that calls for collective mobilization.
22:50I would like to thank Genes Moukaka and Moussa Ndiir
22:53for the explanations.
22:56The African Continental Free Trade Zone
22:59represents a historic opportunity for the continent.
23:02With a potential market of 1.3 billion consumers
23:05and a combined GDP of 3.4 billion dollars,
23:08what aspect should we focus on
23:11to promote its implementation, for example in Senegal?
23:14From the moment we will identify the advantages of the AES,
23:17we will focus on the efforts that Senegal is making
23:20to strengthen the competitiveness of our companies.
23:23Senegal is a market of 18 million people
23:26and today we have a market of 1.3 billion.
23:29This means that we have business opportunities
23:32and to seize these business opportunities,
23:35we must, beyond the harmonization of legislation,
23:38make our companies competitive
23:41to be able to distribute Senegal's products on a continental scale.
23:44The regional economic communities
23:47are facing challenges related to divergent economic policies
23:50and certain practices that slow down this process.
23:53You have seen the obstacles that stop the implementation of the AES.
23:56These are the same obstacles that have stopped the implementation
23:59of the AES.
24:02There are more factors of disintegration than of integration.
24:05Today, one of the phases of integration
24:08in African countries is the AES.
24:11But you will see that in some African countries,
24:14the implementation of certain community rules
24:17that constitute the basis of operation poses problems.
24:22A collective dynamic of African authorities
24:25could make this project a significant step forward
24:28for African integration.
24:31African governments must continue to work on harmonization
24:34because the challenge is the harmonization
24:37of commercial policies, customs policies,
24:40and fiscal policies.
24:43The AES, since it is an economic project,
24:46is a promise of the future for the African continent.
24:49But for it to keep its promises,
24:52it will require more than agreements,
24:55it will require a real collective will and a concerted action.
24:58The challenge has been launched,
25:01and Senegal, like the rest of the continent, has a key role to play.
25:04That's all for today.
