Six Malaysian Maritime Enforcement Agency (MMEA) officers who were on duty during the recent Tanjung Rhu shooting involving Indonesian nationals have been placed on leave while police investigate the incident, says the Home Minister.

Speaking at a press conference at the Parliament building on Monday (Feb 3), Datuk Seri Saifuddin Nasution Ismail said authorities suspect the boat was involved in human trafficking but are not ruling out the possibility of firearm and drug smuggling, based on previous case patterns.

Saifuddin added that police have identified one of the injured men as a transporter who facilitated the movement of undocumented migrants in and out of the country.

00:00This is a reference to an incident on the 24th of January in Tanjong Ruh, Selangor,
00:11which started when the area control centre in Kelang
00:21detected a suspicious contact entering the waters of the Keri Island.
00:35It was 2.58 in the morning and the maritime operations centre in Selangor
00:45sent a PPMM boat, the Penggalang 31, to cross the area immediately.
01:00It was 2.58 in the morning after the radar detected a suspicious movement.
01:09The Penggalang 31 boat then successfully detected the suspicious contact.
01:20The term we use here is suspicious contact.
01:22There was actually a boat.
01:24And the PPMM started to introduce itself by using the sea of halos to give orders.
01:41Giving orders using the sea of halos in the open sea in the early morning is important.
01:51The first action to give orders is a very important action that has been started.
02:00And it turned out that the boat did not give orders.
02:11The reason why it did not give orders is because it kept moving.
02:21So, of course, the PPMM or the PPMM boat, the Penggalang 3 boat,
02:31if after the boat was given orders, it even kept moving non-stop,
02:40it meant that the boat had to be chased.
02:43So there was a chase.
02:48And at that time, there was an attempt by the boat to hit the PPMM boat.
03:07The attempt was clearly aimed at the engine of the PPMM boat.
03:16The engine of the PPMM boat is a petrol boat.
03:19So in danger, if one of the engine of the petrol boat is damaged, it can cause an explosion.
03:31Because of the crash, the warning shot was released into the air.
03:45In addition to the warning shot, it turned out that the boat did not stop.
03:57And the PPMM boat captain, in such a situation, then aimed at the engine of the PPMM boat.
04:12When the PPMM boat was chased, the warning shot was not stopped.
04:16The warning shot was also not stopped.
04:19Then the next shot was fired at the engine of the boat.
04:24That will allow the boat to stop.
04:28If the shot is fired, it can stop.
04:35But it turned out that the boat continued to crash.
04:39And at that time, it managed to get through.
04:47In the event of a crash, it managed to get through.
04:52So the PPMM boat returned to the jetty.
05:02The incident began at 2.58 am.
05:07Only at 9 am, there were two things that I wanted to share.
05:15First, we received a report that there was a boat on land.
05:25And inside it, there were two men.
05:31One was injured.
05:34The other was not moving at the time.
05:40But after the medical team came and did a check-up, it was confirmed that he was dead.
05:46So one was dead, the other was injured.
05:50This is based on the information received at around 9 am.
05:58On the same day, another report stated that
06:06there were three more men who were injured by a shot that had been fired at a hospital.
06:14At Serdang Hospital.
06:17Three men who were injured by a shot were reported.
06:21We received a report that the people who were injured were sent to Serdang Hospital.
06:33On the same day, the people who were injured were sent to Kelang Hospital.
06:41So one was dead, one was injured at Kelang Hospital, and three were at Serdang Hospital.
06:52Okay.
06:55But there was one more who was actually injured and was sent to the hospital,
06:59but he chose not to go to the hospital.
07:03So we know his identity.
07:06The first thing I established was the number of people who were confirmed dead and injured.
07:13They were from the people of Indonesia who had no documents.
07:22There were no documents.
07:25The police conducted an investigation.
07:28In the investigation, the police arrested a man who was identified as a transporter.
07:47A transporter.
07:49A transporter is someone who acts to bring in and out people who have no documents to our country.
08:02The police arrested him.
08:04And the initial investigation showed that he was related to the boat that was targeted by the PMM.
08:16The investigation that the police are conducting now is,
08:21first, under Section 307 of the Penal Code,
08:26which is under attempted murder.
08:29That's the first.
08:31The second is Section 39 of the Firearms Act, 1960.
08:36That is, firearms cannot be released unless there is a reason for it.
08:44Section 186 of the Penal Code,
08:47which prohibits public officials from carrying out their duties.
08:52And Section 26A of the Penal Code,
08:56which is under the Smuggling of Migrants Act,
09:07which is under the Smuggling of Migrants Act.
09:10But because this is a serious case of smuggling of migrants,
09:15the investigation has been opened.
09:18But I want to say,
09:20this investigation is still early,
09:22and we do not deny the possibility,
09:26the more we question the investigation,
09:30those who were arrested,
09:32or those who are injured,
09:34who we are now holding,
09:36the more we investigate,
09:38we do not deny,
09:39based on the pattern of investigation,
09:41case investigation,
09:42in a similar situation,
09:45it can lead to the opening of an investigation paper
09:49on the smuggling of migrants,
09:52on the smuggling of firearms,
09:55on the smuggling of smugglers,
10:02that has been opened.
10:04We do not deny the possibility
10:06of opening an investigation later,
10:09based on other sections,
10:11under other charges.
10:14Because it involves a number of Indonesian citizens,
10:18and the Indonesian embassies contact us,
10:21to get access to them.
10:25We have allowed it.
10:27They have held a meeting,
10:29at the hospital where they are being treated.
10:32But they are still under the remand status.
10:36We remanded them.
10:38We detained them,
10:40for the purpose of investigation,
10:42based on the documents we mentioned earlier.
10:44Then, at the same time,
10:47if there is a request from the Indonesian government,
10:49we allow access to be made.
10:52That is the first.
10:53The second,
10:55the Indonesian Police Ministry itself is now conducting
10:58an in-depth investigation,
11:00on the involved members.
11:03The third,
11:06this is an investigation by the police,
11:10on behalf of the Indonesian Police Ministry,
11:12which I mentioned earlier,
11:14on firearms and so on.
11:17I just held a meeting earlier,
11:20with Tan Sri Razeruddin and Datuk Usin,
11:23and we agreed that,
11:26when the police investigate,
11:29on this APMM,
11:30the crew involved in the incident as well,
11:33during this investigation,
11:35they will be released.
11:38And this investigation is not controlled by IPD Banting.
11:43This has been taken over by the Ministry of Justice.
11:46Because the more we investigate,
11:49we find that,
11:51there is a potential,
11:53that the investigation will open up to
11:55much more serious sections.
11:58So, they are not satisfied with just the regional IPD.
12:01Now, it has been taken over by the Ministry of Justice.
12:04So, that is important for me to establish
12:07a few things about the incident
12:09on the 24th of this month.
12:12So, in the incident,
12:14on the part of Datuk Usin,
12:18did they shoot back?
12:22Alright.
12:23Let me explain.
12:25Before that,
12:28let me give you a very clear background.
12:31At 2.58am, 3am,
12:35the APMM's task after receiving
12:38suspicious contacts, suspicious movements,
12:40and based on the work of the APMM,
12:43if they come across suspicious contacts,
12:46it is usually related to
12:48life threatening incidents,
12:49weapons, drugs, illegal immigrants,
12:51all sorts of things.
12:52Therefore, they issued a warning,
12:55through the helicopter,
12:56they released the gun to the air,
12:59then the APMM's boat was hit,
13:03and when the situation was close,
13:08it was found that there were weapons,
13:10guns, in the boat that they were chasing.
13:14So, we have to take the whole context.
13:18If we are in the position of our authorities,
13:22who are in charge of our region,
13:26facing a target that
13:29after being told to stop,
13:30did not stop,
13:31so what do we do?
13:34And after the warning was given,
13:37the gun was also fired,
13:40did not stop them,
13:42and after we saw it,
13:43that was the action that was taken at that time.
13:55We will investigate all of that
13:57until we reach the APMM.
14:01There are many modes of transportation,
14:03I can list them one by one.
14:04So, let's focus on this incident,
14:07because we have caught the man
14:09who we are currently establishing as a transporter,
14:14and the record of his passport,
14:16his immigration,
14:17also shows his movement back and forth,
14:20for this one purpose.
14:22So, we will,
14:23how did he announce his service,
14:26all of that,
14:27let Dr. Husin and his team,
14:28Dr. Zainal,
14:29will investigate all of that.
14:31I don't want to make a pre-emptive,
14:33or make a guess,
14:35it's not fair.
14:37I'm just sharing the facts,
14:39that's all.
14:40After that,
14:41the police will investigate.
14:44Who are we going to investigate?
14:46One, the man who is a transporter,
14:48and the other,
14:49the one in the boat,
14:50the three or four injured people,
14:52they can talk.
14:54We will take their explanation.
14:56That's more accurate,
14:57if they say seven people,
14:58seven,
14:59if they say seventy,
15:00if they say there are women and children,
15:02we will establish that information,
15:04when the investigation is done,
15:06and completed.
15:07For now,
15:08it's not fair to make a guess.
15:10And I ask all the people,
15:11don't make a guess,
15:12give the police a chance to investigate,
15:14establish the facts,
15:16and we will do it professionally,
15:18in this situation.
15:20Because this case is related to Indonesia,
15:22for example,
15:23the agency only contacted us to visit.
15:26And because of their situation,
15:28when we were in the hospital,
15:30we allowed it.
15:31What does it mean?
15:32It means,
15:33we are transparent.
15:34We have nothing to hide.
15:37We will do it properly,
15:39with full responsibility.
