00:00241 billion pesos?
00:02Sir, sir
00:03That's a big amount.
00:05You can't say that it's a geographical error that was corrected by the technical working group.
00:11It's hard because it's a big amount involved.
00:14Are these the blanks?
00:16Yes, yes.
00:17Did you just buy it?
00:18Like you copied everything?
00:19There are a lot of those blanks.
00:21Now, when we looked at what we put in those blanks,
00:26we got 241 billion pesos.
00:30Sir, why 12 counts of falsification?
00:35I think it's better to answer directly to the council.
00:40That's 12 counts.
00:43They asked for the blanks 12 times.
00:48That's what the BICAP approved.
00:51It's zero.
00:52It says zero.
00:53When it comes to the president, it should also be zero.
00:57You can't change it unless it's a geographical error, wrong spelling, wrong formatting, or misspelling.
01:03That's all you need, or wrong grammar.
01:05You can't put zero.
01:07You can do 90 billion, or 80 billion, or even 10,000 pesos.
01:12You can't do that, even a peso.
01:14Just zero.
01:15So, we counted 12 times that there's such an insertion.
01:21It means that Speaker Romualdez is fond of blanks.
01:25Who are the respondents here?
01:30Of course, Speaker Romualdez, because he's the head of the House of Representatives.
01:38Manuel Jose Dalipe, because he's the one in AFRO.
01:43Majority leader.
01:44Yes, majority leader.
01:45He's the majority whip.
01:46He's the one marshalling the votes for this.
01:50Congresswoman Kimbo.
01:53And we believe that there's an insertion.
01:57The former appropriations committee chairman, Galdico.
02:02And there are also people who we haven't identified yet,
02:06who we believe are members of the technical working group acting under instructions of the named respondents.
02:14Staff?
02:15Yes, yes, of course.
02:17Even though they're just ordered.
02:19Because they did it.
02:21So, they have to justify if they inserted under the directions that these are lawful instructions.
02:28Because if the instructions are lawful, they're also liable.
02:31Completely.
02:32Yes.
02:33Who are you?
02:35I'm doing this in representation of Citizens' Crime Watch.
02:40This is our representative, our national chairman.
02:43The Citizens' Crime Watch has been in existence since 1992.
02:47And we really care.
02:49As long as we see that there's corruption, we file it.
02:55We filed it in the democracy.
02:57There's a now-Congressman, Secretary Kareen, who is now being prosecuted in Sandigan Bayan.
03:02We filed it to Commissioner Guanson, the corrupt, who is now being prosecuted in RTC Bulacan.
03:08And we filed many more here, in sub-44, against former President Aquino.
03:15We filed those.
03:17So, this is not political.
03:19This is our advocacy for Citizens' Crime Watch.
03:24We are non-partisan.
03:38We are non-partisan.
