00:00Nowadays, the weather is very hot, especially when people deprived of liberty are the ones who suffer the most in the country.
00:09According to experts, BJMP is now hotter than ever before due to climate change.
00:17This is Bernadette Reyes.
00:19Some days ago, the heat index in Pangasinan was high.
00:26That's why fishermen are worried about their catch.
00:30There is no oxygen in the water, so they are breathing on top of it.
00:34Of course, they will die.
00:36In Dagupan City, the highest heat index today was 44 degrees Celsius.
00:42The Biracat Anduanes and Tacloban City also recorded a dangerous level of heat.
00:48The heat is hotter in Iloilo City District Jail.
00:52Its capacity is more than 200, but there are more than 1,000 PDLs inside.
00:58We are very hungry.
01:00Some people are sleeping on the side.
01:02You have no choice.
01:04No matter what you eat, it's dry.
01:07According to the jail nurse of the past few days,
01:10up to 100 inmates are being asked to check up.
01:13In the morning, they are being open-celled.
01:16They only have an area where they can sleep because of the heat.
01:23Our activity area is supposed to be in the corridors.
01:26All activities in the jail are conducted in the morning.
01:29We let them sleep temporarily.
01:32This reflects the situation in various major prisons in the country.
01:37According to the Bureau of Corrections,
01:39the congestion rate in their prisons is 248%.
01:44Aside from the infrastructure project, according to the BJMP,
01:47they are already implementing measures to ensure the safety of PDLs.
01:52This includes the 24-7 standby jail nurse,
01:56the installation of exhaust fans and ventilator shafts,
01:59and ensuring that there is a sufficient supply of medicine and clean water.
02:03Many schools in the country are still conducting asynchronous classes today,
02:07like in Manila.
02:08In Iloilo City, it is recommended that if the heat index reaches 42 degrees Celsius,
02:14in-person classes will be automatically canceled.
02:17This is becoming more frequent,
02:19and the likelihood of heat cramps or heat exhaustion is increasing,
02:24especially for children and the elderly.
02:28It is not yet officially hot,
02:30but the Filipinos are fighting the heat.
02:34Like an ice-cold water bottle of a delivery rider.
02:37I just wrap it in a cloth.
02:39A student's comfortable clothes and scarf.
02:42So that I don't get caught in the heat stroke.
02:45And a fitness enthusiast changed the time of exercise.
02:49Earlier, around 8, 7.30, so that it's not too hot.
02:53Even cows in Ilocos Norte are bathed and fed with water early.
02:59According to the UP Institute of Environmental Science and Meteorology,
03:03the heat is different now compared to before due to climate change.
03:07This is the change of climate due to the release of greenhouse gases.
03:14So if we compare it to our parents' youth,
03:18compared to now, it's really hotter in general.
03:22It's the whole world, but there are places where it feels hotter.
03:26In Metro Manila, there are also more urban spaces.
03:29So cement, essentially.
03:31So it absorbs heat.
03:34And then later on during the day, it also releases heat.
03:39So that's why it gets hotter.
03:42To avoid the bad effects of extreme heat,
03:45avoid sun exposure between 10 a.m. to 4 p.m.
03:50Wear fresh clothes and always be hydrated.
03:55The water level in Angat Dam has also dropped to an extent
03:58where more than 90% of the water is supplied in Metro Manila.
04:02MWSS said earlier that they don't see a shortage of water supply throughout the year.
