00:00Kakapuso, it's only been 38 days since the election of 2025. Are you ready?
00:06To be more prepared for voting, we will continue to give guidance for smart voting here on E! Eleksyon.
00:21Our election today is about the political dynasty. We often hear about it, but do our Kapuso know what it is?
00:30What is the political dynasty for you?
00:33Their families, all together.
00:36One will end, and the other will replace the other.
00:39What can you say if the children end at the same time?
00:43That's when there's a misunderstanding about the children.
00:47It's okay, as long as the real service is given.
00:51What can you say that the position of the government is just based on the children?
00:55The political dynasty is just a business.
00:59They're just tired of it all the time.
01:01Is it better to vote again for the birth of an elected official or to try again?
01:06It won't change the course of their lives.
01:09It depends on how good their father's career is. If it's bad, we'll replace the other.
01:16If his first job was okay, why didn't you vote for him again?
01:20Now, there are many who run better, so that's what I'll vote for.
01:24I think people also need to change.
01:27How many members should a family have to say that it's a political dynasty?
01:32Five or four.
01:33Three or more members.
01:35Three or more members.
01:37Two or more members to consider as political dynasties.
01:45Our guests are good at answering.
01:47We'll answer questions about the political dynasties with Atty. Ona Caritos,
01:52Executive Director of the Legal Network for Truthful Elections, Olente.
01:55Good morning, Atty.
01:57Welcome. Thank you for having us again.
02:00Atty., we always hear about the political dynasties, especially during elections.
02:05But what is the definition of a political dynasty?
02:08Just like what we interviewed earlier on EDSA,
02:12a political dynasty is basically a family that is in the same place.
02:17But there's no number. One, two...
02:21Well, one, two, three, and so on.
02:24There's always a classification of the political dynasties.
02:28Yes. As long as there's a relative in the position,
02:31that's considered a political dynasty.
02:34This is the classification.
02:36There are other classifications.
02:38Yes, we have a thin dynasty,
02:42we have a fat dynasty,
02:44and we have an obese dynasty.
02:47Can we elaborate on this?
02:52Let's start with the obese.
02:54I'm not included in the obese dynasty, Ivan.
02:57In the obese dynasty, there's only one person in the position.
03:00But once that person is in the position, his relative will replace him.
03:04Husband, brother, son.
03:07So that's the thin dynasty that we call it.
03:11The fat dynasty is when two people are in the same position.
03:16And the obese dynasty is when there are three or more people
03:22who are in the same position.
03:26I think I know something like that.
03:28We know a lot of things like that, Ivan.
03:30Here in the Philippines, I think this is where the positions are divided.
03:33After the father, the wife, and the son,
03:36they will be replaced.
03:39Just like what we said in the interview earlier,
03:42they will be replaced.
03:46What does the law say about the political dynasty?
03:49Our countrymen don't know that we have an anti-dynasty prohibition.
03:55But we will see that in the SK Reform Law.
03:58It says in the SK Reform Law,
04:00when you run in the SK election,
04:05you should not have a relative who is sitting
04:07whether from the highest national position
04:10down to the lowest local position.
04:12So if you have a relative who is a president
04:14or if you have a relative who is a barangay official,
04:17you cannot run in the SK election.
04:20That's great, Atty.
04:21The online question of our heart
04:23from the Facebook page is the first one.
04:25Henner Lagata's question.
04:27In the SK positions that have been implemented,
04:29the relatives who are in the elected positions
04:33national or local,
04:34up to the second civil degree of consanguinity or affinity,
04:37why can't they do that in the higher elected positions in the country?
04:42That's a good question.
04:43You already did it in the SK.
04:44Why can't you do it in the higher positions?
04:45Maybe they will say to us,
04:46we already did it.
04:47Why should we do it in the higher positions?
04:49But our answer to that is simple.
04:52Of course, if they put the anti-dynasty prohibition
04:55in a higher position,
04:57they will be affected.
05:00They don't want to get a stone
05:02that they will hit on their own heads.
05:04They said,
05:05we already gave you our hands,
05:06do you still want our arms?
05:07Just our hands first.
05:09Let's talk about the situations
05:12that our constituents can experience.
05:14For example, Atty.
05:15One voter was given a relief goods or giveaway.
05:19It's not directly from the candidate,
05:21but from his family.
05:23His mother, siblings.
05:24Is this considered vote-buying?
05:27Well, we have what we call
05:28Abuse of State Resources
05:30in the current Congress Resolution.
05:32It's also included in our Omnibus Election Code.
05:35In times of emergency,
05:36especially during the campaign period,
05:38the government will provide assistance.
05:41If there's a parpolin,
05:43campaign paraphernalia,
05:45or flyer,
05:46or brochure of a candidate
05:48in this election,
05:49it's considered ASR or Abuse of State Resources.
05:53Maybe, Atty.
05:55One of our constituents mentioned this earlier.
05:57If the election results are good,
05:58then you should also vote for your constituents.
06:01That's also the usual attitude of politicians.
06:05Even if we run well,
06:07people still vote for us.
06:09What's wrong with the dynasty?
06:10What's a good argument against this?
06:14Well, that's what people experience,
06:17that the situation is good.
06:18But how can we say
06:20that there's a situation that's not better
06:22if there's no other candidate?
06:24For the longest time,
06:25that's our problem, Ivan.
06:26They're the ones who are used to
06:28our fellow countrymen
06:30who are in the opposite seats.
06:32If the situation is good,
06:33then it's good.
06:34But if it's someone else,
06:35maybe it's better.
06:36We don't know what we're missing.
06:37Yes.
06:39Thank you very much, Atty. Oana Caritas,
06:41to your contributions
06:42to our constituents.
06:43Constituents,
06:44I will always support you in this election.
06:46Your advice on how to vote wisely.
