00:00Niger State Governor, Mohamed Omaru Bago has reversed self over arresting anyone with dreadlocks, a matching order he gave on Tuesday at stakeholders' security meeting in the state to security operatives in the state which is one of the states in Nigeria most troubled by bandits and terrorists, clarifying that,
00:19the arrest order is only meant for a particular group of people suspected to be a member of a particular secret cult group that carries dreadlocks as a symbol of identification, this, a well-known social media influencer, Martins Vincentovs a.k.a. Virida Artman had condemned the action of the governor, saying that, if the governor considered dreadlocks as a sign of insecurity, it therefore means, the governor should be the first to be arrested for carrying a monster beards.
00:48Virida Artman in a swift reaction to the governor's order on Tuesday, said, most criminals like Boko Haram terrorists often dressed responsibly and they are hardly seen putting on dreadlocks hairstyles.
01:01Adding that the governor should focus on providing jobs for the thousands of unemployed youths in the state, which he said is the major cause of insecurity, hence, urging the governor to avoid the misleading narratives of trying to tie insecurity to hairstyles.
01:16According to Virida Artman, the kind of misleading narratives and actions taken by the Niger state governor, Mohamed Omar Ubagbo, may be the reason why the insecurity in Nigeria probably has continued to be on the high side,
01:30because, because, the criminals do take advantage of the inability of the government to know the true modus operandi and thus, the governments always chased after irrelevant issues and meaningless issues of concern,
01:43while the terrorists and other criminals dressed, behaved in a more responsible ways to continue to terrorize the country.
01:49Governor Mohamed Omar Ubagbo had on Tuesday said,
01:53From today henceforth, anybody you find with dreadlock in Niger state, arrests him, barb his hair and fine him.
02:01Parents should warn their children.
02:03From this moment, it's 100% fire for fire.
02:07Demolish houses havering criminals.
02:09Also, any house found havering criminals should be demolished.
02:13Niger state is not for useless people, the governor had initially stated.
02:17On Wednesday, the governor, in another meeting with federal government officials in Niger state, reversed himself and stated that,
02:26Yesterday, we read a riot act on hooliganism, and people misconstrued our words for people who have dreadlocks.
02:33We don't have a problem with dreadlocks, but we have a problem with the cult here with dreadlocks.
02:39So, if you have dreadlocks and you have business, please come to Niger state.
02:43All that is media propaganda.
02:46We are only driving the cult that is becoming a menace in Niger state.
02:52Meanwhile, the governor at the security meeting on Tuesday,
02:56banned the use of tricycle and motorcycle from 6pm to 6am in the state capital, Minna.
03:02Details of the ban on the commercial vehicles as contained in the news release made available by Bologi Ibrahim,
03:09the chief press secretary to the governor of Niger state reads verbatim below.
03:14Niger state government has suspended movement of commercial motorcycle and tricycle riders from 6pm to 6am in Minna, the state capital.
03:24Farmer Governor Omaru Bago made this public at a critical stakeholders security meeting held at the government house
03:30with the traditional title holders in Minna Emirate and the heads of security agencies.
03:36Farmer Omaru Bago who announced exemption for medical emergency described the measure as temporary aimed at addressing
03:42the growing security challenges in the state capital.
03:46The farmer governor disclosed that he will not stay back and watch criminals continue to perpetrate evil
03:51adding that it is the responsibility of every government
03:54to ensure the security of lives and property of its citizenry.
03:59He also warned district, village and ward heads to always ensure proper documentation of people they harbor in the domains
04:06explaining that any house found to be harboring criminals will be demolished
04:10while buildings where hard drugs are sold will as well be destroyed.
04:14The farmer governor also called on the entire security apparatus of the state
04:19to ensure that they clamp down on criminals, their hideouts and their cartels.
04:23Farmer Omaru Bago equally cautioned parents to warn their children as anyone caught in any violent related activity
04:31will be arrested and prosecuted accordingly with the full weight of the law
04:35as the state government will continue to have zero tolerance on thuggery and rascality.
04:40He described governance as a collective responsibility and thereafter called on all stakeholders
04:45to come together and ensure that insecurity is tackled.
04:49Deputy Governor of Niger State Comrade Yakubu Gaba, Emir of Minna al-Haji Umar Farik Bahaho,
04:56district, village and ward heads in Minna as well as security chiefs in the state attended the meeting.
05:02Yesterday, we read a write-up on legalism and people must choose our ways for people who have dreadlocks.
05:14We don't have problems with dreadlocks, but we have problems with the cult here with dreadlocks.
05:20So if you have dreadlocks and you have business, please come to United States.
05:24All that is in Minna propaganda, we are not driving dreadlocks from United States.
05:29We are only driving that cult that is coming in Minna's United States.
05:36There is no tolerance to rascality in Minna.
05:41Anybody that you find with a barber or dreadlock, arrest him, have his hair, and find him.
05:54Nobody should carry any kind of hair cord again inside Minna.
06:00I have given you much in order, the security agencies.
06:03Anybody, anybody you find with a weapon, deal with him as an armed robber.
06:09So for parents, warn your children, warn your wards.
06:20From this moment, it's 100% fire for fire.
06:28Any attempt to harass any security officer is an attempt to harass the government of Niger State.
06:33We are going to come with the full force of power of the government and descend on you.
06:38And any house found hybrid criminals should be demolished.
06:42Open development board.
06:44Bring it down.
06:47NDLA, ADC, and other agencies clamp down on drug dealers.
06:56If you can't take care of your children, we'll take care of them for you.
07:08We'll take care of them for you.
07:11We'll take care of them for you.
07:14Anybody that you find with a barber or dreadlock, arrest him, grab his hair, and find him.
07:31Nobody should carry any kind of hair cord again inside Minna.
07:36I have given you much in order, the security agencies.
07:38All right, so I just came back now, and this is the first news I'm seeing on Tundi Edna's page,
07:44where the governor of Minna, Niger State is talking about security, insecurity in his state,
07:50and then he went on to say that any youth or anybody you see with dreadlocks should be arrested and they should cut their hair.
07:57So basically, I guess he's trying to merge it up that dreadlocks is a sign of insecurity.
08:05Maybe.
08:06You understand.
08:07But if we want to judge by the looks,
08:10even you will be governor,
08:11they suppose who you barb your face, your beers.
08:15Because your beers alone shows that you don't even look responsible.
08:21Now, not from my own point,
08:22because I know a lot of elderly people where we say they see you,
08:25you carry beers,
08:27they'll say, come on, go ahead and clear his team.
08:29I don't see some old, old men that time for church,
08:31they'll tell those brothers for church when they do fine boy for choir,
08:34they'll say, go ahead and barb this hair,
08:36you are looking irresponsible.
08:38So if you are judging the youth and saying that,
08:41okay, they look irresponsible with their look,
08:43and it's a threat to security,
08:45based on you are discussing security,
08:47then even you as a governor,
08:48you need to clean shave.
08:51You need to shave.
08:53But that's number one.
08:54Number two, I'm a very nice guy.
08:56Very dark man is very nice.
08:58I want to help you as the governor
09:00to get the boys that have dreadlocks in Niger State.
09:03I will help you as the governor.
09:05But guess what I will also help you do?
09:07I will also help you find the youth in Niger State
09:11that don't have a job.
09:13The people living in abject poverty in Niger State.
09:16A lot of youth in Niger State are into fraud
09:19because the economy is not favoring them,
09:21and the government is not creating avenues for the youth to thrive.
09:25So if there are dreadlocks now,
09:29and they give the person work,
09:30do you know what you are about to stop now?
09:32What about people that are into the business of making dreadlocks?
09:35Because as far as I am concerned,
09:37it's a hairstyle.
09:37It's a hairstyle.
09:40So how about the people that are into the business of making dreadlocks?
09:43Now you don't close person's place,
09:44so you don't take make money with that.
09:47Do you understand?
09:49You don't close person's place.
09:50They say, we will make youth governor,
09:51make youth governor.
09:52This is what you know your advanced country talk about.
09:58Now, let's now go back,
09:59because like I said,
10:00it was talking about insecurity, right?
10:02Which is a good topic, right?
10:04Now, all the old people where they don't catch
10:06for insecurity,
10:08so just say, Boko Haram,
10:09you know, Boko Haram bandits and everything,
10:11none of them carry dreadlocks.
10:12Show me a Boko Haram member with dreadlocks.
10:16Show me a Boko Haram member with dreadlocks.
10:18People that attack,
10:23that cause insecurity in Nigeria,
10:25they are very smart.
10:26They have to blend in.
10:29And it is people like you,
10:31and this kind of ideology,
10:32that is making them blend in very well.
10:34Now you are going after people,
10:36you want to start going after boys,
10:37that are carrying dreadlocks.
10:39Then people now,
10:40they won't do the insecurity.
10:41They'll dress wear.
10:42They will wear suit and tie.
10:44They'll carry bomb,
10:44go bomb.
10:46They'll go to the kidnap.
10:47They'll wear suit and tie now.
10:51They'll wear allergy clothes.
10:53They'll wear hero and buba.
10:54They'll wear isiago.
10:57They'll wear isiago, hero and buba,
10:59or they'll wear malar clothes,
11:01or they'll wear suits.
11:03They'll carry out atrocities.
11:04You would not know,
11:05because you think
11:06that the people will get dreadlocks,
11:08and they'll be the bad people for the society.
11:10Let's clamp on them.
11:11Before you'll be able to talk to the youth,
11:16you must have something to offer the youth.
11:18What are you offering the youth
11:19for them to change their lifestyle for you?
11:22A lot of them now are artists.
11:26A lot of people carry dreadlocks
11:27for low self-esteem.
11:28Some people,
11:28they carry on these until they cover their hair.
11:31Some people,
11:31they look and say,
11:32okay, now these dreadlocks,
11:33they beautify me.
11:34A lot of people have different reasons.
11:35Some people want to grow their hair longer.
11:37Some people want to save their self-stress
11:40of going to the babbling saloon.
11:43Always.
11:43So they carry dreadlocks.
11:44Dreadlocks does not mean irresponsibility.
11:48When they talk,
11:49dreadlocks,
11:49now it goes strength.
11:50It will go by the Bible.
11:52Samson,
11:53hair style.
11:53They say Samson,
11:54keep hair.
11:54Once you know they comb your hair,
11:57because the Bible does not talk about comb.
11:58Once you know they comb your hair,
11:59now dreadlocks,
12:00it will turn to.
12:01So Samson,
12:01get dread.
12:02I want to believe
12:03John the Baptist also had dread.
12:05Now,
12:08when they get debate,
12:08say whether Jesus is a black man,
12:10if Jesus is a black man
12:11and Babby know they then,
12:12that is to say,
12:13man,
12:14Jesus said,
12:14get a da.
12:17Or,
12:17okay,
12:18yeah,
12:18there's a part where they show you.
12:20Do you understand?
12:21So,
12:22my dear governor,
12:23with all due respect,
12:24you cannot stereotype
12:26the people on dreadlocks
12:27and tag them with
12:29those causing
12:29insecurity
12:30or irresponsibility
12:32in the state.
12:33You can't do that.
12:34You can't do that.
12:36So please,
12:36sir,
12:37honorable governor,
12:38with all due respect,
12:39this is wrong.
12:41This is stereotyping.
12:42This is wrong.
12:45Other countries,
12:46they carry youths.
12:47They go outside country,
12:48train them.
12:49AI.
12:50May they come into production.
12:52I say,
12:52young governor,
12:53I expect you to bring in the youth
12:54so that they can go into production.
12:57This is what you can offer.
12:59OSAs who are on level,
13:00bringing youth to news
13:02in a more digital way.
