MANILA - Why is it still raining in Metro Manila and parts of Luzon and the Visayas? According to PAGASA weather forecaster Manny Mendoza, the northeast monsoon and the easterlies are causing rains in Metro Manila, Luzon, Visayas and some parts of Mindanao. He said the wind convergence of northeastern windflow and easterlies develops into cumulified clouds that causes isolated thunderstorms.
