00:00 The expected production of sugar in the country is lower than the target
00:04 due to the El Niño effect.
00:06 Will this result in a new high price?
00:09 Learn from the testimony of Bernadette Reyes.
00:12 Some parts of this plant are already dried in Kabankalan City, Negros Occidental.
00:21 Due to the effect of El Niño, the amount of sugar obtained from the plants is less.
00:26 According to the Sugar Regulatory Administration, 1.75 million metric tons
00:32 or more than 100,000 tons is the target
00:36 for the expected production of sugar by farmers.
00:40 Sometimes 20-30% or even more decrease in the amount of sugar.
00:44 Our progressive farmers in Negros,
00:47 everybody's been complaining about the drop.
00:50 In Batangas, the same thing.
00:52 So this is all related to weather.
00:54 Water is a big thing for the growth of crops
00:57 according to the United Sugar Producers Federation of the Philippines or UNIFED.
01:01 But due to the effect of El Niño,
01:04 The effect of this drop will be next crop year starting September of this year
01:08 all the way to 2025.
01:10 We feel that we are short again.
01:13 This is concerning.
01:14 If you have less production, there will be less money for the farmer.
01:17 That's how it's going to be.
01:19 And we're going to be importing more sugar.
01:21 That's how it is.
01:22 According to the Sugar Regulatory Administration,
01:25 even if the production of sugar decreases,
01:27 consumers should not worry.
01:30 Even businesses are using sugar
01:32 because there is enough buffer stock
01:34 that can reach 200,000 metric tons.
01:37 If the drop in production happens,
01:42 we have the buffer stock.
01:43 So retail is not supposed to go up based on that.
01:48 That will stay until milling ends.
01:51 So we will always have a buffer.
01:53 Because if it's milling season,
01:55 we harvest,
01:57 our production is overconsumption.
01:59 Meanwhile, President Bongbong Marcos
02:03 approved a 5 billion pesos fund
02:05 to buy sugar from farmers
02:09 through the Philippine International Trading Corporation.
02:12 It is expected to be sold on the market from June to September
02:16 before the new milling season begins.
