00:00 America has long said that their support for the defense of the Philippines is not strong.
00:06 But US Ambassador Mary Kay Carlson admitted that the mutual defense treaty is not easily negotiated.
00:14 Here is my exclusive interview with Ambassador Carlson.
00:18 In the more fierce China's move against the Philippines in the West Philippine Sea,
00:26 the question is repeatedly, when will the possible one of the last barrages of the Philippines, the mutual defense treaty, be used?
00:36 This is the agreement of the Philippines and America that protects each other not only in the Pacific Ocean but also in the South China Sea.
00:45 According to President Marcos, he will only use it if the Philippines is already facing what he calls the existential threat,
00:53 something that he does not tie up.
00:56 US Ambassador to the Philippines Mary Kay Carlson said in an exclusive interview with GMA Integrated News,
01:03 that this agreement is not an easy one.
01:05 That defense treaty, it's not an if A then B. It's not as if somehow you trip a wire and it's automatically invoked.
01:14 These are negotiations, these are discussions that our countries, our leadership, our militaries have day in day out.
01:20 And I think that what President Marcos said yesterday is exactly where the United States is on this.
01:27 The treaty has great value as a deterrent in showing that we are strong together.
01:34 It's been more than 70 years since the mutual defense treaty was signed in 1951.
01:39 It's only been a few years since the Philippines was liberated from the occupation of Japan during World War II.
01:44 This is one of the longest MDTs of any two countries in the world.
01:49 The administration called for a review of this, but what America said is,
01:55 As President Marcos has said, that the mutual defense treaty has stood the test of time,
02:00 that it's nimble enough to handle the situation, the current situation that we're all facing.
02:05 So I don't see a need to revise it, but certainly it is a living document
02:10 and one that we continue to address and assess through our day to day operations.
02:17 The mutual defense treaty is about deterring conflict.
02:20 It's about ensuring that we're strong enough that no one will, no power, no issue will arise that will threaten our peoples.
02:29 And so I agree that the mutual defense treaty as we see it now,
02:33 is perfectly capable of being the document that we rely upon to ensure the safety and security of our people.
02:40 Chinese President Xi Jinping told his military to prepare for possible seabed retreats.
02:48 We asked Carlson about this.
02:51 So when the Chinese government prepares something like this,
02:54 when they say that their military forces have to prepare for aggression,
02:57 that in itself is not seen by the US as an act of aggression.
03:01 Well, we're not being aggressive.
03:04 So if they're preparing for aggression, that's their issue, but that threat is not coming from us.
03:11 In April, the Trilateral Summit of America, Philippines and Japan will be held, according to Carlson,
03:17 which is possible to be held on the day of the region's opening.
03:20 I am certain that security will be one of the issues that will be discussed, but it won't be the only issue.
03:26 I think it's a historic time to have the three leaders meeting together and to set that direction for our future,
03:34 not just in this region, but the impact that we'll have for the entire globe.
03:38 In May, the Indo-Pacific Business Forum will be held here in the Philippines.
03:43 We see US companies really interested in the Philippines.
03:47 There's a lot of buzz, very positive buzz about what's going on here.
