00:00Because it's cool to drive,
00:02Rampang went online for persons with disability
00:05that was installed in the new Edsa Bus Carousel Station
00:08in North Avenue, Quezon City.
00:10It was tried by a person in a wheelchair
00:13and it was measured by an architect
00:15to find out if it passed the standard of being cool.
00:19Jonathan Andal is the one who got it right!
00:24This picture of Rampang is now viral
00:26in a new station of Edsa Busway in Philam, Quezon City
00:30where netizens say it's cool and dangerous for PWDs.
00:37To confirm, we went there with Nelson,
00:41a wheelchair user of the Life Haven group.
00:43Sir, do you think you can do it?
00:45This is life-threatening, but we'll try.
00:48From the bench, Nelson took the elevator up to the footbridge.
00:53It was only the first ramp when he got out of the elevator.
00:57It's hard.
00:59I can't do it.
01:00I really can't do it.
01:02To get out of the bus,
01:04he'll try the viral PWD ramp
01:07to get on another elevator.
01:10I really don't think he can do it.
01:13Why?
01:14Because it's so scary.
01:16If I go straight there,
01:20I might bump into a piece of metal.
01:23But with the help of his teammate,
01:25Nelson still tried to get down,
01:27but backwards.
01:29Can you do it?
01:31Yes, I can do it.
01:33Nelson had to hold on to the railings
01:36to help his teammate who broke one of his arms.
01:39It's really hard.
01:41He really can't do it,
01:43even though he's a professional wheelchair user.
01:45It's really slippery and tight.
01:48It's not standard.
01:50Sir who's assisting,
01:52is it hard for you?
01:54It's really hard.
01:56We also showed
01:58the ramp to Architect Arman Yustaquio.
02:00He was one of the first ones
02:02to pass the IRR,
02:04or Implementing Rules and Regulations,
02:06of the National Law 344,
02:08or the Accessibility Law.
02:10Based on the law,
02:12the incline of PWD ramps should be only 4.8 degrees.
02:14But when he measured it
02:16with an inclinometer,
02:18it was 14.15 degrees.
02:20That's a huge difference.
02:22It's 10 degrees steeper
02:24than 1 in 12.
02:26So it's really steep.
02:28MMDA said that's why they made this ramp
02:30because when the elevator goes up,
02:32it's not level with the footbridge.
02:34They can't even raise the elevator
02:36because it will hit the MRT.
02:38If the MRT has a requirement
02:40that it should be like this,
02:43they can't raise it.
02:53Their solution is
02:55to put the ramp railings
02:57so that it will be stable.
02:59If we don't put it,
03:01what will happen to the PWDs?
03:03Not only PWDs,
03:05but also the elderly
03:07who have a hard time walking,
03:09the pregnant women.
03:11I always tell them
03:13it's hard for them to walk
03:15because they can't access the loading stations.
03:17So that's the solution.
03:19But the problem is
03:21the space is restricted.
03:23We appreciate MMDA's efforts
03:25to make it accessible.
03:27But the intent of DP344
03:29is accessibility law,
03:31independent mobility.
03:33In this case,
03:35they can't handle unassisted,
03:37especially those using wheelchairs.
03:40Otherwise, it's a bit dangerous.
03:42Because it's dangerous,
03:44Nelson will not ride the EDSA carousel bus
03:46if the station is like this.
03:48He called on the government
03:50to consult us
03:52if they will do this
03:54because we are the ones
03:56using this.
03:58For GMA Integrated News,
04:00Jonathan Andal, for 24 Hours.
04:04Although there is a standard
04:06that is recommended,
04:08the ramps in overpasses
04:10and underpasses
04:12may not follow the standard
04:14of maximum gradient or angulo.
