00:00PhilHealth is recommending to President Bongbong Marcos to lower the monthly contribution of their members.
00:07That is in the middle of the agency's payment due to the return of almost 90 billion pesos
00:14from the government's unused subsidy.
00:17Ma'am Gonzales has the news.
00:23PhilHealth's monthly premium is now 5%.
00:25So for example, if a direct contributor earns 10,000 pesos a month,
00:31his monthly contribution is 500 pesos.
00:34PhilHealth is now saying that they will recommend to President Bongbong Marcos
00:38to lower the contribution of their members.
00:40This is what PhilHealth said after listening to the Senate Committee on Health
00:44that they still have 500 billion pesos in their fund.
00:47I will convene our team and we will recommend for a reduction in the premium rates,
00:53contribution rates to President Marcos.
00:55Before this, the Senators promised to lower PhilHealth's payment of almost 90 billion pesos
01:01from the government's unused subsidy.
01:04They hoped that it will be used only for patients.
01:06Why do we need to return the 90 billion?
01:09Why are PhilHealth's benefit packages still not enough and there are still out-of-pocket patients?
01:14Before you raise funds, think about what can be used for that money.
01:20PhilHealth explained that it is legal to raise funds to the national government.
01:25It was also not taken from the contribution of the members.
01:28It doesn't mean that because the 90 billion is gone, PhilHealth will lose money.
01:32Why don't you use your fund for the poor, for the patients who are in need,
01:37so that your money will not be taken away by the Department of Finance?
01:44We are very, very aggressively enhancing all of our benefit packages.
01:49In fact, we did an initial 30% across the board last February 14.
01:54And we are already in the process of doing another round of 30%, right?

02:02Finance Secretary Ralph Recto also faced criticism.
02:05He said that the GCG and OGCC agreed that it is legal and does not include a fund that is not allowed to be raised
02:11in accordance with the Universal Health Care Act.
02:13He also said that the money will not be invested in the Maharlika Investment Fund,
02:17but in unprogrammed appropriations or government projects that do not have a specific source of funding.
02:23To fund the unprogrammed appropriations, Congress determined that there is another way,
02:30aside from new taxes, as well as debts.
02:34And this is through collecting from those who sleep and do not use money from the GOCCs,
02:44that we are still paying interest.
02:46But some doctors are still talking about not reducing the fund for health care.
02:51We are the ones who are being approached, we are the ones who are by their side in the fight.
03:02PhilHealth's help is not enough.
03:06Let's not call it savings because this is our debt to them.
03:13This should not be taken lightly.
03:15While the intent of the government to help the economy through the transfer of the funds to the national budget may be meritorious,
03:24the means for its achievement is definitely in violation of the law,
03:29especially if the health sector is being robbed of their rights due to it.
