00:00This cop just ran over an innocent civilian, killing her instantly.
00:11Here is his co-worker trying to justify his actions.
00:23Even worse, he's just been caught laughing and joking about this girl being killed, all
00:27while he thought his body cam was off.
00:33But cops get caught out like this all the time, like when this cop was caught on her
00:37body cam, ridiculing a mentally ill woman.
00:44And this officer is so corrupt, he outright begged his partner to disable his camera with
00:49evil intentions.
00:52But let's first take a look at the cops caught for stealing thousands of dollars of property
00:57from an innocent man.
00:59The officers were supposed to be collecting his property as part of an eviction notice
01:02to return to him later.
01:04Sheriff Traylor Harris and Sheriff Banks were part of the team sent to help with an
01:08eviction in Missouri, but they decided they were just gonna help themselves to the expensive
01:12watches and jewelry.
01:13To cover, they tried to turn their body cams off, but Officer Banks, instead of turning
01:18it off, she turned hers back on.
01:48This is more like a burglary than an eviction.
01:56In order for law enforcement to become involved with an eviction, the landlord must obtain
02:00a writ of restitution that gives a tenant a certain amount of days to vacate the property.
02:04If they fail to leave, the cops get involved to assist in the moving process.
02:08We should be able to trust that they'll do their job and resist the temptation to help
02:12themselves.
02:13After these cops, it was time to unload what they just looted.
02:43At this point, these cops have no legal base to justify their actions.
02:57During an eviction, officers may have legal grounds to remove personal items from the
03:01rental unit.
03:02However, they must follow certain procedures set out by law regarding storage and disposal
03:07of the property.
03:08In this case, however, all we see them do is take items with fiscal value, and considering
03:12the whispered tone of their conversations, these actions lack any legal justification.
03:18But it's what they do and say next that will be their ultimate downfall.
03:42I said the two hours, I guess, will start whenever they come in to move.
04:09That's her purse, look in it.
04:12Probably got some dough.
04:14Not only did these officers just rummage through and steal whatever they wanted, but now they're
04:18searching through the tenant's purse without any prior consent or probable cause.
04:23After treating themselves, they finally let the tenants back inside to remove their personal
04:28belongings.
04:29A week later, the owner filed a theft report, sparking the investigation that discovered
04:33the accidental body cam footage.
04:35In December 2022, Traylor Harris was convicted on charges of theft by a public servant and
04:40was given five years probation and a $10,000 fine.
04:44Banks managed to make a plea deal for a misdemeanor charge to avoid prison time, and both have
04:48been fired from the police force.
04:50However, this evil cop ridiculed a mentally ill woman after threatening to tase her, all
04:55without turning off her body cam.
04:57You wanna get tased?
04:58Don't do it.
04:59This is gonna be so fun.
05:01When Tulsa police officers respond to a 911 call, they find a woman has locked herself
05:05inside a store's bathroom and is refusing to leave.
05:08Inside that bathroom is 70-year-old LaDonna, and she's in the middle of a major mental
05:12health crisis.
05:13Tulsa police, can you open the door?
05:14LaDonna, can you open the door?
05:15Well, no.
05:16So, if you don't open the door, we're gonna have to bust it down, okay?
05:17Oh, why would you do that?
05:18I'm not doing anything to you.
05:19I'm not.
05:20They want you off this property.
05:21It's not like that.
05:22Mm-hmm.
05:23She won't even talk.
05:24No.
05:25So, I tried.
05:26She won't come out.
05:27She won't open the door.
05:28We have, like, a crisis team, but they're busy right now.
05:30The store manager has every right to ask the woman to leave, and her refusal now makes
05:42this a potential case of trespassing.
05:44But with such a mentally unstable woman involved, these cops need to try and avoid a confrontation.
05:49Unfortunately, that's not what Officer Karacia has in mind when she arrives on the scene
05:53with a big mouth and a bad attitude.
05:55How about let's get this out of here?
05:56Because that's not good for us.
05:57She's spraying air freshener.
05:58Look, you can see it.
05:59All right.
06:00Any point in time, we gotta be ready for her to open that door and be ready to fight, because
06:09she seems pretty...
06:10The property owners want you to leave.
06:11They said that you're banned.
06:12So, if you come out and leave...
06:13What if I don't?
06:14Because you won't come out of the bathroom, they want you to leave.
06:15What if I have diarrhea, vomiting?
06:16Is that a sin?
06:17They said you've been here for four hours.
06:18Well, you know, time flies when we're having fun.
06:19Either you can come out of the bathroom, or you can come out of the bathroom.
06:20You can come out of the bathroom.
06:21You can come out of the bathroom.
06:22You can come out of the bathroom.
06:23You know, time flies when we're having fun.
06:25Either you can come out and leave, or you can come out and go to jail.
06:28So you get to choose.
06:29So you get to L.A., ask him to escort me out.
06:32Got you.
06:33Okay.
06:34Well, I'm not getting L.A.
06:35But it says 11.
06:36So either you leave on your own...
06:37I think she's going to get you if that last a long time, she's got the door for you.
06:43Officer Kiraisha might've forgotten her every move is being filmed by another officer, as
06:48she jokes and laughs about a mentally ill woman on the other side of that door.
06:52They do have a way to solve this problem peacefully after LaDonna says she'll leave if the store manager asks her the problem is
06:58She isn't on site, but the cops came up with an alternative
07:05You guys are gonna need new air freshener, I hope we don't mind
07:12Okay, it's unlocked I can feel like the tension from her hand just holding it
07:16Mm-hmm literally just bars through yeah, I love you once you've runs out of air freshener. Yeah, when she runs out once
07:27Because I want you to leave and I gave you the chance you come out on your own
07:30Are you gonna do it's then discovered that LaDonna has an aerosol can and a cigarette lighter in the bathroom with her and officer
07:35Correia is convinced that she's going to use it to light the whole place up if they don't get her out of there soon as
07:41Serious as this is becoming officer Correia seems to be enjoying herself a little too much
07:46I'm gonna kick this door down and rip you out of there
07:57Someone needs to use the restroom. Can you open the door for them to use the restroom?
08:06I don't even know this lady looks like is she why I have no idea
08:16I
08:23Am I gonna be hurt are you gonna stab me? Do you have any weapons LaDonna? We have not do that
08:34So you don't have any weapons in there I don't know he might have a knife and try to stab me
08:39I
08:40Don't know
08:41But the approach officer Correia is taking obviously isn't working and is only making LaDonna's behavior even worse
08:48And it's not going to get any easier when she threatens to unleash her taser
08:52So you're gonna get pepper sprayed and that's gonna be a good time
08:55So just to let you know either you open the door or you get pepper sprayed
09:01Yeah, right there see that's crack plenty enough right here like yeah and spray right here
09:09There's gonna be a lot of
09:15She needs to go to jail for arson just trying to start a fire
09:21You're gonna have to shoot me now, we're gonna have to go hands-on and throw you to the ground
09:27Finally now it's about time
09:30That's the sound of reinforcements arriving at the scene and it looks like officer Correia is about to get her wish and finally get her
09:36Hands on LaDonna. It's only moments after another officer arrives that they're finally becoming face-to-face with a desperate suspect
10:06We don't have to do any of this
10:17We told you multiple times come on walk I gave you the chance
10:23I did
10:33When the footage of this arrest went viral it caused outrage
10:37But although the police department said the officers conduct was highly unprofessional
10:41No action was taken against anyone involved
10:44Thankfully there were other officers around to keep officer Correia from getting out of control
10:49Unlike this next case where a deputy decides to frame an innocent woman for possession of narcotics when he thinks nobody's looking
11:00Officer Wester is no stranger to controversy and this is one of three cases that landed him in a world of trouble and proves
11:07Precisely why many people don't trust the police
11:10Wester pulled over a vehicle containing a couple and three kids for seemingly no reason whatsoever
11:15He decided he was going to frame someone in this car as a drug addict and concoct a make-believe story
11:20Which will all be captured on his own body camera
11:23He's going to say he's found evidence of meth inside the vehicle while the couple's three terrified children are crying in the backseat on the outside
11:30It seems as though Wester is playing everything by the books, but when he gets back to his patrol vehicle
11:35He reveals on his body cam exactly what he's really thinking
11:45Hey, all right, I found your stuff. Look, we make traffic stops out here for drug interdiction purposes
11:50Okay, is there anything illegal in the vehicle? Anything concerning that? Bombs, hand grenades, anything like that? Okay, do this for me
11:54I know it's hot, but switch the car off real quick and just man as soon as he finishes you can turn it back on
12:00It's just that'll mess up the dog's nose if he smells the fumes
12:03And I'm gonna keep the traffic off since we're a little bit in the roadway and let him do his thing
12:07Are y'all doing this because of Alabama's tag? Nope, I do this 20-30 times a shift, man, make traffic stops, we deploy the K-9, it's nothing personal at all, man
12:22Boy, Morat
12:23In Florida, police don't necessarily have the right to search your vehicle
12:27But if a K-9 unit was to detect the scent of drugs
12:30Then that gives cops the probable cause they need to perform a search
12:34But there's an argument about the reliability of K-9 units and the ability for cops to simply lie
12:40And say that the dog flagged when it really didn't
12:42And that's exactly what Wester's plan is
12:45Alright, man, look, that was a positive alert to the odor of narcotics emitting from the interior of the vehicle
12:51That does give me probable cause to search the vehicle, okay?
12:54Alright, now I know we've got some babies back there and I know it's hot outside
12:57I am gonna search the vehicle
13:00How hard would it be for y'all to get the kids out and hang out with them real quick?
13:04Alright, that's fine, we can hop out
13:07That's right, man, by the cop car
13:09Y'all just hang tight
13:19That pill bottle is what Wester is going to use to set this couple up
13:22It's a legitimate medication, but Wester's about to test the substance in a bottle
13:26And completely fake the results on camera
13:29Man, it's hot
13:32Both of y'all use Excedrin?
13:34She does, because she's had headaches here lately
13:41Hey, if you don't mind, take this gentleman and the kids just up to the van up there
13:45I need to have a conversation with this young lady right here
13:53Are they okay to put the kid in the van?
13:55Yeah, absolutely, and they can turn the air on, that's fine
14:02Wester's just performed a field drugs test
14:05The test came out pink, and it was picked up on his body camera despite his efforts to hide it
14:10Pink signifies a negative test, and now the couple should be free to go
14:14But he's about to lie, and actually become a criminal himself
14:18Do you recognize this bottle right here that was in the trash bag, Batting Champs?
14:22Yeah, it's the one that you bought at home a few days ago
14:26Look, at this point, you are detained, okay?
14:31I ain't gonna put you in handcuffs in front of your kids or anything like that, but I need to ask you some questions, okay?
14:35That white little Excedrin bottle
14:38Bottom corner, with the way it was positioned, I opened it up
14:42There is a crystallized substance in the bottom of that bottle
14:46I tested it there, it did return a presumptive positive for methamphetamine here on the side of the road
14:53So my question is, first of all, is it yours?
14:57Second, do you know where it came from?
14:59Yeah, he bought it
15:00He bought it, okay
15:01I have migraines
15:03When did you put that bottle in the bag, or did you put the bottle in the bag?
15:07We just put it in there today
15:09Is there anything on you?
15:10No
15:11Any narcotics, anything like that?
15:12No, I don't do anything
15:13I smoke cigarettes and drink a lot of paper
15:15Alright, so you don't use any kind of narcotics or anything?
15:17Never have?
15:19No
15:20Okay
15:21Like I said, I don't mess with that stuff
15:23You've never messed with it in the past?
15:25No
15:26It's no wonder the female passenger looks stunned, as she has no idea what Wester is talking about
15:31Either she came into contact with meth through someone else, or this cop is lying
15:36Have y'all ever had anybody ride in the vehicle with you at any chance?
15:41Because I'm gonna be honest with you, here's where I'm at right now
15:43Right now you are in constructive possession of methamphetamine
15:46My brother and my sister, him and my sister, they used to do it
15:52But since she had her kids taken away, I mean they live in Walsall
15:56Right, so
15:57I just went over there to pick up some money from my mama and was going home
16:02That's all I was doing
16:03Let me ask you this question
16:05The driver of this vehicle, I'm guessing that's your husband
16:07Yes
16:08Does he use methamphetamine?
16:09No
16:10Does he use any kind of illegal narcotics?
16:11No
16:12Doesn't smoke weed?
16:13No
16:14Nothing like that?
16:15Wester must have thought he was home free when she mentioned she just visited family
16:19And they've had problems with drug addiction in the past
16:22He's going to use this to his advantage
16:24And tell this innocent woman she's going to jail
16:26While trying to blame it all on her own family
16:29If she was found guilty of possession of meth
16:31She could face 5 years in prison and a $5,000 fine
16:35Alright, so you are going to jail today for possession of methamphetamine
16:37Because it was on your side of the vehicle
16:39It was on the bag whenever you were looking for your ID
16:42You would reach in there, you would touch the bag
16:44Okay, so you are in possession of that today
16:47Alright
16:48I swear I don't do nothing
16:50What I'm going to do though, since that young little boy is looking back
16:53I'm not going to put you in handcuffs, okay?
16:55Nothing on you, right?
16:56No, I swear to God, there's nothing on me
16:58Alright, go ahead and have a seat in the back of my car right here
17:03Look man, she's going to jail
17:05For possession of methamphetamine
17:07And that Excedrin bottle that y'all saw me pull out
17:10There is a crystallized substance that's tested here on the side of the road
17:13Tested for something positive for methamphetamine
17:15How's that?
17:16Hold on
17:17You don't do drugs a day in your life
17:18It was in the bag that I saw her fiddling with whenever she was looking for her ID, okay?
17:24Now, with all that being said
17:26By no means am I saying she's a bad person
17:29Understand that's not where I'm coming from
17:31The state of Florida entrusts us to be a fact finder, okay?
17:34So right now she is in constructive possession of methamphetamine
17:37Now, she told me after I read her her rights
17:40I'm not going to read you your rights
17:41I have no reason to because you're not detained
17:43You're not under arrest or anything like that
17:45But I do want some clarification if you can help me out with something
17:48She told me that y'all were just at a residence in Walsall
17:51We were
17:52With people that use methamphetamine
17:54Yeah, that would be her sister and her sister's old man
17:56So my advice in the future
17:58Don't let people that you know
17:59So now she's going down for that?
18:01Yes sir, and let me explain
18:03It's a felony in the state of Florida
18:04I don't really have discretion in the state of Florida, brother, okay?
18:07Wester is clearly loving every moment
18:09That he sets up these two innocent people
18:11And he wants to be there until she's locked away in her jail cell
18:14You've never been there before?
18:15I'm going to let the jail staff know whenever I get there
18:17Actually, I'll walk in with her
18:19And I'll let them know that she's upset and she's scared
18:21And they might be able to do something
18:23Put her in her own hotel or something for the night
18:25They might be able to work something out
18:26I've never been there before
18:28Right
18:29Listen, man
18:30I want your word
18:31That you'll be careful when you let her out of that vehicle
18:33Yeah
18:34We're not going back over there no more
18:35Okay
18:36We're not going back over there no more after this
18:38I'll get you insurance squared away
18:39I'm going to take care of that right now
18:41Okay, alright man
18:42You're all free to go
18:43Hey, if they give you a drug test, you're going to pass it, right?
18:45Since you don't have any kind of criminal history
18:48Sometimes what they can do
18:51Is they can give you what's called PTI
18:53Which is pre-trial intervention
18:55That if you can go like a year with random drug tests
18:58It's not the charges go away
19:00Now by no means am I saying that's what they're going to do
19:02Because after I drop you off, it's kind of out of my hands
19:05The biggest takeaway I'm telling you
19:08Is, you know, you told me that you were around the people that use methamphetamines
19:11You got kids in the car
19:13You gotta be careful, you can't be letting people do that
19:15The woman was arrested for possession
19:17But the charge was later dropped
19:18Western would eventually get caught out for his extremely underhanded tactics
19:22And face justice in a courtroom a few months later
19:25It turns out this wasn't the only time he'd done this exact thing
19:28And he was sentenced to up to 12 years
19:31For trying to put a series of completely innocent people in jail
19:34On fake charges
19:36But begging a fellow officer to turn off his body cam
19:38Is significantly dumber than what Wester tried
19:41Can you record?
19:42Yeah, we're hot
19:43It all starts with a 911 call
19:45About a trailer that's been reported stolen in broad daylight
19:48This trailer's worth $10,000
19:50And its size makes it easy to spot
19:52But what makes it even easier
19:54Is the damage it sustained as it crashed into a gate during the escape
19:57Causing visible marks to one side of the trailer
20:00An alert is sent out to the local police
20:02And the trailer is found in no time at all
20:04Hey, step out
20:06Step out, put your hands on the car
20:08This trailer's showing stolen
20:10No, I didn't steal it
20:11Okay, that's what you got pulled over for
20:13That's why you're detained
20:14And I'm trying to figure out what's going on, okay?
20:16This guy said I could stay in this trailer right here
20:19I don't know nothing about it
20:20Alright, well we're trying to get your I.D.
20:22We're gonna walk back here, we're gonna have a seat in my car for just a minute
20:24And we're gonna get this figured out, understood?
20:26Okay
20:27So far, everything is being done by the books
20:29And these cops have probable cause to pull the driver over
20:32Who denies stealing the trailer at all
20:34This traffic stop is about to become very personal for one officer
20:37Who could face some seriously difficult questions
20:39For turning his body camera off while at a crime scene
20:44Male driver, female passenger
20:48Turn off your body camera, are you recording?
20:50Yeah, we're hot
20:51Turn it off
20:52We can't shut it down, we got 10-15s
20:54It's okay
20:55Everything good?
20:57Just shut it down for a second
20:59Or...
21:00Somebody shut it down and talk to me real quick
21:02Alright, well everything...
21:03Is it the victim?
21:06What?
21:07What's the problem?
21:08Shut your shit down and talk to me, please
21:10Tim, will you stand right here with her?
21:12Yes sir, sure will
21:13Alright
21:17We can't shut this shit off, dude
21:18I don't get it
21:19Put it on my foot or something
21:22I need to talk to somebody real quick
21:24Okay
21:25Is there something screwed up with the case?
21:26Or is it something personal?
21:27It's personal
21:28Okay
21:34Body cameras are not only crucial in providing evidence in court
21:37They are key in maintaining transparency and trust within communities
21:40But it's unusual for a cop to make a request like this
21:43But his fellow cop refuses to comply
21:45Only putting his body camera down
21:47To find out what the problem is
21:49Okay, alright, we'll handle that
21:50That's not a cop
21:52That's what we'll handle that
21:54That's nothing to do with the case
21:57Alright, let's go up here
21:59Let's slow it down
22:00And let's go get a statement from him
22:02We'll deal with that in a minute, okay?
22:07I ain't shutting my damn body camera off
22:08He can kick rocks, I ain't doing that shit
22:11I was here during the 2017 debacle
22:13I ain't shutting that shit off
22:15It was never confirmed exactly why the cop wanted the body cameras turned off so much
22:19But some people think it was because he knew the suspect
22:21And wanted to tell the officers to call the search off
22:24That cop did everything he could to avoid being caught on camera
22:27Unlike this next one who forgot to turn his camera off
22:30And made some truly horrifying comments
22:33She went up on the hood, hit the windshield
22:35Flew off the car
22:36But she is dead
22:39This is Officer Otterer laughing and joking about a woman who's been innocently killed by police
22:44This footage was captured a day after a traffic incident in Seattle
22:48Where a woman in her 20s was killed by a police car speeding to an emergency
22:52The accident itself was nothing more than a tragedy
22:55As the officer driving was doing over 70 miles per hour
22:59Responding to a call that was described as high priority
23:02Um, I'm sure, uh
23:04Oh, he's good
23:05He says, well, normally we don't give voluntary statements
23:08And I said, hey, you're gonna have to decide if you wanted to give a statement or not
23:12But it does not seem like there's a criminal investigation going on
23:15He's going 50
23:17That's not out of control
23:18That's not reckless for a train driver
23:20Initially, he said she was in a crosswalk
23:23Uh, there's a witness that says no, she wasn't
23:26But that witness could be different because I don't think she was thrown 40 feet either
23:30Even though it was nothing more than an accident
23:32The officer involved must go through a drug test
23:35And that test was conducted by Officer Otterer
23:37This appalling lack of humanity from the officer was captured the day after
23:42When he was caught on camera showing his true colors while talking about the case
23:46I think she went up on the hood, hit the windshield
23:48Then when he hit the brakes, flew off the car
23:52But she is dead
23:59No, it's a regular person
24:00Yeah, just write a check
24:03$11,000, she was 26 anyway, she had limited value
24:11Officer Otterer's views are pretty clear
24:13But not if you ask him
24:15The video was later discovered by an employee within the Seattle Police Department
24:19And turned over for investigation
24:21David later justified his comments
24:23Saying that they were intended to mock the lawyers that will be involved in the case
24:27His fate remains unknown at this time
24:29Last we heard, he was pulled off duty
24:31And it was recommended he would be fired
