PBBM inaugurates Flood Mitigation Project Phase 1 in Pampanga

00:00Flooding has been one of the problems that, although seasonal, has hounded Filipinos for years now.
00:06Its effects punctuated and brought to the fore again because of the recent devastating weather disturbances.
00:12This is an issue the Marcos administration wants resolved once and for all,
00:16and has moved a step closer towards reaching that goal with the president's inauguration of a flood mitigation project in Pampanga.

00:26Belina and her family experience flooding up to their knees every time there's bad weather befalls them.
00:34She says it is not easy because besides the damage to their belongings, flooding is also a threat to their safety.

00:57That's why in light of the potential effects of the impending La Niña extreme weather,
01:01a flood mitigation project was inaugurated in the province of Pampanga.
01:05The Integrated Disaster Risk Reduction and Climate Change Adaptation Project Stage 1, or IDRR-CCA, led by President Ferdinand R. Marcos, Jr.
01:14According to the president, the project will be of great help in alleviating the flood problem, especially in low-lying areas of the province.
01:22Once it is fully completed, the IDRR-CCA will reduce the flood level and flood duration from 68 days to 17 days
01:32in the municipalities of Makabebe, Masantol, Minalin, and Santo Tomas.
01:37We are very optimistic that this will redound to improving the people's lives by enhancing the disaster resilience of all our communities.
01:46The project includes various activities such as excavation, dredging, and widening of the river channel,
01:52as well as the construction of water storage facilities to improve flood control.
01:57Four key rivers flowing into Pampanga Bay have been identified for the project.
02:01The Third River, Caduang Tete River, Sapang Maragul River, and the Eastern Branch Channel.
02:08However, the president emphasized that although the project is significant, a whole-of-nation approach is still needed to address disasters.
02:15With climate change and with the effects of an increasing overpopulation, we expect that we will experience more and more of these historic flooding events.
02:27For flood control to work, we must do our part in maintaining our canals and waterways and in recycling and properly disposing of our garbage.
02:37Nevertheless, the president assured that government will continue to work to ensure initiatives that benefit and protect the people and the environment are implemented.
02:46In fact, the president issued a strong directive to the DPWH to focus on Phase 2 of the project,
02:52which, according to the president, is under planning and technical examination.
02:56The province has also suffered perennial loss of life and damage to properties due to heavy flooding.
03:03So it had to be addressed through the construction of these flood control structures.
03:09The project is worth 7.57 billion pesos and funded by way of official development assistance with the help of Republic of Korea under the Korean Economic Development Cooperation Fund.
03:20The president also highlighted other government projects in Region 3 that address the flood problem.
