00:00Chairman Garcia, who filed an ethics complaint against you regarding your allegations against PANIA,
00:09he just denied the documents from AMLC and NBI.
00:16We are asking, is the COMELEC compliant in procuring the system and the machines from Peru?
00:25Because if you will consider the automated election law,
00:30the system and the machines that must be procured by COMELEC must have demonstrated capability.
00:38And this must have been successfully used in prior electoral exercises here and abroad.
00:47He's saying that the Supreme Court didn't approve it.
00:52But you know, if the action was attended by grave abuse of discretion,
01:02that action, meaning to say that bidding, is void.
01:06It is as if it does not exist.
01:09So maybe even if the Supreme Court didn't approve it,
01:13maybe you re-bid.
01:15What he's saying is that there was bidding because there were five contractors who bought bidding documents,
01:21but they didn't come.
01:22And that means that there was no bidding.
01:24The price of this procurement is 17.9 billion pesos.
01:29If you didn't go through the bidding, why do we still have the procurement law?
01:34These are the fundamental questions,
01:36which have been diverted because there is information about bookstore accounts.
01:41These are only collateral issues.
01:43Now, if he's saying that our recent transaction records are fake,
01:52then it's up to the gateway payment subsidiary of J.B. Morganses and Company.
02:04Why is he saying that it's okay if he has the grounds to file an ethics complaint
02:14if he thinks he's doing the right thing?
02:17We are in a democracy. Why don't we do it?
02:20Is it my fault that I found a way to prove that there is an account?
02:28Somebody deposited money in those two remaining opened accounts.
02:36It just so happens that the account is in his name.
02:40What he's saying is that he already showed the owner of the account,
02:45but he just made that account.
02:48And then the document is there.
02:50It's like he already showed the owner of the account.
02:53Actually, the one who deposited the information, like his name and address,
02:59was the one who deposited it, not Chase.
03:01It's easy to say.
03:03What are the evidences that that's what happened?
03:06If, for example, Chair Garcia has already asked the help and the assistance of the NBI,
03:13let the NBI speak for that.
03:15It's not a joke.
03:17Let us see those documents.
03:19Did the NBI really get it?
03:21Is this really true or not?
03:23That's what I want to see.
03:25As far as I'm concerned, those transaction records obtained through our volunteers,
03:31in my opinion, they're conclusive.
03:33Now, if he's going to say they're not conclusive, then let's compare.
03:37The only neutral agency that can do this is the NBI or the AMLOC.
03:42Where are their reports, right?
03:45Sir, I'm challenging you to make the allegations under oath, no?
03:48I am not making allegations.
03:50I am just simply proving.
03:52That's why I gave...
03:56Back then, I said, I need to verify this.
03:58That's why I did not name names.
04:00But he volunteered right away.
04:02It's not my fault.
04:04So when I saw documents that would verify my points,
04:09I gave them to the public.
04:11Is that an allegation?
04:13I did not allege anything.
04:14I'm saying that I was able to prove through those documents
04:17that there are accounts under his name.
04:20And I think the burden of proof shifted to him.
04:22Prove that those...
04:24Think about it.
04:26J.B. Morgan Chase Company is a very reputable, world-renowned
04:30banking institution based in the United States.
04:34Now, go to the Chase for Business.
04:38That's what you're talking about.
04:39How did you produce this?
04:41Can you help us? Let's try it.
04:43Who deposited it? Is it true that it's in my account?
04:46Why don't we ask?
04:49Why do we always concentrate on offshore accounts?
04:53I'm not saying let's not talk about this.
04:57But let us not forget the main issue behind this.
05:01It just so happens that there is information on the accounts.
05:06That's why you think it's complicated.
05:09But he needs to answer those basic questions.
05:12That's where the cleanliness of our election lies.
05:17Sir, pardon my ignorance.
05:19But we only have a few months left before the election.
05:22What if there is a failure of the Mayo?
05:25What will we do? Last resort for elections, counting.
05:28What will we do?
05:30Why are we thinking about failure?
05:34That's why if he had answered these questions more than one year ago,
05:41we wouldn't have waited for this conversation.
05:44When the Supreme Court said,
05:47Comelec committed grave abuse of discretion,
05:51it's been more than a year.
05:53If, for example, there was an honest bidding,
05:57we would have finished.
05:59It's only a matter of proving whether this machine
06:02and the combination of two applications have been used successfully elsewhere.
06:07In one country, it was used here,
06:09we approved it, and the boxing was over.
06:12Only the NBI will prove it.
06:14If the NBI really did the three-amlock combination,
06:19and they really learned it,
06:24it would be better if they prove it, not Comelec itself.
