00:00The Office of the Vice President has no official statement regarding the 2025 budget proposal of the OVP in the House of Representatives today.

00:11The congressmen also dismissed the OVP's attempt to boycott and manipulate as Vice President Sara Duterte.

00:23Angelic, the House Committee on Appropriations continued their hearing on the allocation of funds for the next year of the Office of the Vice President.

00:36Even though the OVP has no official statement regarding the hearing.

00:43The House Committee on Appropriations' hearing on the 2025 budget proposal of the Office of the Vice President started at around 10 a.m.

00:54It was delayed for an hour from the scheduled time of 9 a.m.

00:59In a letter sent by Vice President Sara Duterte to the House of Representatives,

01:03she said that they were able to explain the first hearing of the committee and they were able to submit all the necessary documents.

01:10Therefore, the OVP ordered the decision of the Congress regarding their allocation of funds.

01:17Vice President Sara Duterte said that they will not attend the hearing.

01:21That's why the congressmen waited.

01:23But after an hour, there was no official statement or the OVP laughed at the fact that many congressmen were dismayed.

01:32The discussion continued, especially when the Commission on Audit of the Department of Budget and Management laughed at something.

01:41We have many questions here.

01:44She may not like our questions last hearing, Madam Chair.

01:49She may not like being questioned about the OVP expenses.

01:53She may not like sitting with us here in the House.

01:57But Madam Chair, she is accountable to the people.

02:00And she has this sworn duty to the Constitution, being the head of the agency, to be here.

02:07Even though we gave the OVP a second round, a second time around, to explain the budget,

02:16and we had a chance for her to be questioned, because this is our mandate here in the Congress,

02:24the budget will be questioned.

02:26So what this means is that she is boycotting us.

02:30She is boycotting us, Madam Chair, because I don't remember any government agency or executive branch

02:38that boycotted the Congress here in the budget hearing and deliberation.

02:45She is really a bratinella, a bratinella to the max.

02:51Aside from that, some members of the House of Representatives were careful while the hearing was suspended

02:58to discuss whether the OVP budget hearing should be terminated or not

03:03under the name of Inter-Parliamentary Courtesy.

03:05In the end, it was decided to continue the hearing.

03:09In an interview, VP Duterte was the first to comment on the issue of the House budget hearing.

03:16I am used to this, and the people of the country know that I am not a bratinella or a spoiled brat,

03:24because they know me since I was in Davao, since I was a mayor, until I became Vice President.

03:32The people of the country know that I do not abuse my power and authority in all the offices that I hold.

03:44In my opinion, some members of the House of Representatives are not used to not being able to get what they want

03:57and they want to hear an answer.

04:01Some members of the House of Representatives are not used to being able to answer their questions.

04:12So, I think this is one of their attacks, that they are like, oh, she's a bratinella.

04:18Even though I answered, it's not what they want.

04:24Angelic, just a while ago, several House leaders defended against the statement of VP Sara Duterte,

04:34just like the House Appropriations Committee Chair Elizalde Co.

04:38She insisted that what they are doing now is just a part of their mandate,

04:43and it is under the law.

04:46And Angelic, at this point, the hearing on the OVP budget hearing with COA and DBM is still ongoing.

04:53At one point, they are discussing about the number of satellite offices of the OVP.

05:00Other government agencies said that there are none.

05:02But at the end of the day, Angelic, what the congressmen are saying is,

05:06it would be better if there are OVP officials here so that they can explain about the issues that are being raised.

05:13Angelic?

05:14Yes, if the OVP does not have a representative, what could be the effect of this on the budget of the Vice President?

05:27Angelic, it is a part of the responsibility of the lawmakers to reduce, increase,

05:34or what else can be discussed here in the hearing that should be done in accordance with the law.

05:39Some of them are just hesitating, Angelic,

05:41because if the OVP will explain why they need specific programs and projects,

05:47it will be understood by the lawmakers.

05:50So Angelic, what we are waiting for now is the termination of the OVP budget hearing here in the committee level.

05:55Whatever happens, Angelic, it is expected that it will be conducted directly in the plenary

06:00and there will be new discussions where lawmakers will debate or plenary debates about the budget.

06:09The OVP budget sponsor is congressman Alonto Adjong

06:15and he himself is saying that he will defend the OVP budget in the plenary.

06:20I hope that the Office of the Vice President will consult with him, Angelic.
