00:43The Senate risked this for their own version of the allocation of funds,

01:01ACAP is different from the Assistance to Individuals in Crisis Situation or AICS.

01:09ACAP was created to help low-income and minimum-wage earners.

01:18I don't think they understand because they don't go down too much.

01:22So I will tell our friends in the Senate to go around first

01:28and ask the people what they want.

01:31And from what I see, from all the places we went to,

01:34they really like it and they support this program.

01:38The House Committee on Appropriations Chair Elizalde Co. also supported this.

01:42In the upcoming Bicameral Conference Committee Meeting on the 2025 Budget Proposal,

01:47Speaker Romualdez also raised the issue of the return of allocation to ACAP.

01:53Co. said that they will not allow the government's most vital socialized program to disappear,

01:59which is a big deal while the salary is not rising and many sectors are earning in society.

02:05According to him, the other lawmakers...

02:08We're just giving back the rightful share of these individuals.

02:12They're also paying their taxes.

02:15So in this program, we're giving back to them

02:22the taxes they're paying, which is part of the country's fund.

02:26I guess if we will criticize,

02:30criticize in the sense that we should improve the program,

02:33not to totally abolish the program.

02:35This was an idea of Secretary Gatchalian,

02:37and I think it's been a smashing success so far.

02:40Many were helped by ACAP now,

02:42and if we will abolish it or if we will remove it outright,

02:46I think it will be a big blow to the social amelioration program of the national government.

02:53Joshua, actually, on behalf of the Senate,

02:55we're waiting for the third and final reading of the Senate,

02:59this 2025 General Appropriations Bill,

03:02before we can discuss whether the Senate will leave or not this fund for ACAP.

03:08But for now, Joshua, I hope the panel will leave.

03:11And the congressmen, they're very hopeful that this will be returned

03:14to the fund for the welfare of our fellow countrymen.

03:21The proposal of the Senate is to combine AICS and ACAP.

03:26Does the congressmen agree with that?

03:32Joshua, generally, AICS and ACAP,

03:35the various social amelioration programs of the government,

03:39their goal is to help our fellow countrymen who are in need.

03:43But for the congressmen specifically,

03:46ACAP is really for the targeted beneficiaries

03:50who usually don't receive assistance,

03:52those who lost their jobs or are looking for a job,

03:56or our fellow countrymen who don't earn enough.

04:00That's why they say that this program is very important

04:04for all sectors of the society,

04:06just like this sector that has low income,

04:10to be able to provide assistance to the government.

04:12Because Joshua, what our lawmakers are saying,

04:15this is also from the wisdom of our workers for the fund of the government.

04:22That's why Joshua, we are waiting for the agreement

04:26of the Bicameral Conference Committee on this issue.
