00:00In Venezuela, the government dismounted a new terrorist plan after the arrest of people
00:11linked to the far-right.
00:12Ecuador has experienced another violent weekend, with more than 10 deaths, several injured,
00:19and a new failure of the government's strategy to curb crime.
00:25And the U.S. Federal Bureau of Investigation said to be looking at shooting near Republican
00:30Presidential Candidate Donald Trump as an assassination attempt.
00:39Hello and welcome to From the South, I'm Luis Alberto Matos from VT Studios in Havana, Cuba.
00:44We'll begin with the news.
00:46Venezuelan intelligence dismounted an international network that sought to generate violent actions
00:50in the country.
00:51In addition, an arsenal of weapons arriving from the United States was seized.
00:54Let's see the details.
00:59Venezuelan intelligence seized more than 400 rifles and pistols sent from the US.
01:06They were intended to enter Venezuela through normal shipments to be used by terrorist groups.
01:12Some of the weapons are for exclusive use by the United States Army.
01:17The Minister of Interior, Justice and Peace, Diosdado Cabello, showed a video where FBI
01:23officials were present at the warehouse where the weapons were sent from in Orlando, Florida,
01:29U.S.
01:30We reached this number of rifles, more than 400 rifles.
01:38What were these rifles for?
01:40Let's go to the second point.
01:42These rifles were not for an exhibition.
01:44These rifles were for terrorist acts that were going to happen here in Venezuela, terrorism
01:49promoted by political sectors in Venezuela.
02:01Members of an international network linked to the wave of post-election violence were
02:06also arrested.
02:08All of them had previously passed through a hotel in Colombia, arrived in Caracas and
02:13from there went to Maracay, in the state of Aragua.
02:18They are linked to a fugitive from justice for the murder of a student and an opposition
02:22leader who participated in the violent post-election actions, also detained.
02:33She appears in a demonstration in Yupita.
02:35She lives in Yupita.
02:39She is a contact of these gentlemen, of these two Spaniards.
02:46They ask her via telephone how they can buy explosives, how they can contact a group to
02:51do some special work and on her phone.
02:57With them in direct communication they plan the assassination of the mayor of Yupita.
03:03Needless to say, a revolutionary mayor.
03:14The attack plan had several edges.
03:17Among those arrested is an American hacker, Aaron Barrett.
03:20Another prisoner from the same country is Wilbur Joseph Castaneda, an active military
03:26officer who is part of an explosives group with a course in river operations and parachuting.
03:33He spent ten months in the Afghanistan war and six months in Iraq.
03:38He traveled to Colombia in 2012 for an exchange of knowledge.
03:43Afghan authorities revealed WhatsApp conversations where Castaneda coordinated armed actions.
03:49The White House stated on Wednesday, September 4th, that the detainee was in Venezuela for
03:55personal matters.
03:59But it is the White House that assumes the defense of this gentleman.
04:02They immediately say, no, he was safe without permission.
04:06It's normal for them to say that.
04:08He was on personal business.
04:10It seems to be normal in the United States for a military man of this type to go out
04:14and do personal things and not inform anyone.
04:17Active duty military.
04:24Another of those arrested is Jan Darmazl, of Czech origin, and a member of the Commando
04:29AZ mercenary team.
04:31He wrote down his plan in a notebook to take over the airport and attack the Miraflores
04:36Palace.
04:38Diosdado Cabello denounced the link between the mercenaries and the intelligence agencies
04:43of Spain and the United States.
04:49The CIA is in charge of this operation, and the other that does not surprise us either,
04:54but knowing that they always had a low profile knowing that the CIA operates in this area,
04:59which is the National Intelligence Center of Spain.
05:07These two captured people say so.
05:09They even talk about a group of mercenaries that they are looking for to bring them to
05:13Venezuela with the very clear objective of assassinating President Nicolás Maduro, Vice
05:18President Delsi RodrĂguez, myself and other comrades who are leaders of our party.
05:30The minister also reported the arrest of persons who were planning to detonate explosives at
05:35the Embassy of Argentina in Caracas with the purpose of harming the Venezuelan government
05:40through a false positive.
05:46In other news, Argentine President Javier Mele submitted on Sunday the 2025 budget outlining
05:51policy priorities to Congress.
05:53An unprecedented move, Mele personally presented the budget to Congress, denouncing Argentina's
05:57record of macroeconomic mismanagement and vowing to veto anything that compromised fiscal
06:02discipline.
06:03Mele's harsh austerity package has inflicted deep economic pain on Argentina, with nearly
06:0860% of Argentines now living in poverty.
06:11Mele managed to balance the budget largely by cutting financial transfers to the provinces,
06:16halting public works projects, and mitigating energy and transport subsidies, and refusing
06:20to raise salaries and pensions in the face of the country's sky-high inflation.
06:27Let's now take a short break, but remember you can join us on TikTok at Telestudio English,

06:41We'll be right back, stay with us.
06:57Welcome back.
07:03In Chile, the Supreme Court ratified the conviction of retired military officer Gustavo Enrique
07:09Santibáñez Mangelsdorf for the murder of a 17-year-old boy in 1973.
07:15The court detailed that the investigation found that on September 12, 1973, Santibáñez
07:20ordered his patrol to detain the participants of a political meeting and, in case of escape,
07:25to shoot them.
07:26The inquiry proved that the young man did not receive timely medical attention after
07:30he was shot and bled out.
07:32The court also established that Santibáñez must pay compensation to the victim's mother
07:37for the damage he caused.
07:42And Ecuador has experienced another violent weekend, with more than 10 deaths, several
07:46injured, and a new failure of the government's strategy to curb crime.
07:50With these indicators of insecurity, they are heading towards a new massive blackout
07:54that increases the fears of citizens, especially the residents of the Southwest of the Republic,
07:59where unprecedented peaks of violence continue to skyrocket.
08:02In Guayaquil, in the locality of Monte Sinai, the last incident occurred where military
08:06personnel neutralized three citizens and wounded three others in the middle of an alleged confrontation.
08:12Recent statistics show that 72 percent of the victims of massacres have no criminal
08:15record, and according to the UN Refugee Agency, more than half a million people have fled
08:20the country because of violence.
08:27And Mexico celebrates its independence with the capital, ZĂłcalo Square, full of people
08:31who come to vindicate the government of President Andrés Manuel López Obrador, who bids farewell,
08:36leaving the reform of the judiciary completed.
08:39With cheers to Mexico, to the indigenous peoples, to the workers, to the migrants, to the cultural
08:43greatness of the country, to love, and to the fourth transformation, the head of state
08:47greeted his people who endured on their reign the departure of the most popular president
08:52in the country's modern history.
08:55The president, who also rejected racism and all forms of exclusion, once again thanked
08:59all Mexicans on the most significant date of Mexico's independence.
09:08And also in Mexico, on Sunday, President Andrés Manuel López Obrador signed the decree for
09:12the publication of judicial reform.
09:14This reform was published a few hours before the president led the last ceremony of the
09:18independence cry in the ZĂłcalo at Mexico City, accompanied by the president-elect of
09:23this country, Claudia Shinbaum.
09:24It is important to note that among the most important changes, the reform establishes
09:28the popular election by ballot of judges, magistrates, and ministers of the Supreme
09:33Court of Justice of the nation starting in 2025.
09:36During the signing ceremony, President LĂłpez Obrador said that the purpose of this reform
09:41is to improve the justice system so that justice reaches everyone without corruption.
09:53I'm going to sign the decree for the publication of the constitutional reform to improve the judiciary.
10:00Because we need justice to reach everyone, for there to be no corruption in the judiciary,
10:17for judges, magistrates, and ministers to apply to the letter the principle that nothing
10:23is outside the law and nobody is above the law, for us to have an authentic, a true state
10:31of correctness, not a state of crookedness, for the pretense to end because there was
10:45also talk that we live in a democracy, but no, an oligarchy dominated.
10:54And on Monday morning, Ukrainians attacked the Russian Guards of Volgograd.
11:04The aggression left eight civilians wounded.
11:07According to the mayor of the region, Vyacheslav Gladkov, the airstrike also caused numerous
11:11fires, affecting civilian poverty.
11:13The fires were set in family houses and cars owned by residents of the targeted area.
11:18Firefighters and rescue groups prevented further damage, but one house burned to the ground.
11:22The regional government explained that the Ukrainian attack was carried out against residential
11:26areas, so the wounded are all civilians, and the condition of one of them is very serious.
11:53Welcome back.
12:15The U.S. Federal Bureau of Investigation said to be looking at a shooting near Republican
12:20presidential candidate Donald Trump as an assassination attempt.
12:23The incident occurred on Sunday while the former president was playing golf at his courts
12:28in Florida.
12:29The FBI reported the attacker threw an assault rifle and other objects at the scene after
12:34the super service fired at him.
12:36Alternative media outlets revealed the shooter, Ryan Ruth, was a strong supporter of the neo-Nazi
12:41Ukrainian Nazis battalion, whitewashed and supported by the U.S. State Department.
12:46His ex-account was also suspended.
13:16In Palestine, Israeli occupation forces shelled an area inhabited by displaced people in the
13:33city of Deir al-Bala.
13:34The authorities detailed that it was an attack with warplanes that caused the total destruction
13:39of the tents of dozens of Palestinian families.
13:41It is important to point out that Israel has been carrying out attacks against the Palestinian
13:45population for 76 years.
13:47In this sense, the presence of the Zionist entity has expanded in a large part of the
13:51territory and has caused the death of more than 1,000 Palestinians since last October 7th.
14:16The call came from the defense army to evacuate.
14:19They went out to the streets and the bombing took place.
14:22Then we went back to the site, as you see, destruction.
14:25People will sleep in the streets and winter has come.
14:28We don't know what will happen to us.
14:30Where is the world?
14:31Where is the world?
14:46On Monday morning, Typhoon Bebinka lashed China's capital with strong winds and thundery
14:55rains.
14:56Floodies have issued a red alert, evacuated coastal residents and canceled flights.
15:00According to the China Meteorological Administration, Bebinka is the strongest typhoon to hit Shanghai
15:05in 70 years.
15:06Shanghai's Flood Control Headquarters said it had already received dozens of reports
15:10of incidents related to the typhoon, mostly falling trees and billboards.
15:14Bebinka has also passed over Japan and the Central and Southern Philippines, where falling
15:18trees killed six people.
15:24In Mali, the rainy season started last June and so far approximately 370 floods have been
15:29recorded, leaving 62 people dead.
15:31Local media have reported that at least 30,000 buildings have collapsed as a result of the
15:36heavy rains.
15:37Several infrastructures where food was stored have been affected, as well as some 37,000
15:44hectares of agricultural land.
15:46The transitional government reported that it has evacuated the victims and is cleaning
15:50up ditches to prevent further flooding.
15:56Meanwhile, in the southwest of Colombia, the Department of Vila has declared a state of
16:00public emergency due to the forest fires that have consumed at least 12,000 hectares of
16:05land.
16:06According to Governor Villalba, the state of emergency will last for six months and
16:11will allow the deployment of human and material resources to the affected areas, as well as
16:15the provision of the necessary funds to deal with the crisis.
16:18The authorities have deployed all means to fight the fire, which has affected at least
16:2330 municipalities, with Palermo being the most affected.
16:37In Argentina, a technique and painting style originated in Buenos Aires known as Filet
16:45de Porteño and comes to life.
16:47Let's get to know it.
16:54Filet de Porteño is a practice originated in the city of Buenos Aires that combines
16:57straight lines covered in spirals, the use of dry colors and certain specific typographic
17:02styles.
17:04This characteristic style of art can be found on buses, store signs, public spaces and even
17:08in the homes of Argentinians.
17:10Generally, they are closely related to the collective memory of the area in which they
17:14are placed.
17:15They integrate elements such as historical figures, representations of science, artists
17:20of various disciplines and, of course, sportsmen, as is the case of soccer player Diego Maradona,
17:25a common figure in these works.
17:28The drawings used are sometimes accompanied by popular sayings or proverbs typical of
17:32the people of Buenos Aires.
17:42The execution begins with a sketch which is transferred to a glass or support and is colored
17:47using synthetic paint, varnish and special long-haired brushes, which help to make the
17:52characteristic curved lines of these works.
17:55The works also stand out for their perfect symmetry, the old-fashioned typography, the
18:00relief and the brightness that the artist managed to transmit through the paint.
18:04The name assigned to the exponents of this art is Fileteador or Fileteadora, and for
18:09many of them, it represents an opportunity for social reinsertion, since to learn it
18:14only requires the support of a master craftsman and the desire to do it.
18:18This allowed this artistic expression to be transmitted and perfected from generation to
18:22generation.
18:30This artistic style was born at the end of the 19th century as a simple way to decorate
18:34horse-drawn carts.
18:35Over time, it evolved to become what it is today, a vital part of the visual identity
18:41of the city of Buenos Aires and one of the most deeply rooted practices of its inhabitants,
18:46who organized exhibitions, shows and workshops of this art.
18:50The traditional Filete Porteño of Buenos Aires was inscribed as an intangible cultural
18:55heritage of humanity in 2015.
19:00We continue in Argentina, but now we move to the province of Corrientes, where the practice
19:06of the chamamé was born, a musical genre that is accompanied by a picturesque and traditional
19:11dance.
19:12Let's see.
19:15The chamamé is a cultural expression of the Guacho culture, a peasant people which extends
19:21through parts of Argentina, Uruguay, Paraguay, Brazil, Bolivia and Chile.
19:27This characteristic dance was born in the region in the 16th century, and although there
19:33are several sources regarding its origin, the most accepted assures that it comes from
19:39the Guarini idiosyncrasy, one of the great pillars of the Guacho culture.
19:44Although this expression is extended by all the mentioned countries, it is in Argentina
19:49where it takes a more predominant role in the local culture, specifically in the province
19:54of Corrientes.
19:58The joyful and lively dance of chamamé is performed in couples, which are tightly embraced,
20:04and when the music indicates it, stomps, largadas and floreos are allowed.
20:09This dance is not governed by any particular choreography, which allows the dancers to
20:14show their skill through improvisation, and celebrate their achievements with the zapucay,
20:20a traditional dance of the Guacho culture.
20:24Traditionally, this music was played with vihuelas and violins, and over time has added
20:29instruments such as guitars, harmonicas, bandoneons, double basses and accordions, which became
20:36an important part of the sound that today identifies the genre.
20:41The lyrics of chamamé songs in the province of Corrientes are currently sung in a mixture
20:46of Spanish and Guarani.
20:48Both the musical interpretation and the dance are a source of pride for those who perform
20:53them.
20:54The Guacho culture has always been a source of pride for the Guacho people.
20:58The Guacho culture has always been a source of pride for the Guacho people.
21:03The Guacho culture has always been a source of pride for the Guacho people.
21:07The music and the dance are a source of pride for those who perform them, and regularly
21:11organize competitions and presentations of this cultural expression, which also forms
21:16an important part of community, family and religious celebrations in the region.
21:22Due to its social and artistic relevance, chamamé has been inscribed as Intangible Cultural
21:27Heritage of Humanity in 2020.
21:38We have come to the end of this news brief.
