00:05which is something the lower house leaders aim to defend and exercise to the fullest,
00:10especially against critics who try to stain the reputation of lawmakers,
00:15but seemingly do not want to undergo necessary government practices
00:19that promote accountability and proper use of taxpayers' money.

00:25As the House of Representatives commenced its plenary deliberations on the proposed 2025
00:33national budget, House Speaker Martin Ruimualdez delivered a stern warning to public officials
00:38that Congress will not tolerate hypocrisy, evasion, or the misuse of public funds.
00:44In his speech, Speaker Ruimualdez firmly stated the House would take a zero-tolerance approach
00:49toward those who undermine accountability while conveniently ignoring their own malfeasance.
00:54He did not mention who he had in mind specifically, but recently,
00:58Vice President Sara Duterte had accused Ruimualdez and Appropriations Committee
01:03Chair Elizalde Ko of manipulating the national budget, which Ko had already dismissed.
01:08We cannot ignore the reality that there are those who seek to undermine our work,
01:15critics who speak of accountability while conveniently ignoring their own misuse
01:23of public funds.
01:40Speaker Ruimualdez emphasized the House has long upheld the principles of transparency
01:45and accountability, ensuring that every government expenditure is scrutinized
01:49with precision and aligned with national priorities. He reinforced that public funds
01:54must be used solely for the benefit of the people, not for personal enrichment.
01:59This House favors no one. We do not bend to pressure or special interests.
02:06Instead, we remain vigilant in upholding the principles of good governance and fiscal
02:13responsibility.
02:27Among the first topics which the lawmakers discussed in the plenary were the general
02:32principles and provisions of the proposed national budget, as well as the budget proposal
02:36of the Department of Justice and the Judiciary. DOJ Secretary Jesus Crispin Remulia personally
02:42attended the deliberations. According to Appropriations Committee Chair Elizalde Ko,
02:46the public can be assured the proposed budget the House will pass addresses the needs of
02:51the Filipino people and contributes to the nation's further development.
02:55Key focus areas in the budget include human and social development,
02:59job creation and improving the country's infrastructure and governance in the
03:03bureaucracy. He added the budget proposal also responds to President Ferdinand R.
03:08Marquez Jr.'s agenda for prosperity.
03:38For her part, Appropriations Senior Vice Chair Stella Quimbo also emphasized the national
03:50budget is not just a collection of numbers, but a comprehensive plan to solve the daily
03:55problems of the Filipino people. I stand before you today not just as a public servant,
04:03but as a fellow Filipino fully aware of the daily challenges our people face.
04:10The high cost of basic needs, especially rice and electricity charges,
04:16to unforeseen events such as illness, death and job loss. The funds entrusted by Congress
04:23are not just figures in a ledger. They are meant to uplift lives and create real,
04:30lasting improvements for every Filipino.
04:38The House of Representatives aims to approve the proposed 6.352 trillion pesos
04:422025 national budget on third and final reading by September 25.
