00:06the question was raised if the married couple who were accused by Alice Guo as the mayor would still have a visa

00:15even though she is a proven non-Filipino and not a foreigner.

00:19DILG has an answer to that.

00:25DILG Secretary Benhur Abalos believes that the married couple who were accused by former Bamban Tarlac Mayor Alice Guo

00:36as the mayor would still have a visa even though she is a proven non-Filipino and not a foreigner.

00:42In the continuation of the plenary deliberations of the House of Representatives regarding the National Fund for the next year,

00:50in particular, up to the budget proposal of the Philippine Statistics Authority,

00:544Peace Partylist Representative JC Abalos expressed concern about the possible effects of Guo's alleged marriage

01:02if it is proven that she is a foreigner.

01:04Under the law, it is stated that if a person is not qualified as a married couple,

01:10it will not be legal to have a visa.

01:13For Secretary Abalos, if the ceremony was conducted in good faith,

01:18or if the two married people believe that the mayor who married them has authority,

01:23there will be no problem.

01:43It is not solemnized by any person not legally authorized to perform marriages

01:48unless such marriages were contracted with either or both parties believing in good faith

01:56that the solemnizing officer had the legal authority to do so.

02:00So if you are a good faith believer that Alice Guo really has the authority to marry,

02:07and I guess most of them look at it that way because she is a mayor,

02:13you could make use of this article.

02:17It's chapter 3 of the void and voidable article 35 number 2.

02:23In an interview with PSA, this is also their view.

02:27As of now, the agency has agreed to talk about the cancellation of the Filipino birth certificate of Guo

02:33that she was asked to talk about.

02:36Our lawyers are looking for what will be the effect

02:39because they said that in good faith, not necessarily, but we will check.

02:46So first of all, we don't know how many people she really married.

02:52This is what our team is doing right now.

02:54We are looking at how many marriages of Mayor Alice.

02:58As of now, the discussion in the plenary of the 2025 Budget Proposal

03:04of other government agencies is ongoing.

03:15Our budget right now is just right.

03:18In terms of jail, we added more because last year,

03:23we were given just one jail in the whole of the Philippines.

03:27But now, our jail is big.

03:31In terms of policing, it's just right for our modernization.

03:35Our fire trucks and fire stations,

03:40probably by the end of this year, we made sure that the 214 that are missing will also be finished.

03:46So how to maintain this?

03:48I would say that our budget is very reasonable and I expect it to be finished in time.

03:55The congressmen are confident that they will do everything

03:58to pass a comprehensive fund that is truly for the needs of the Filipinos.
