00:00The lower house continued the plenary debates on the proposed 2025 national budget,
00:05even though seemingly off-tangent considering the discussion should be focused on the proper
00:10allocation of government funds, the name of Dismissed Bamban Mayor Alice Guo came up again.

00:22DALG Secretary Benher Abolos believes marriages solemnized by Dismissed Bamban
00:27Tarlac Mayor Alice Guo will remain valid despite questions on her nationality.
00:33During the plenary debate on the proposed 2025 budget of the Philippine Statistics Authority,
00:38Four Peace Partylist Representative JC Abolos asked what will happen to marriages conducted
00:43by the former mayor if it is proven she's not a Filipino. The lawmaker noted that under the law,
00:49a person who does not have the authority to solemnize can make a marriage official.
00:54But for the DALG Secretary, there should be no problem if the ceremony was performed in good
00:59faith. I will just refer you direct to the family code, chapter 3, article 35, number 2.
01:09Those solemnized, the following marriages shall be void from the beginning.
01:16Number 2, those solemnized by any person not legally authorized to perform marriages
01:22unless such marriages were contracted with either or both parties believing in good faith
01:30that the solemnizing officer had the legal authority to do so.
01:35If you are a good faith believer that Alice Guo really has the authority to solemnize,
01:41and I guess most of them think so because she is a mayor, you could make use of this article.

01:57In an interview, the PSA shared the same belief. Although for now, they are focused on the issue
02:02of canceling Guo's Filipino birth certificate, which is the crux of the issue.
02:07Our lawyers are looking for what will be the effect. They said that in good faith,
02:15not necessarily, but we will check. First of all, we don't know how many marriages he had.

02:29At present, deliberations on the 2025 budget proposal of various government agencies continue
